SUMMARY OF JOB DUTIES

 

UNESCO, UNFPA, ILO and ONUFEMMES have requested support from the Cameroonian Government to obtain funding from the Secretary General’s Fund for the Consolidation of Peace in order to implement the project called: “Support for the implementation implementation of the national civic education program for the strengthening of peace, peaceful cohabitation and living together in communities affected by crises in Cameroon. The objective of the project is to increase the participation of young women and men from communities affected by crises in Cameroon in peacebuilding by strengthening civic and citizen education and entrepreneurial capacities. The project contributes to building peaceful relations between members of the same communities on the one hand and between members of the host communities, internally displaced persons and refugees on the other hand in an environment where policies better address youth issues .

 

To coordinate its implementation, the UNESCO Regional Office for Central Africa wishes to recruit a Project Coordinator.

 

The post holder will work under the authority of the Director of the UNESCO Regional Office in Yaoundé and the direct supervision of the Head of the Human and Social Sciences Sector. In this capacity, the Project Coordinator will have the following responsibilities:

Project management and coordination

  • Coordinate the implementation of project activities and ensure that the deliverables are consistent with the expected results;
  •  Develop the joint timetable of activities with the focal points of the ILO, UNFPA and UNOFEMMES and organize coordination meetings with the focal points;
  • Set up a monitoring tool to assess the progress of the project;
  • Take corrective actions to improve the implementation of activities;
  • Provide the expertise required for carrying out the various components and activities of the project;
  • Establish an effective system for sharing information and visibility of the project, monitoring activities carried out by partner agencies implementing the project, namely UNESCO, ILO, UNFPA, ONUFEMMES, sectoral ministries identified and the different stakeholders;

  • Ensure that particular attention is paid to taking into account the gender aspect during project implementation;
  • Guarantee respect for the choice of beneficiaries in accordance with the project document;
  • Prepare activity monitoring reports and participate in coordination meetings of the PBF technical secretariat;
  • Collect data from beneficiary agencies and prepare project progress reports to be submitted during steering committee sessions;
  • Respect UNESCO procedures regarding administrative and financial management of the project;
  • Work with the different sectors of UNESCO to strengthen the multisectoral approach during the implementation of the project with an emphasis on themes related to civic education, peacebuilding, peaceful cohabitation and living together;
  • Liaise with identified sector ministries, UN agencies, decentralized local authorities, civil society organizations (CSOs) and other stakeholders for better ownership of the project;
  • Prepare half-yearly and final narrative and financial reports;
  • Ensure the follow-up required for proper preparation and production of the external evaluation report at the end of the project.

 

Representation and partnership

  • Represent UNESCO at seminars and meetings and other events likely to promote the project and the image of UNESCO;
  • Develop and maintain partnership relationships between identified sector ministries, project implementing partner agencies, development partners, CSOs, community-based organizations and other stakeholders.

 

Resource mobilization

  • Support resource mobilization efforts, including the development of UNESCO project and program proposals.

 

Communication and visibility

  • Coordinate the development of the project communication plan;
  • Supervise the development of project visibility tools, communicate on the results step by step to be provided to the lessor, documentation and publication of good practices.

REQUIRED QUALIFICATIONS

 

Education

  • Higher university degree (Master II or equivalent), in the field of human and social sciences, peace and development, international development, political science and international relations or any other related discipline;

 

Professional experience

  • Relevant professional experience of at least 7 years in the areas of management, coordination of PBF projects, development and/or humanitarian programs;
  • Experience in conflict analysis and conflict-sensitive programming in the implementation of projects related to conflict prevention, peaceful cohabitation and peacebuilding;
  • Relevant experience in results-based management (RBM);
  • Relevant experience on the issue of citizenship education;
  • Experience in project monitoring and evaluation;
  • Experience in leading consultations with government and donors;
  • Experience in coordinating joint projects;
  • Previous experience with the United Nations would be an asset.

Skills and competences

  • Ability to manage budgets and report on implementation;
  • Good knowledge of the project implementation areas;
  • In-depth knowledge of peacebuilding and citizenship education issues;
  • Excellent networking skills and high-level representation and partnership building skills, involving a wide range of partners (target ministries, PBF secretariat, decentralized local authorities, donors and CSOs);
  • Ability to work in teams and within multicultural and multi-sectoral teams;
  • Excellent interpersonal skills, tact and diplomacy;
  • Excellent communication skills;
  • Excellent listening and coaching skills;
  • Excellent knowledge of PBF and UN project implementation procedures is desirable.

 

LANGUAGES

  • Excellent knowledge (oral and written) of French or English and a good knowledge of the other.
