Introduction

1. Context

Under the leadership of the regional office in Dakar and closely linked to interventions in the neighboring Central African Republic (CAR), DRC began its operations in Cameroon in 2017 by responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the region. ‘Adamaoua. Currently, DRC operates a main office in Meiganga and two secondary offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). In early 2019, DRC also initiated operations in the South West region to provide assistance meeting people’s basic needs for food, shelter and protection in rural and hard-to-reach areas. In 2023, DRC is launching an intervention in the Logone-et-Chari department, in the Far North, with the priority of seeking solutions to the root causes of intercommunity conflicts through programming on peacebuilding and resilience. DRC works with different local partners in Cameroon and is gradually increasing its financial support to Cameroonian civil society organizations.

 

 

2. Objet

Under the direct supervision of the Project Manager based in Kousseri, the Program Officer is responsible for providing technical support and monitoring of the activities implemented within the framework of the project as well as supporting the partner in its planning, implementation and monitoring of activities. The Program Officer will be responsible for technically supporting activities in various sectors, namely: peacebuilding, protection, economic recovery, and governance.

3. Responsibilities

Project planning, implementation and monitoring

  • Support the Project Manager in the planning and effective implementation of activities, including submission of weekly, monthly schedules etc. and in collaboration with the partner…
  • Support the Project Manager in the preparation of weekly, monthly reports, activity reports, sitreps, newsletter and other donor reports
  • Develop Terms of Reference for specific activities at the request of the Project Manager and in collaboration with the Yaounde Program team and the partner
  • Supervise and ensure training and support of partner staff for the implementation of activities in accordance with the joint action plan
  • Coordinate the development of tools and the organization of various activities relating to DRC as described in the project proposal and at the request of the Project Manager
  • Contribute to the development of project activity monitoring tools (DRC and/or partner) and support MEAL activities linked to the project in order to ensure effective operational monitoring

 

 

 

Technical support to the partner

  • Provide technical support to partner staff in the implementation of project activities (including identification of capacity gaps and capacity building opportunities).
  • Support the Project Manager to provide technical support and technical supervision to partner staff during the implementation of project activities.
  • Carry out the first review of documents and reports submitted by the partner and provide support for improvement before submission to the Project Manager

Coordination and representation

  • Ensure ongoing collaboration between DRC departments to support effective project implementation.
  • Ensure coordination and integration of project teams in communities and ensure that communities are informed and sensitized.
  • Replace the Project Manager to represent DRC in meetings and external coordination bodies if necessary.

4. Required Qualifications

  • Bac + 3 diploma in law, social sciences, political sciences, international development, or in another relevant field (including certificates, etc.).
  • Minimum 2 years of humanitarian experience, with experience in the field of humanitarian intervention within an international NGO, a United Nations agency or a ministry in the DRC intervention sectors.
  • At least 2 years of practical experience in project management.
  • Proven experience and knowledge in one or more technical sectors of DRC intervention – protection, conflict management/peacebuilding, economic recovery.
  • Strong experience working in partnership with civil society organizations.
  • Proven leadership and people management skills.
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent command of MS Word, Excel and PowerPoint.
  • Full professional mastery of French. Fluency in English and/or a local language is an asset.
  • Experience/knowledge of the field (Logone-et-Chari) preferred.

Key interactions: DRC staff and partners, local populations, other humanitarian actors intervening in the area.

5. General regulations

  • The employee must follow DRC’s security, confidentiality and ethical guidelines, including the Code of Conduct and Humanitarian Accountability Framework
  • The employee must not carry out any other paid activity during the duration of the DRC contract without prior authorization
  • The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
  • The employee must not grant media interviews or post photos related to DRC programs or share other materials without receiving prior authorization.
  • The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
