Country Context:
Cameroon, whose capital is Yaoundé, is a country in central and western Africa, located between Nigeria to the west, Chad to the north, the Central African Republic to the east, Gabon, Equatorial Guinea and the Republic of Congo to the south and the Gulf of Guinea to the southwest.
Its territory is made up of 475,442 km2. Its population amounts to 27.20 million inhabitants (Source: World Bank 2021) and is divided into 10 regions.

Context of the regions of intervention:
Since 2010, the French Red Cross (FRC) has been present in Cameroon in the Far North region and intervenes in the areas of health, nutrition, food security and livelihoods (SAME) and recently (2020) in Risk and Disaster Management (GRC)

The Cameroonian Red Cross (CRC)
Member of the International Movement of the Red Cross and Red Crescent since 1963, the CRC is an auxiliary association of the Cameroonian public authorities and recognized as being of public utility.
In accordance with its strategic development plan, the Movement’s partners (ICRC, IFRC, CRF) try through their projects to support the NS in the development of its resources.

 

 

 

Position
General mission of the DMI:

Under the authority of the Logistics Coordinator, the closing support logistician is responsible for:

  • Ensure the implementation of the project closure and Base closure strategy, in line with the orientations of the delegation
  • Collaborate with the logistics team, the program, finance and HR teams
  • Ensure the compliance of the Purchasing Files of closed projects according to the rules of the MOPI.
  • Ensure the completeness and archiving of logistics documents (Purchasing file, GPV, inventory reports, equipment, contracts, correspondence)
  • Ensure the filing and archiving and sending of Logistics, Programs, Finance and HR documents to the Coordination
  • Guarantee the application of the purchasing and logistics procedures of the CRf as defined in the MOPI

This includes:

  • Collaboration with the logistics teams of Kousseri, Maroua and Batouri
  • Inventory of equipment, furniture and program stocks
  • Formalization and organization of donations
  • Vehicle repair and maintenance
  • Termination of current supplier/service provider contracts if necessary
  • Termination of lease contracts and restoration of premises if necessary
  • Backup of professional data and backup of computer equipment
  • Organization of archives and expeditions to the capital Yaoundé
  • Shipping of sensitive equipment to Yaoundé
  • Capitalisation et reporting

MISSIONS AND ACTIVITIES

  • Ensure the planning of logistics activities related to the closure of projects and Base closure
  • Ensure the final destination of equipment, goods, and stocks
  • Ensure the transfer of vehicles and sensitive equipment
  • Ensures proper end-of-contract management
  • Ensures the organization and dispatch of the archives to the Coordination
  • Capitalisation et reporting

HIERARCHICAL AND FUNCTIONAL LINKS

  • Reporting relationship : Works under the direct responsibility of the Logistics Coordinator
  • Collaborates externally with : the National Red Cross, the French Red Cross delegation of Chad.
  • Collaborates internally with : The Logistics team De Kousseri, Maroua and Batouri. The finance department, the program teams, the internal audit manager.

Candidate profile
Qualifications and experience

  • Training in logistics (Bioforce type or logistics license level) and 7 years of experience in logistics management of a mission

Skills

  • Ability to organize and manage national and expatriate teams

  • Cultural adaptability and listening skills
  • Ability to cope with various pressures
  • Good synthetic and analytical mind
  • Good knowledge or experience of the Red Cross Movement (operation, mandates, etc.)
  • Knowledge of donor procedures
  • Experienced in reporting
  • Mastery of purchasing procedures, stock management, vehicle fleet management, building management
  • Very good teamwork skills. At ease and flexible in human relations
  • Rigor, flexibility and adaptability
  • Patience
  • Writing ability and experience in project writing and report development

Appreciated skills

  • Mastery of the Office package (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
  • Experience in a similar position is a plus

LANGUAGES

  • Excellent level of French mandatory (spoken and written)

Conditions of employment

Type of status : expatriate
Type of contract: CDD under French law
Salary : According to the classification of the position on the CRf grid and according to the experience of the candidate
Per diem : daily per diem which varies according to the country
Leave : 10 15 days minimum every 6 months – Plane ticket 100% covered by the CRf for home journey
Health cover : CFE + Mutuelle MSH (100% coverage) – 75% covered by the CRf
Assurance MedEvac/ repatriation : YES
Other insurance : provident insurance (death-invalidity)
