Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training.
INSO provides daily support to more than 1200 NGOs operating in 16 of the world’s most insecure countries.
INSO is registered in the Netherlands, with its headquarters based in The Hague, the international city of peace and justice.
Job summary
As the Roving Deputy Global Safety & Risk Manager (DGSRM) you will contribute to the security planning of INSO Country Offices (COs) and monitor compliance with INSO’s Global Security Policy. You will be reporting to the Global Security & Risk Manager (GSRM) and be directly involved at the field level in ensuring that countries mitigate operational risks and institutionalize INSO’s culture and practice of safety and security. You will collaborate with the GSRM to incorporate security risk management knowledge and techniques from across sectors into practical internal tools and policies.
Your objective will be to drive high-quality technical performance, foster the INSO safety and risk culture throughout the organisation, and ensure productive collaboration across HQ Departments and functions, as well as Country and Field Offices.
This is a roving position with travel to country platforms approximately 60-70% of the time and based in Kinshasa, Democratic Republic of Congo (DR Congo) or Yaoundé, Cameroon.
Major Responsibilities:
Technical Leadership & Reference
- Provide in-situ and remote technical guidance and support to INSO COs in developing Security Management Plans.
- Contribute to developing effective end-user-oriented processes, guidelines and tools; lead on specific thematic policies.
- Serve as custodian of the Safety and Security digital library enabling the seamless information flow between field and HQ.
- Contribute to CO proposals and annual plans regarding security requirements.
Crisis Management
- Support and participate in Crisis Management teams to ensure contingencies and resources are effectively allocated and activated.
Organisational Safety & Security Compliance
- Implement the Internal Incidents Management system.
- Ensure COs properly maintain up-to-date Security Risk Assessments, SOPs and Contingency Plans in line with INSO Global Security Policy.
- Contribute to, and lead as required, the compliance review of COs’ Security Management Plans.
Strategy and Organisational Risk Culture
- Support the development of security strategies in line with the operational priorities of each CO.
- Promote the INSO safety and security culture by engaging with HQ and CO staff and raising awareness on Security & Risk management matters.
- Identify and facilitate access to resources and materials as well as learning and support opportunities for COs – these may include developing or conducting training, establishing links across COs as well as identifying opportunities for staff exchanges or mentoring.
Mandatory Requirements
- At least 5 years experience in a safety and security role with a minimum of 3 years experience working in and on insecure/post-conflict environments.
- Bachelor’s degree in Politics, Social Studies, Psychology or a related field. Additional years of professional experience can substitute for a degree.
- Fluent English and good working knowledge of French.
- Willingness to travel to INSO country platforms;
- Excellent Microsoft Office suite knowledge.
- Familiarity with or willingness to learn the use of content, task and project management digital tools (Microsoft SharePoint, Lists, Asana etc.).
- Understanding of humanitarian Security Risk Management.
Desirable
- Ability to translate socio-political and conflict developments into operational requirements.
- Negotiation skills (proven or formal).
- Proficient Arabic or other language skills.
- Previous experience working with INSO or as a beneficiary of INSO services.
Preferred Characteristics
- Active listener and effective communicator with strong interpersonal skills who thrives in a diverse and dynamic workplace.
- Team player who enjoys collective creative production, can lead consultations with stakeholders, and maintain momentum for long-term development projects.
- Patient with the ability to work under pressure and in demanding surroundings.

Terms & Conditions
12-month renewable contract based in Kinshasa, DR Congo or Yaoundé, Cameroon. €5250 per month salary, 4 calendar days annual leave per month and fully comprehensive global health (excluding USA) and AD&D insurance.
