The Project

The Comprehensive HIV Free Project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the center for Disease Control (CDC). Cameroon Baptist Convention Health Board (CBCHB) implements the HIV-Free project in 3 regions of the Republic of Cameroon: West Region, North West Region and South West Region. CBCHB currently supports 79 DSD sites across the 3 regions. FHI 360 as a sub-recipient to CBCHB, is using its technical, strategic information and capacity building expertise to provide tailored above-site technical assistance (TA) to the CBCHB-led project to meet the following five objectives:

  1. Improve case identification
  2. Strengthen linkage to and initiation of ART
  3. Facilitate use of effective regimens
  4. Enhance adherence and retention
  5. Strengthen the health system

Job Summary:

The Finance & Operations Officer supports project finance and operations activities. S/he performs accounting functions and conducts the theory and practice of recording, classifying, examining, and analyzing data and records of financial transactions. S/he supports the review and consolidation of Country Office financials monthly.

The Finance & Operations Officer processes and records journal entries, cash receipts/field cash management and wire payments.

 

 

Responds to inquiries and assist in trainings. Maintains general ledger accounts and supporting sub-ledgers and produces various accounting reports. S/he will provide support and assistance to the technical team on project finance and operations, will coordinate with the FHI 360 Country Office and HQ to provide financial and operational support including procurement.

S/he will be responsible for operational and finance duties associated with travel and activity planning including logistics and procurement arrangements as well as facilitating financial document management of the project.

Participates in various accounting projects including external or internal audits, system upgrades, changes to accounting processes or procedures and other projects as assigned.

The position is based in Bafoussam, Cameroon and reports directly to the Project Director.

 

DUTIES AND RESPONSIBILITIES

 

Operational duties:

  • Assist with the planning, logistics, and management of meeting, workshops, and trainings.
  • Responsible for coordinating travel authorization (TA) and travel expenses report (TER) of staff and coordinate with finance staff to ensure timely submission of the TAs and TERs. Make staff travel arrangements e.g., hotel booking, ticketing, travel insurance, etc.
  • Serve as point of contact for all logistical and finance needs for the project.
  • Develop, maintain, and update an accurate inventory list of project property.
  • Manage the procurement process and inventory of office supplies, computer peripherals, software, furniture, publications, subscriptions, and equipment in accordance with FHI 360 and PEPFAR regulations. Work with Regional office and US office to request appropriate approvals for all procurements.
  • Conduct annual inventory review and prepare annual inventory report for submission to the Project Director and or DAF.
  • Support project closing process as needed.

 

Financial Duties

  • Maintain, and update the filing system to include financial reports submitted to the FHI 360 office and headquarters (WAMERO and US based)
  • Maintain and record HIV Free project expenditures, including verification of invoices and supporting documents prior to making payment and filing.
  • Prepare the monthly financial reports for submission to the finance team and ensure proper receipts and backup documentation are in place.
  • Review project financials report for month end closings, including but not limited to, bank and petty cash accounts reconciliations, travel reconciliations, and travel advance.
  • Maintain financial filing system in accordance with FHI 360 policies.
  • Work with Country HIV Free team to support development of program budget according to the country’s requirement.
  • Work with country team to update the budget forecast based on previous month actuals and any updated WP.
  • Work with Finance and in-country finance to adjust expenses if needed.
  • Run monthly expense and review against budget.
  • Update reforecast on the Forecast workbook on SharePoint.
  • Recommend appropriate purchasing approaches and strategies to reduce cost where applicable.
  • Prepare project invoice-SFR for the client.
  • Perform other duties and support other projects as assigned.

 

 

QUALIFICATIONS

 

Requirements:

  • Bachelor’s degree or its international equivalent in Finance, Accounting, or other relevant qualification.
  • Minimum of 5 to 8 years of experience in a similar business field
  • Detail-oriented
  • Strong organizational skills
  • Basic computer skills, with strong ability to use Microsoft applications, especially MS Excel, and other applications such as SharePoint.
  • Strong written and verbal communication skills including in English and French
  • Must have experience with U.S. government rules and regulations and experience working in an international NGO environment.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues, and appropriately communicating these to the project staff and country office as needed.
  • Able to work independently and on a team.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Ability to travel within country if needed.
  • Authorization to work in Cameroon.

Job summary:

The Finance and Operations Manager supports the financial and operational activities of the project. He/she performs accounting functions and applies the theory and practice of recording, classification, review and analysis of data and records of financial transactions. He participates in the review and consolidation of the financial statements of the national office on a monthly basis.

The Finance and Operations Manager processes and records journal entries, cash receipts, field cash management and wire transfers.

He responds to requests for information and participates in training. He maintains the general ledger accounts and the corresponding subsidiary books and produces various accounting reports. He/she will provide support and assistance to the technical team on project finances and operations, coordinate with the FHI 360 country office and headquarters to provide financial and operational support, including procurement.

He/she will be responsible for operational and financial tasks associated with travel and activity planning, including logistical and procurement arrangements, as well as facilitating the management of project financial documents.

He participates in various accounting projects, including external or internal audits, systems upgrades, accounting process or procedure changes and other projects as assigned.

The position is based in Bafoussam, Cameroon, and reports directly to the Project Director, with a dotted line to the DAF who is based in Maroua.

 

DUTIES AND RESPONSIBILITIES

 

Operational functions:

  •  Responsible for coordinating staff Travel Authorizations (TA) and Travel Expense Reports (TER) and coordinates with Finance staff to ensure timely submission of TAs and TERs. Organize staff travel (hotel reservations, ticketing, travel insurance, etc.).
  •  Serve as point of contact for all logistical and financial needs of the project.
  •  Develop, maintain and update an accurate inventory list of project assets.
  •  Manage the procurement process and inventory of office supplies, computer peripherals, software, furniture, publications, subscriptions and equipment in accordance with FHI 360 and PEPFAR regulations. Work with regional office and US office to request appropriate approvals for all purchases.
  •  Conduct an annual inventory review and prepare an annual inventory report for submission to the Project Director and/or CFO.
  •  Support the project closure process if necessary.

 

Financial tasks

  •  Maintain and update the filing system to include financial reports submitted to the FHI 360 office and headquarters (WAMERO and US based).
  •  Maintain and record HIV Free project expenses, including verifying invoices and supporting documents before making payment and archiving.
  •  Prepare monthly financial reports for submission to the finance team and ensure appropriate receipts and backup documents are in place.
  •  Review project financial reports for month-end closes, including but not limited to bank reconciliations and petty cash accounts, travel reconciliations and travel advances.
  •  Maintain financial record keeping system in accordance with FHI 360 policies.
  •  Work with the country HIV Free Team to support the development of the program budget in line with country requirements.
  •  Work with the national team to update budget forecasts based on previous month’s actuals and any updated WPs.
  •  Work with the Finance Department and Country Finance Department to adjust expenses as necessary.
  •  Run monthly expenses and compare them to the budget.
  •  Update the reforecast in the Forecast workbook on SharePoint.
  •  Recommend appropriate purchasing approaches and strategies to reduce costs where applicable.
  •  Prepare the SFR-project invoice for the client.
  •  Perform other tasks and support other projects as needed.
