As part of the sustainability of its humanitarian activities in Cameroon, the Norwegian Refugee Council is recruiting for its HSS department one (01) Health Safety & Security Officer based in Yaoundé.
RESPONSIBILITIES

I- General responsibilities

  •  Provide technical support to the regional office on all policies, procedures, guidelines and planning for personnel safety, operational security and program continuity.
  •  Ensure compliance with the NRC Security Management Framework in the SMP and all annexes.
  •  Work with the HSS Manager to develop, consolidate and implement operating procedures and emergency plans;
  •  Provide assessment inputs and review hibernation and evacuation plans in the NRC office and residences in Yaoundé and elsewhere as requested and ensure practical preparations are in place and known to all staff involved ;

 




 

  •  Conduct risk assessments of offices and residences. Monitor the actions to be taken to ensure compliance with safety and security standards.
  •  Ensure that the NRC, its mission and its work in the region are known and accepted.
  •  Work to encourage stakeholders to work with the NRC to ensure staff and programs are safe and allowed to continue humanitarian activities.
  •  In coordination with the HSS Manager, liaise with relevant security actors, e.g. NGO Security Focal Point, other NGO Security Coordinators, UNDSS contacts in the region, community stakeholders. local community, governors, etc.

II – Specific responsibilities

1- NRC safety standards and procedures

  •  Ensure that minimum operational security standards and procedures are implemented in the field office and promptly report deficiencies to the supervisor – up-to-date list of shelters, etc.
  •  Provide capacity building to NRC staff – program and support – on security-related topics and ad hoc training.
  •  Liaise with the logistics team to ensure that communications equipment, NRC premises security set up and emergency stocks are in place, operational and up to required standards.
  •  Provide support to NRC staff who need to report incidents or critical situations.
  •  Monitor all official NRC movements in Cameroon within and between field sites and Yaoundé on a daily basis and make all necessary recordings.

 

 

 

  •  Conduct rapid SRA assessments and write reports across all operational areas of the NRC as a delegate
  •  Ensure MOSS/MOISS compliance of all NRC operations and infrastructure in Cameroon
  •  Maintain and regularly update a detailed external contact list
  • Keep the emergency communication tree up to date by AO and CO
  •  Monitor the context and security situation in Cameroon and report any changes to the HSS manager
  • Write the various reports and submit them to the HSS manager
  •  Prepare procurement documents for asset acquisitions (PR)
  •  Under the direct supervision of the HSS Manager, initiate, plan and conduct HEIST and FFA training for all staff in Cameroon (provided the post holder is a certified trainer by the NRC HO training unit). Otherwise, assist the certified trainer to conduct all training mentioned above.
  • Prepare training reports and lessons learned
  •  Prepare and organize information sessions (briefing) on ​​the HSS for newly recruited staff as well as refresher information sessions on the SRA and the context

 

 

 

2- Supervision of security agents

  •  Ensure that NRC custodians have the training and understanding to carry out their duties in a professional manner.
  •  Prepare the monthly guard schedule and ensure that the necessary guard force is present at all times on the NRC premises.
  •  Ensure that guards effectively and professionally control all movements within and outside the NRC compound.
  •  Report any problem, unauthorized absence or disciplinary problem concerning guards to your superiors without delay.
  •  Undertake regular assessment of guard performance in accordance with NRC procedures.

3- Duty to Account

  •  Prompt reporting to immediate supervisors and the NRC Security Department on security situations affecting NRC personnel and operations.
  •  Promptly report to immediate supervisors and the NRC Security Department any security incidents involving NRC personnel (domestic or international), NRC premises or assets.
  •  Perform other related reporting duties as requested by immediate superiors and the NRC Security Department.

QUALIFICATIONS

I- Generic professional skills:

  •  A minimum of 2 years of experience working in NGOs within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing security operations in the field.
  •  Understand humanitarian principles, code of conduct and specific sub-sector work related to NGO field and operational contexts.
  •  Advanced knowledge in communications technology, including satellite communications, cellular telephony, etc.
  •  Strong experience as a trainer; ability to develop, implement, facilitate and deliver learning to a wide range of audiences.
  •  Ability to gain an accurate understanding of different local, regional, national and international policies, operational positions and interactions, providing clear dynamic information and analysis of given and ongoing security and policy situations as they arise.
  • Former NGO security management, an asset.
  •  Written and verbal French essential. English is an added advantage.

status : Local position open to candidates of Cameroonian nationality
Duration of the contract : 12-month fixed-term contract, renewable depending on availability of funding and based in Yaoundé with regular travel to the field;
Competitive salary and benefits : Grade 5 on the NRC Cameroon scale and 90% medical insurance;
