Job offer: National Health Program Coordinator needed
1. BACKGROUND
CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
The CARE France association is a member of the CARE network. It operates in more than thirty countries and has managerial and legal responsibility for Lebanon, Morocco, Cameroon and Madagascar.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, sustainable and secure access to sexual and reproductive health for populations most at risk, including PLHIV.
The Health program at CARE Cameroon aims to improve the production of and access to Sexual and Reproductive Health services (integrating the management of the consequences of GBV), the strengthening of the health system in Cameroon as well as the services of the community care for HIV, support for local partners and community mobilization.
CARE Cameroon works with the Ministry of Public Health, the CNLS, many civil society organizations as well as technical and financial partners for the implementation and coordination of its public health interventions. The creation of this new health sector coordination position corresponds to CARE Cameroon’s ambition in the 2023-2027 strategy to consolidate its interventions in sexual and reproductive health.

Pole : Program – Coordination
Contract form : Fixed-term contract for two (02) years with possibility of renewal (Trial period included – Contract full-time)
Reporting line : Deputy Country Director in charge of Programs
Position location : Yaoundé (position not relocated)
2. JOB DESCRIPTION
2.1 GENERAL OBJECTIVE OF THE JOB
Under the responsibility of the Deputy Country Director in charge of Programmes, the position aims to implement the global health strategy of Care Internationale and that of the Country Office by developing and strengthening interventions in the field of health in synergy with other ongoing programs within the country office. As a result, it aims to strengthen collaborative ties with the Ministry of Public Health and other technical, financial and operational partners. The health program coordinator is responsible for the functional and operational management of all human resources in his sector.
2.2 SPECIFIC OBJECTIVES AND TASKS
2.2.1 Develop and ensure the implementation/updating of the health sector strategy in line with the country office strategy, priorities and reproductive health care needs in the country.
- Internally ensure the development and updating of Care Cameroon’s health sector strategy;
- Ensure the coherence of Care Cameroon’s health sector strategy in line with the national health development policy (PNDS) as well as the related sectoral strategic plans and in relation to the evolution of the local context (needs, donors, priorities /national programming) and technical approaches of Care;
- Coordinate the development, implementation, adaptation, supervision and evaluation of action plans, performance frameworks and the production of periodic technical reports for the various health projects under his responsibility;
- Oversee the development of a functional health component information management (database) strategy and mechanism for decision-making and to facilitate information sharing and monitoring , notification and reporting at the level of the Ministry of Public Health, donors and stakeholders;
- Participate in research and resource mobilization efforts especially for the health component;
- Contribute to the preparation, development and updating of emergency response preparedness plans;
- Ensure the development of proposals for health projects or health components in multi-sectoral projects;
2.2.2 Ensure technical representation and develop strategic partnerships for the Country Office Health program
- Propose and build technical partnerships necessary for the implementation and development of Care Cameroon’s health program;
- Ensure an active and effective presence of Care Cameroon with the Ministry of Public Health and technical, financial and operational partners.
- Develop the relevant axes and advocacy activities in order to support the changes and influences targeted by the health actions of Care Cameroon;
- Ensure effective implementation of collaboration agreements and support the health team in monitoring and respecting national and international norms and standards in the field of health;
2.2.3 Supervise and support technical teams involved in health projects or activities to ensure maximum quality of interventions:
- Participate in the recruitment of technical staff for the health component;
- Ensure the technical and operational supervision and the annual performance evaluation of the staff placed under his responsibility;
- Identify, develop and implement initiatives and approaches to strengthen the technical skills of health teams and partners;
- Ensure the availability, implementation, adaptation and proper use of monitoring tools and technical sheets for the implementation of health projects or activities;
- Ensure that the implementation of health projects and components respect established contractual commitments, budgets and performance frameworks.
- Ensure the quality of activities and compliance with periodic reporting deadlines (internal and external) of the programs
2.2.4 Participate in the production, management of data and sharing of knowledge in the field (research, capitalization, evaluation, annual reports, etc.):
- Manage the capitalization process for all health program activities and projects
- Popularize and disseminate the results of health projects but also define the processes and methods to be able to duplicate them;
2.2.5 Others:
- Perform any other specific task corresponding to his profile and entrusted by the Direct Manager and the Functional Manager.
2.3 REQUIRED PROFILE
2.3.1 Training and experience
- Discipline certified in Medicine, Nursing and/or Public Health.
- 5 years minimum in the development and management of health projects.
- Ideally at least 3 years in an equivalent position
2.3.2 Skills and qualities required
- Have a strong understanding of the project cycle
- Have excellent communication skills
- Have good writing and synthesis skills
- Have strong representation and advocacy skills.
- Have good organizational, planning and analytical skills
- Have a good knowledge of the Cameroon health system preferably;
- Have good management and support skills from confirmed technical teams;
- Be familiar with national health policies and the authorities that govern them;
- Have good skills and experience working in a multicultural environment
- Have an operational mastery of IT tools (Pack Office, Microsoft Office) Knowledge of the main donors (EU, AFD, USAID, BPRM, BHA, ECHO, Global Fund, UN Agencies, etc.)
- Promote CARE’s specific values and policies: Child Safeguarding Policy (CSP); application of the anti-fraud/corruption policy; application of the safety and security policy; application of the policy for reporting any abuse and the application of administrative and financial procedures.
2.3.3 Languages
- An essential mastery of French, a very good command of English would be an asset.
