Job offer: Technical Advisor
Call for internal and external applications for the recruitment of a temporary technical adviser in cross-border cooperation, delimitation and demarcation for the support project for the ECCAS cross-border program of the DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (APF- ECCAS / GIZ) in Younde in Cameroon.
A- CONTEXT
GIZ, Deutsche Gesellschaft fur Internationale Zusammenarbeit, is an international cooperation company for sustainable development that operates on all continents. It offers forward-looking solutions for political, economic, ecological and social development in a globalized world. In sometimes difficult conditions, GIZ supports complex processes of change and reform. Its main objective is to sustainably improve the living conditions of populations in cooperation countries.
The inadequate definition of borders and the often weak cooperation between African states in the joint governance of their borders regularly lead to conflicts and hinder regional integration. By creating border programs, the African Union (AU) and the Central African Economic Community (ECCAS) are tackling this problem. Within the framework of the “Support to the ECCAS Border Program” (APF) project, the GIZ – on behalf of the Federal Ministry of Foreign Affairs and the European Union – advises and supports ECCAS and its Member States in the areas of delimitation, demarcation, cross-border cooperation, capacity building and implementation of regional policies, in short, “border governance”.
It is within this framework that the APF-ECCAS Project is recruiting for the needs of its activities in Cameroon, a Temporary Technical Advisor (TC) in Cross-Border Cooperation, delimitation and demarcation of borders.
B- RESPONSIBILITIES
The incumbent is responsible for the following activities:
- Work in close collaboration with Cameroonian partners and neighboring countries, in particular Chad, the Central African Republic, Gabon and the Republic of Congo, in the field of cross-border cooperation (CTF), delimitation and demarcation (D&D);
- Implement, coordinate and monitor activities in the areas of intervention in accordance with the objectives and indicators of the project and in consultation with the project coordinator and the line manager;
- Development and execution of program budgets in the above countries according to the GIZ rules (PuR) and according to the internal regulations of the program;
- Representation of the GIZ program vis-à-vis state authorities, partners and stakeholders;
- Ensure liaison with governmental and religious institutions, NGOs, and traditional and local authorities (local authorities; municipalities and regions) and NGOs/CSOs active in border areas;
- Maintain excellent communication and good flow of information within the team, between all relevant institutions, partners and GIZ and especially technical advisors in neighboring countries;
- Ensure that aspects of gender, human rights, peacebuilding, rights of indigenous peoples and the principle of “do no harm” are taken into account in all activities.
- Support partners, propose and carry out specific activities in this area
C- ATTRIBUTIONS
Within this framework and under the supervision of his/her hierarchical superior, the incumbent will be in charge of the following activities:
1. Management and coordination with partners
a. Support for the planning and execution of border delimitation/demarcation operations
- Support the planning and execution of the activities of the joint boundary delimitation/demarcation commissions, including the drawing and demarcation;
- Work with technical structures (geographical institutes) on appropriate methods, techniques and technologies for land and river border delimitation/demarcation operations;
- Help determine the needs of partner institutions (logistics, technical and operational capacity building).
b. Support for cross-border cooperation and the development of border areas
- Support the improvement of cross-border cooperation between Cameroon and its neighboring countries, in particular Chad, Gabon, CAR and Republic of Congo;
- Support border governance and identify practical opportunities for border intervention;
- Support awareness-raising and communication actions and advocate for the prevention, management and resolution of conflicts with local and customary authorities;
- Support the implementation of local cross-border cooperation initiatives to strengthen integration, social cohesion and peace between communities;
- Support the organization of awareness and dialogue forums between local authorities, civil society and the local population;
- Support the promotion of border areas in collaboration with local media;
- Support awareness raising on passenger rights and obligations and the roles of different actors.
vs. Support for the operationalization of the political and programmatic framework for border governance
- Support partners in the development and/or implementation of their national policy or border governance action plan;
- Support cooperation with other partner structures, in particular universities, institutes and research centers on border issues;
- Support the organization of consultation dialogues between officials and actors in border management and control and private sector actors (carriers, traders) on the promotion of cross-border trade along the corridors;
- Ensure capacity building of local and national institutions, border communities and non-governmental organizations for ownership and sustainability of project approaches.

d. Support for organizational development and project management
- Support cooperation, regular contact and dialogue with partners at central and local levels;
- Gather and share useful information for joint activities and missions;
- Support and coordinate the joint planning of activities, including budget and monitoring and evaluation;
- Prepare the contracting of service providers, the development of ToRs as well as the monitoring of their contracts;
- Prepare the development of financing contracts or local subsidies with partners;
- Facilitate consultations between state actors on both sides.
2. Management and coordination towards GIZ and other non-governmental actors
In consultation with the line manager, coordinate project activities at local, national and regional level in cooperation with partners, both during organizational preparation and during the implementation of these activities;
- Work in close collaboration with the program TCs in Yaoundé and Ndjamena and ensure regular exchanges;
- Ensures the sharing of experiences and the exploitation of synergies with the CTs of sister programs (GIZ-AUBP);
- Contribute to the operational planning of the project, develop the budget and complete activity sheets at the end of each intervention;
- Develop and organize quality assurance measures; propose improvement measures and other necessary initiatives;
- Support public relations work;
- Comply with the GIZ Rules in full, including the Code of Integrity, and defend them against third parties;
- Provide technical support to local and international experts.
3. Other powers
- Assume other activities and tasks compatible with his skills on the instructions of his superior;
- Ensures that GIZ quality standards, as well as Capacity Works, Gender, Human Rights, Conflict Sensitivity etc. are respected;
- Exchange regularly with other GIZ programs in Cameroon and exploit synergies;
- Follow the security instructions of the Risk Management Officer (RMO) in Cameroon;
- Actively participate in the activities of the GIZ office in Cameroon;
- Participate, as needed, in continuing education courses related to the position.
REQUIRED PROFILE
D- REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE
Qualification
- Hold a BAC+4/5 in Land Management and Planning, Geography, Law, Economics, Human Sciences, or in an equivalent field.
- Have practical knowledge in the field of local planning, rural development, government advice, and / or land;
- Have knowledge of the regulatory texts governing municipal and border management;
- Have a working knowledge in the field of local planning, rural development, government advice, and/or land.
Professional experience
- At least 5 years of experience in the execution / implementation of projects in the field described above, in a bi- or multilateral cooperation environment;
- Experience working with government institutions at different levels;
- Experience of working with NGOs, good personal network with other actors in the field on site;
- Experience with conflict-sensitive approaches to cooperation, development and project implementation experience in fragile contexts and under difficult conditions;
- Practical experience on issues of gender, human rights, indigenous peoples’ rights and the principle of “do no harm”;
- Work experience in border areas would be a strong asset.
Other knowledge/skills
- Ability to work independently under remote supervision and excellent management and organizational skills;
- Excellent communication, management and organizational skills;
- Good working knowledge of the use of information and communication technologies as well as computer applications such as MS Office;
- Good communication and facilitation skills in a cross-border context;
- Good knowledge of Cameroon, its regional context and its borders.
- knowledge of GIS software (ArcGis, QGIS, Google Earth, etc.) would be an asset
- Ability to contribute to the management of projects in terms of capacity building of actors involved in cross-border activities;
- Ability to work within a multicultural and multidisciplinary team;
- Solid knowledge of local and regional development;
- Availability for regular business trips within the country of intervention, including border areas, as well as outside the country (ECCAS region);
- Perfect command of French and local vehicular languages; knowledge of English (good level) is desired.
Contract start date : 15.11.2022
Contract period : until 31.12.2022, renewable
Duty station : Yaoundé / Cameroon
Internal classification of the position : Band 4T under the hierarchical supervision of the Head of Component 3 APF-ECCAS.
