Job offer: The EU Delegation to Cameroon is looking for an Assistant for Program Officer

The European Union (EU) is a unique economic and political partnership between 27 European countries that plays an important role internationally in the areas of diplomacy, trade and development assistance, as well as through its cooperation with global organizations. Abroad, the EU is represented by more than 140 diplomatic representations, also known as EU Delegations, which have a function similar to that of an embassy.
We propose
We are offering a position as Program Manager Assistant. As part of this job, the recruited person will be assigned functions which will depend on the needs of the delegation. The successful candidate will occupy a specific position as Assistant Program Manager; the function can be modified according to the needs of the Delegation. As part of this role, the successful candidate will serve as technical and support staff to the Cooperation Section, whose main tasks and responsibilities will be:
- General tasks
- Participate in all activities relating to the areas of Cooperation (sustainable development, governance, economy and employment, regional integration, environment and climate change) by supporting the Program Manager(s) in the preparation of development strategies, programs and projects; for the administrative preparation and encoding of files; for the preparation and execution of European Union communication and visibility initiatives; for internal and external coordination with the Delegation’s partners and for the execution of all the tasks requested of it.
- Contribute to the programming (strategies), formulation, management and evaluation of activities linked to the project cycle;
- Provide assistance during all stages of the procurement procedure (definition of specifications, launch of calls for tenders, etc.);
- Monitor current projects, participate in management and monitoring meetings, write reports on the progress of projects and, when necessary, propose appropriate measures;
- Contribute to the evaluation of projects.
- Maintain contacts with the Delegation’s partners, public authorities, civil society organizations, the private sector and the media; and contribute to the operational coordination of programs with national authorities and/or other donors;
- Support the Head of Cooperation in the coordination, reporting and communication activities of the Delegation, including the drafting of reports, briefings and summary notes;
- Contribute to the cultural, communication and visibility, press and information and public diplomacy activities of the Delegation, in close collaboration in particular with the political and commercial sections of the Delegation and the cultural and communication officers of the Member States of the Delegation EU represented on site;
- Provide logistical, administrative and secretarial support for the implementation of activities supported by the Cooperation section (eg organization of missions and project visits, communication events etc.)
2. Conditions of employment:
- A local agent (AL) position, level 2 – AL2
- Starting base salary (gross): 1,273,623 XAF
- We offer a competitive position in an international working environment, based in Yaoundé.
- 37.5 hours of work per week.
- Other benefits such as a supplementary pension plan and medical insurance for employees and their families are offered under certain conditions.
Selection criteria
Minimum requirements:
- be medically fit to perform the required duties;
- enjoy civil rights and possess work permits in accordance with local legislation;
Education and Training:
- Master’s degree (BAC+4 etc.) in development, management, communication, journalism, public administration or in an equivalent discipline
Professional experience:
- Minimum of 5 years of relevant experience including in project management, communication, events and culture.
Languages
- According to criteria: http://europass.cedefop.europa.eu/sites/default/files/cefr-en.pdf ;
- Perfect oral and written command of French and English (minimum C1 level) and;
- Knowledge of Spanish and Portuguese is an advantage
Knowledge of IT tools
- High level of computer literacy: word processing, spreadsheets, email and Internet browsing. Proficiency in Computer Aided Publishing software is an advantage.
Professional aptitude :
- Motivated, sense of initiative, capacity for analysis and synthesis, work independently and in a team, knows how to meet deadlines and manage stress.
The following points will be considered an asset:
- Knowledge of program management and/or communication within an international organization, experience in the cultural sector in Cameroon and good knowledge of desktop publishing (DTP) software would be assets for the position,
- Minimum of 5 years of experience in an embassy or international organization
- Ability to work in a multicultural environment, demonstrating interpersonal, cordial and professional communication skills.
- Very good communication (written or oral) with internal and external contacts.
- High degree of confidentiality, rigor and accountability when processing EU-related information.
- Ability to define priorities, undertake tasks, under pressure, with a minimum of error, while responding quickly to requests.
- Sense of autonomy, organization and initiative.
- Available to work outside of business hours in case of emergency.

The application must contain the following elements:

- Copies of university diplomas;
- Copy of employment certificates relating to professional experience;
- At least two references (structures, surnames, first names, functions, telephone number and e-mail address) to which the Delegation of the European Union may contact when examining applications.
The procedure
After the deadline for submitting applications has expired, they will be examined by a selection committee set up for this purpose.
- The selection committee will establish a shortlist of candidates deemed best suited to fill the position, based on criteria provided in the vacancy notice and job description (“Selection Criteria” above).
- Pre-selected candidates (a maximum of 15 candidates with the highest score on the pre-selection criteria) will be invited to participate in a written test.
- At the end of this stage, the best candidates (a maximum of 5 candidates having obtained the best results in the written test) will be invited to participate in an interview.
At this stage, the selection committee will assess the candidates’ suitability for the position.
