TITLE: Operations Officers (2 positions)

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSCPSM) Cameroon

 

 




 

Background:   
 
The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

 

 

 




At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities

The Administration and Operations officer will play a key role in the management of the office, procurement, finance and human resources processes which involves fact finding, research, analysis, and interpretation of factual data for the GHSC-PSM Cameroon at the regional offices of Maroua and Garoua. The incumbent is required to be versed with and interprets USAID regulations, policies, procedure and applicable local administrative legislations (Labour, social security, taxation etc) as well as Chemonics internal policies and procedures.
In collaboration with the Operations manager and the Regional Coordinator, the incumbent shall oversee all aspects of Administration and operations at the regional offices. The operations officer is expected to work with minimal supervision and reports technically and administratively to the Operations Manager and Regional Coordinator respectively. S/he will assist the Operations Manager and Regional Coordinators with general supervision operations function at the regional offices. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 

 

 

Principal Duties and Responsibilities (Essential Functions) Office Management
 

• Analyze operational needs of office, organizing and overseeing maintenance and management of physical office space, including repairs, managing office contracts and leases, the purchase and management of office supplies, and arranging for and overseeing the maintenance of office equipment.
• Establish and maintain a filing system both electronic and physical for archiving all relevant administrative, contractual, and personnel documentation and ensure files are up to date at all times.
• Maintain an inventory of fixed assets.
• Assist with general administrative duties as needed, including preparing all necessary administrative forms and overseeing travel logistics for project staff and consultants.
• Organize for appropriate logistics during workshops, trainings and related events.
• Make payments to participants during workshops, trainings and compile resulting financial justifications as required.
• Perform orientation for short-term consultants on field office procedures.
• Supervise administrative assistant, drivers and cleaners, performance monitoring.
• Ensure compliance with Chemonics and USAID policies and procedures in relation to administration and operation.
• Serve as focal person at the regional office on all aspects of administration

Procurement
• Coordinate project procurements, in full compliance with all applicable USAID rules and regulations and Chemonics’ internal policies and procedures including but not limited to: o
Maintain a vendor list or database for the regional office and ensure that all vendors are administrative and fiscal compliant.
o Plan for procurement of goods and services and write and appropriate specifications with relevant technical specialists.
o Ensure effective competition among vendors and draft Requests for Quotations (RFQs) and Request for Proposals (RFPs). o Evaluate offers or organize evaluation committees. o Prepare purchase orders and subcontracts as necessary. o Ensure that goods and services are effectively delivered and ensure the timely payment of vendor invoices.
o Monitor contracts and ensure payments are made in a timely manner.
o Maintain complete procurement files.
• Any other tasks as required.

Job Qualifications

• Degree in Project Management, Business Administration, Public Administration, or another relevant field.
• At least 4 years of experience working for development projects or organizations.
• At least 2 years of experience working on USAID projects, preferably with responsibilities in procurement, human resources and/or operations;
• Attention to detail and very high organizational skills a must;
• Demonstrated success in working on programs of similar magnitude and complexity, working collaboratively with various teams, and communicating effectively;
• Ability to exercise confidentiality and high levels of professionalism
• Fluency in French and advanced English is required

Working Conditions/Duration of Assignment

This is a long-term position for the life of the contract based in Maroua and Garoua, Cameroon. This position does not attract any relocation allowances for the successful candidates.
