ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all human beings. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The 5-year, approximately US$33 million Consolidating Systems and Services for the Management of Orphans and Vulnerable Children (COSMO) project is funded by the President’s Emergency Plan for AIDS Relief ( PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. The program consists of HIV prevention and case-finding activities for OVC, as well as in community support for linking to the care and retention of children and adolescents living with HIV, with the aim of contributing to the control of the HIV epidemic by reaching and maintaining the 95-95-95 targets of the UNAIDS. The Policy and Advocacy Advisor will be primarily responsible for all aspects of partnership and capacity building, including strategic leadership, communication and relationship management, and coordination. He/She

will lead or support partnership-related groups, including advisory committees, working groups, etc., ensuring meetings are held, sharing of information and the implementation and monitoring of action plans.
Strategic Leadership
Provide overall leadership for policy and advocacy related initiatives, including the development of goals and targets, and related monitoring and evaluation.
Facilitate the engagement of relevant stakeholders in the public and private sectors for each of the OVC program areas (Health, Education, Stability and Security) and implement/monitor stakeholder management plans at all levels.
Support advocacy efforts with local governments (councils) in targeted health districts to increase availability of funds to support OVC interventions.
Ensure that appropriate technical assistance is provided to professional associations of social service workers throughout the national territory.
Identify, update COSMO project leadership and facilitate management of all potential traits to facilitate partnership between NCPC/CoSMO and all stakeholders.
Improve the Capacity of Public Institutions to Effectively Manage the
OVC Program
Create an enabling environment through which Cameroonian government institutions can collaborate effectively with CENC and its partners to serve OVC in Cameroon.
Strengthen the OVC program in Cameroon by advancing OVC policies on child safety and protection, developing national programmatic tools (guidelines and standard operating procedures).
Facilitate and support the review of existing policies and tools used by relevant ministries to ensure the safety and protection of children (including OVC).
Create and maintain synergy between CoSMO and other OVC programming stakeholders to ensure a standard set of services for OVC across the country, including in non-PEPFAR districts.
Overall capacity building of sub-recipient CoSMO implementing partners
Work with key staff to develop a capacity building and leadership development strategy for COSMO project beneficiary organizations.
Provide strategic leadership in the development, identification and dissemination of standardized approaches and best practices to implement strategy.
Work with relevant program, finance and operations staff to develop/adapt and deliver training, tools, etc. to targeted COSMO Project staff and partners.

Develop/adapt, provide and/or oversee technical assistance activities with partners, including coaching and mentoring.
Identify any gaps in understanding or application by relevant NCPC and partner staff of key partnership terms and principles, and address them through dialogue, training, etc.
Work with partners to apply relevant tools to help identify capacity and institution building needs, develop corresponding strategies, and monitor implementation.
Participate in field activities such as strategic planning processes and assessments to ensure an appropriate approach to capacity building.
Regularly assess the improvement of the technical and management capacities of COSMO subrecipients.
Masters in Development, Business, Organizational Development, Public Administration, Project Management, Psychology.
Minimum of 6 years of experience in project management, within international organizations or the private sector, preferably in the areas of partnership or organizational development.
Experience in capacity building, including training and mentoring as well as developing training materials.
Experience in institution building, including the development and/or improvement of corporate processes, policies and procedures.
Good knowledge of the Microsoft Office package

Good relationship management skills and ability to work closely with local partners.
Strong leadership, advisory and negotiation skills. Excellent interpersonal, communication, representation and networking skills.
