JOB DESCRIPTION
The Humanitarian Access Coordinator position supports principled program design and implementation by providing analysis and operational guidance to ensure sustained and quality access. The following is a brief description of the role.
RESPONSIBILITIES
I- Generic responsibilities:
Ensure adherence to NRC policies, guidance and procedures.
Contribute to the development of access strategies in coordination with critical interfaces at Country Office (CO), Area Office (AO), and Field Office (FO) level.
In collaboration with the relevant teams, support in negotiating and ensuring access from relevant local authorities and other key stakeholders.
Develop and continuously update sound stakeholder analysis and access networks for areas where NRC is or is planning to implement program activities.
Report on context and conflict trends with a focus on developing strong contextual understanding among NRC teams.
Expand and maintain NRC’s network of relevant contacts through direct liaison as well as strategic support to stakeholder engagement.
Continuously monitor and evaluate the political, social, security and humanitarian situation for developments affecting humanitarian access, to inform NRC’s response.
In close collaboration with the Regional and/or Global Access Advisor, define and implement technical direction and ensure high technical quality of access components projects.
II- Specific responsibilities
A- Liaison
Maintain active contact with Access/Liaison counterparts from peer agencies (including Local Humanitarian Partners) and relevant organisations.
Represent NRC in all access related areas including providing support to existing access mechanisms (Access Working Group, CMCoord).
Work closely with field staff to ensure sound knowledge of principled access and negotiations.
Work in close collaboration with the Regional and/or Global Access Advisor to monitor and analyze conflict dynamics, develop an analysis methodology and deliver inputs to the access / analysis platform (under development).
Coordinate with the Global Access Advisor on key issues and access strategic direction.
Support with establishing and maintaining contacts with the authorities in the areas of operation with a specific focus on the development of access related networks.
B- Analysis and Advocacy support
Support the establishment of a context monitoring system to collect and analyze key information and data relevant to NRC’s programmatic and strategic decision making.
Development of context specific tools in support of building anticipatory analysis – in close coordination with the Regional Analyst and Global Access Advisor.
Provide written and verbal analysis to NRC country management team and area teams highlighting conflict dynamics and trends analyzing their impact on current and future NRC access and presence
Monitor the security and political situation on the ground building on external network; share regular context updates and analysis.
Make sure that contextual trends are monitored, tracked and reported.
Maintain a sound analysis of local and regional stakeholders.
Use incident databases and trends as a basis for providing analysis related to safety, security and access
Write regular as well as ad-hoc reports pertaining to access developments and other contextual concerns in order to better inform decision-making process.
Support the Policy and Advocacy department in identifying access related issues and in producing evidences for advocacy purposes.
Facilitate information management and disseminate amongst others through weekly context updates as well as ad-hoc analysis.
C- Field support
Support Country and area management team on crisis management, incident management and post incident management when required.
Support the NRC Country and Area Office Management Groups in making informed strategic decisions related to humanitarian access and the practical application of humanitarian principles.
Coordinate the implementation of access strategies for all operational areas.
Provide capacity building and to field staff on access related topics (humanitarian principles, negotiations, context analysis among others).
D- Programmatic support
In coordination with HO access team and relevant AO/CO colleagues, contribute in designing access strategies for new operational areas.
Support in ensuring that program activities are planned, implemented and monitored safely through advisory and technical support.
Contribute in ensuring that all interventions are conducted in respect of the Do-No-Harm principle and in a conflict-sensitive manner.
Highlight operational dilemmas throughout all PCM phases and inform CMG decision.

3/5 years of experience with in a similar functional with NGOs, UN or private sector.
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Technical expertise in humanitarian access
Technical knowledge of and experience managing and/or advising on humanitarian access
Knowledge about own leadership skills/profile
Previous experience in remote management
Fluency in English and French, both written and verbal
Context related skills , knowledge and experience
Experience in liaising with communities and authorities as well as NGOs,
Experience of assessing political, social and security situations in the country
Familiar with local culture, politics and geographical areas
Strong interpersonal skills, including capacities to negotiate with non-government stakeholders

We Offer a Fix term Contract of 12 Months with competitive salary and benefits package
This is a national position, based in Buea with 75% of field travel
