role PURPOSE
This role is to Provides supervision and coordination to all the sponsorship activities, processes and staff in the Program Area to sustain good relationship between plan, sponsored families and sponsors and to improve Plan sponsorship work in Cameroon following the global guidelines.
To promote implementation of impactful programs to promote the rights of children and equality for girls, in the Program Influencing Implementation Area (PIIA) assigned.
Dimensions of the Role
The Area Sponsorship Coordinator (ASC) will report to the Country Sponsorship Manager and will work collaboratively with all the Program Officers (POs) and the PIIAM in the PIIA. S/he supervises a team of Community Agents and local development committee based in the PIIA. The ASC leads the implementation of all Sponsorship Operations at the PIIA level which include phase-out and phase-in strategy of Plan communities within the framework of country Strategy design and implementation. S/He follows up the implementation of the SPAD and annual sponsorship budget in the PIIA. S/He is a key member of the PIIA leadership team and support the PIIAM in managing risks related to sponsorship program activities.
Accountabilities
SPONSORSHIP PLANNING:
Strategic planning of phase out and phase in process under the coordination of sponsorship manager.
Ensure community exit process is in place and followed at high standards that maintains excellent relationships with the organization
Plan and implement community entry process and highlight challenges and risks
Ensure the integration of sponsorship and program processes within the PIIA for the effective implementation of Plan International 09 commitments .
Support the Cas and the local development committee in the preparation of Sponsor (SP) visit and accompany Sponsors during visits and ensure that all sponsored visits to the assigned community are prepared and conducted successfully to maintain the image of the organization. Making sure all Sponsors visit are organized in a neutral place (School or convent and safe area and not in the home of Sponsored child)
Put in place a cancellation plan for all the CAs to closely follow for communities in his/her zone of operation and ensure progressive cancellation by CAs, till phase out for area notify.
Ensure that, the PIIA has a safe photo bank and collect all SC testimonials for use in SPAR, C/GMSC and other related documents.
Random sampling cross check SC home visits reports submitted to PIIA and prepare SCCDRs for the PIIA and submit to DOS office to entered into Child Data.
Ensure that all equipment allocated to him/her or the Cas/local development committee, to facilitate Plan’s work is properly and efficiently managed in accordance with established procedures.
Track and report to CSM all cases of relocations and dual enrollment for immediate action.
Carry out 100% quality control, tracking and preparing of all outgoing Sponsorship communications at PIIA level.
Track, follow-up and cross check NOIs turnaround time assigned to Community Agent and report to CSM immediately for action.
Sort, package and dispatch all sponsor and sponsored children’s letters to Community Agents and to the Country Office/DOS Office
Support Local Development Committee and Community Agents with training
Monitor and Coordinate performance management of local development committee in the PIIAs and report to CSM accordingly.
Ensure monthly updating and dispatching of master lists to Frontline Cas
Support local development committee, councils or partner LNGOs in the creation and strengthening of children’s forums, Youths clubs and government in affiliated communities in his/her area of operation.
SPONSORSHIP COMMUNICATIONS DELIVERABLES (Commitment#6)
Ensure local development committee submits monthly report on sponsorship communication activities in their areas of operation, highlighting children’s involvement, key challenges, lessons learned and recommendations by the 25th of each month.
Prepare monthly and bi-weekly work plans on the 15th and 25th of each month.
Submit bi-weekly summary reports on achievements by the 15th and 25th of each month.
Prepares and submits the data and photos on SPAR document on or before the 31st of May each year, GMSC/CMSCs on or before 30th June of each year and participate in the Program Influencing Implementation Area (PIIA) development of the SPAR.
Ensure that local development committee visit at least 200 SCs in the month and fill home visit forms that will be validated by Program Officers at the PIIA.
Train/Orientate CAs and Community Volunteers on their roles, sponsorship processes and ways to produce timely and quality communications.
Prepare and submit a monthly update on Youth Engagement activities from the field by the 25th of every month.
Ensure that SC filing system is up to date, making sure SC archiving is follow up and process as per the policy.
Ensure that CAs respond to all NOIs within 03 days upon receipt from the SPA.
Ensure CAs prepare cancellation due to age limit (Graduation) at the end of each month.
Plan and implement a successful SCU campaign in the PIIA.
PIIA scores at least 95% SCU production and 100% clean slate for all routine communications and NOIs produced each quarter.
Ensure that 50% to 80% of communications produced by CAs are written by children.
Produce CD letter of Appreciation within the first quarter of a new FY.
Ensure that CAs with caseload below 20 SCs in his/her communities of operation drop to zero within 2 years.
Ensure that CAs/local development committee manage the quality and timely Communications produced and submit the last set of communications of the PIIA on or before the 25th of each month scoring 95% for SCU and 100% for routines and NOIs production.
Ensure that SC’s verification in communities where CAs managed is done at least once a year with a detailed report of all cases of relocation, dual enrolment, SC death, voluntary withdrawal and other issues identify in the communities.
PROJECT MONITORING (commitment#2 and 5)
Support project monitoring in sponsorship communities and ensure that each community benefit from at least 01 project per FY.
Work with MER Unit to design tracking tools that shows what activity will be implemented in each SP community and source of project/funding
Fill tracking tools for project monitoring and Home Visits to SC family every month and submit reports to the PIIA’s M&E for validation and consolidation before the end of the quarter.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Dealing with Problems/Risks
In a level headed and proactive manner, be analytical in diagnosing problems considering both sides and provide thoughtful recommendations to Project Manager
Key relationships
Work closely and maintain high relationship with Lead, local development committee, and children in keeping them informed of changes in programs and sponsorship or policies and ensuring their adherence.
Establish high and cordial working relationship with local development committee, community leaders, and children, ensuring that their concerns are responded on time and that they are kept informed on Plan’s work in their communities.
Maintain high working relationship with Lead, and local development committee in the application of new sponsorship and program orientations as directed by the CSM.
Develop networking relationship with well trained, committed and local development committee to ensure that accurate data are collected and quality sponsorship communication practices are shared.
Keep the Country Sponsorship Manager, Sponsorship Officer at PIIA and Communication department informed of sponsorship and program events and performance on a regular basis.
Technical expertise, skills and knowledge
Relevant knowledge and experience;
At least two-years University Degree in, project management, marketing, communications, Public relations and other relevant/related fields.
Demonstrated record of excellence in sponsorship (or child mentorship programs) and strong knowledge of project management in particular and program activities in general
Five Years progressive professional experience both in sponsorship and programs/projects management
Strong team building and motivational skills
Strong facilitation, training and presentation skills
Experience in gender, advocacy, community development, including working in emergency settings (added value).
Ability to speak, read and write English and French fluently and proven ability and willingness to learn other languages
Excellent computer skills (Microsoft office including word, excel, power point, internet etc)
