BACKGROUND

The UNESCO Regional Office for Culture in Latin America and the Caribbean is in charge of the implementation of the UNESCO programme Transcultura: Integrating Cuba, the Caribbean and the European Union through Culture and Creativity, supported by the European Union. The programme is built on two components: the first focusing on strengthening the skills and capacities of young cultural professionals and the second on enhancing opportunities through knowledge transfer and exchanges. The programme implementation was launched at the beginning of 2020 and is expected to last until the end of 2023.

In particular, the programme component on sustainable cultural tourism aims at strengthening Caribbean tourism destination management and capacities, with the overall purpose of enhancing opportunities for regional integration and sustainable tourism. Opportunities for tourism development will be identified, and a regional workshop will be carried out to discuss the integration potential of the tourism sector and the creative economy in the Caribbean. In this line, the UNESCO Regional Office for Culture in Latin America and the Caribbean is looking for an individual Consultant to undertake significant cultural and creative goods, services and activities mapping focusing on cultural tourism destinations and attractions for strengthening competitiveness of the local creative economy and enhancing sustainable tourism development opportunities within the Transcultura geographic scope.

The incumbent will work in close cooperation with the National Programme Officer for the sustainable cultural tourism component.

OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Coordinator of the Transcultura programme within the UNESCO Regional Office for Culture in Latin America and the Caribbean and the direct supervision of the National Programme Officer for Sustainable Cultural Tourism, the Consultant shall:
1. Undertake significant cultural and creative goods, services and activities mapping to identify cultural tourism destinations and attractions for strengthening competitiveness of the local creative economy and enhancing sustainable tourism development opportunities within the Transcultura geographic scope.

For each destination or attraction identified, the study should include:
-Type of site or attraction (World Heritage Site, festival, event, etc.)
-Objectives, location, and geographic scope
-Governance structure and financing
-Economic performance and competitiveness status
-Promotion potential of creative industries
-Site management needs for sustainable tourism development (financial, technical assistance, marketing and communications, etc.)
-Existing or potential mechanisms for regional integration
-Other relevant information
The mapping will be conducted in two steps: a first one providing a draft to serve as a basis for discussion for the workshop described in item 2 below, and a second one providing a final version building on the exchanges during the workshop.

2. Develop materials for and facilitate a session focused on the mapping during a workshop on sustainable cultural tourism and CCIs in the Caribbean (scheduled at the second week of November 2022).

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in tourism management, social sciences, cultural studies, international studies, project management or other subject closely related to the consultancy focus and outputs.




 

 

Work Experience
-A minimum of 5 years of progressively relevant experience in the field of cultural and creative industries, including situational analysis and strategy development.
-A minimum of 2 years of proven experience in applying Creative and Cultural Industries mapping approaches and techniques in practice and connecting findings to cultural/creative tourism and local development opportunities.

Skills and competencies
-Proven analytical skills and knowledge of applying cultural mapping approaches and techniques in practice and connecting findings to cultural/creative tourism and local development policies.
-Advanced research skills for planning, coordination, and findings-based proposals elaboration.
-Advanced IT skills, excellent command of Microsoft Office tools
-Excellent interpersonal communication skills.

Languages
Fluency in English and Spanish (written and spoken).

DESIRABLE QUALIFICATIONS
Education
Relevant professional training or academic degree (PhD) in a culture or tourism related area.

Work Experience
-Previous experience of providing consultancy on improving the enabling environment and competitiveness of creative and cultural industries and the tourism sector in Small Island Developing States (SIDS).
-Experience of consultancy work for a multilateral or international organization, or in the UN system.

Skills and competencies
Good knowledge of UNESCO’s standard setting instruments and programmes in the field of culture.



 

 

 

Languages
Knowledge of French (written and spoken).
