EGPAF Global TA Project Background

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), a recognized leader in the global effort to eliminate pediatric AIDS, is also one of the most successful international implementation organizations for pediatric, adolescent, youth, and adult HIV prevention, care, and treatment programs . Through support from the US government as well as private and multilateral donors, EGPAF currently provides technical assistance (TA) at the health facility, community, district, and national levels in 19 countries to effectively support implementation, scale-up, and evaluation of HIV , TB and coronavirus disease (COVID-19) programs. EGPAF is able to provide high-impact,  high-quality, innovative, contextually responsive TA across a wide range of areas including health system strengthening, strategic information and evaluation, operational research, community engagement, organizational development, innovation/emerging technical priorities, project management, and HIV/TB/COVID-19 service delivery. Recognizing the immediate threat of the COVID-19 pandemic on the communities it serves, EGPAF leveraged its core expertise in service delivery and capacity building to begin direct COVID-19 interventions in June 2020. EGPAF’s decades of experience in epidemic prevention and control as a technical leader in the global fight against HIV/AIDS has made the organization uniquely prepared to respond to pandemics. As of early 2022, EGPAF in close collaboration with MOH is providing direct COVID-19 interventions in SARS-COV-2 testing, COVID-19 treatment, vaccine roll-out,

Assignment Overview

The assignment presented will be implemented as part of the global cooperative agreement for the delivery of technical assistance (DELTA2), a five-year, US Centers for Disease Control and Prevention (CDC)-funded cooperative agreement implemented by EGPAF. The purpose is to provide comprehensive, effective, and efficient TA, capacity building, and program implementation expertise for PEPFAR and Global Fund to Fight AIDS, TB, and Malaria (GFATM)-supported global health activities. Through this assignment, EGPAF DELTA2 will provide TA to the direct COVID-19 pandemic response, and towards mitigating the effects of COVID-19 on ongoing programs and service delivery in Cameroon, Cote d’Ivoire, Malawi, Uganda, and Zimbabwe primarily through the identification and secondment of Technical Advisors to national and regional response efforts.

 

 

The objective of the Regional Technical Advisor Positions

The overall goal of this assignment is to provide technical support to Ministries of Health (MOH) and GFATM grantees in the supported country to achieve their C19RM activities and targets along the three broad areas including COVID-19 response, an adaptation of HIV and TB programs , and strengthening health and community systems. The proposed timeline for the assignment is September 1, 2022, through December 31, 2023. The Regional Technical Advisors will be placed specifically to address identified gaps, needs, and challenges in the pandemic response in Cameroon, and will work in close collaboration and coordination with MOHs and their stakeholders (IPs, PEPFAR, USAID, and CDC missions, etc.).

Summary of the Position

Under the supervision of the EGPAF COVID-19 Project Country Lead and in close collaboration and coordination with Public Heath PHEOCC/MOH, the Public Health regional delegation, other relevant partners and CDC Cameroon, the Regional Technical Advisors will provide technical support to strengthen the COVID -19 reporting and data management system in supported regions in order to improve monitoring of progress through core national indicators.

Key Roles and Responsibilities of the Regional Technical Advisors – based at the Regional Delegation of Public Health

In coordination with the incident management regional team and under the supervision of the Regional Delegate, the Regional Technical Advisors will:

  • Provide support to data processes/management systems and data quality audit and timely reporting to the district/regional levels;
  • Support elaboration/revision and dissemination of site/district and regional level documents (SOPs, job aids) for accurate data processes and management in the context of enhanced monitoring applied to COVID-19 response;

Support    data collection and regular reporting of consistent information using M&E standards in the context of the COVID-19 outbreak;

Support    proper implementation of data quality strategy to ensure data completeness, accuracy, and integrity;

Support    proper implementation of data visualization and use strategy to help enhance timely COVID-19 surveillance;

Support    regular reporting to the delegate and CCOUSP on COVID-19 response needs and progress against planned activities at the regional level;

Support    the use of the DHIS2 and other COVID-19 data warehouses at facility, district, and regional levels;

Facilitate    the organization and participate in regional technical working groups (TWGs) in COVID-19 national response;

Collaborate    with the National Technical Advisor to overcome all COVID-19 health informatics and data management issues in the region;

  • Ensure deliverables are well planned and executed on time and on budget;

Provide    support for any other activity assigned by supervisors, the Regional Delegate, Regional Incident Manager.

Qualifications

  • Master’s degree with a focus on Health informatics, Statistics, Master of Public Health, or another related field;
  • At least 3- 5 years experience in health informatics or an analytical role;

Experience    leading projects and/or training multiple people preferred.

Experience and skills

Good    understanding of data management practices including information lifecycle management and data modeling;

Good    understanding of and development experience in EHR systems and eHealth;

Experience    with DHIS2 is strongly preferred;

Good    mastery of Power BI, Tableau, Stata, SPSS, and other data analysis and statistical software;

Good knowledge, understanding, and mastery of the Cameroon Health    System is a major asset;

  • Significant experience in a management position in large health programs and/or providing technical assistance is highly recommended;
  • Strong analytical and problem-solving skills;
  • Very good command of Microsoft software (Word, Excel, and PowerPoint) is mandatory;
  • Excellent communication and interpersonal skills – able to liaise with staff at all levels;
  • Experience in setting up / managing a data system will be an added value;
  • Language: Bilingual (French and English); however, fluency in French is a key requirement. In addition, the ability to write and coach in the other language is absolutely required;
  • Ability to work independently and as part of a team and strong interpersonal communication skills;

Strong    work ethic and ability and willingness to work under pressure;

  • Ability to work in a multidisciplinary environment.
