A- BACKGROUND

 

 




Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic

 



The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

 




In the context of this project, CHP is recruiting a Deputy Chief of Party (DCOP) – Finance & Operations with the following criteria:

CONTRACT PERIOD: 5 years, beginning from January 2nd, 2023

PLACE: Yaoundé

CONTRACT TYPE: Indeterminate subject to performance and availability of funding

TRIAL PERIOD: 3 months renewable after evaluation.

 

 

B. BASIC FUNCTIONS
To ensure uninterrupted service provision to KP and PP, as well as sustain gains from the last 12 years, USAID seeks to partner with a local entity to implement a follow-on award called “Community HIV/AIDS Investments for Longer and healthier Lives (CHILL ) in Cameroon.” The CHILL Activity will provide comprehensive HIV prevention services, implement effective case finding, and link HIV-positive people to care and treatment services over a performance period of five years. USAID anticipates the prime partner will closely collaborate with key stakeholders – Ministry of Public Health, National AIDS Control Committee, Global Fund for AIDS, Tuberculosis, and Malaria, and PEPFAR-funded clinical programs – to achieve the delivery of seamless services to key and priority populations.

The Deputy Chief of Party in charge of Finance and Operations will be responsible for supporting the Chief of Party (COP) in the financial management and administration of the CHILL project.

Functions and responsibilities:
-Oversee the team that implements CHILL’s financial procedures, procurement, sub-agreements and management policy, ensuring that identified gaps and weaknesses are systematically addressed.
-Manage a team that includes amongst others Sub-grants Manager, Operations Coordinator, and Commodities Inventory Officers.
-Responsible for the management of funds in such a manner as to maximize operational effectiveness while minimizing risks, and ensures that an adequate control structure is in place over the program funds
-Conducts financial analysis in areas such as forecasting, budgeting, engaging in cost reduction analysis, and reviewing operational performance.
-Ensures that all applicable regulations, guidelines and legal requirements are met in the execution of financial operations; assists in establishing and maintaining professional
-Oversees and audits the work of the finance, operations, and human resources staff, while providing guidance to staff, and will provide leadership in financial reporting for annual budget planning, project budget modification, subaward budget and Pre- Award Assessment review, audit reviews and assessment processes.
-Ensures that the project is in compliance with donor regulations, award requirements/conditions, CHP policies and local laws.
-Ensure compliance with Pact and USAID requirements, policies, and regulations

Job profile:

-Minimum a post graduate degree in finance or related domain.
-Must have a minimum of 7 years’ experience in financial duties including 4 years in the management of similar projects.
-Experience working on and leading teams for USAID contracts and/or cooperative agreements and/or knowledge of USAID rules, regulations, and policies.
-Prove of capacity building on USAID rule and regulation.

Other skills and abilities:

-Ability to multi-task within tight deadlines and with strong attention to details.
-Excellent communication skills in both French and English Highly motivated, willing to learn, good teamwork player, service-oriented and able to work under high pressure
