Actions Against Hunger is an International Non Governmental Organization (NGO), apolitical, non
denominational and non-profit. For our operations in Cameroon, we are looking for a:
HUMANITARIAN ACCESS AND SECURITY MANAGER M/F

 

 




 

Base: Buea (south west region)

Location: Buea

 

 

 

Mission 1: Implement and update Actionn Against Hungers humanitarian access strategy
– Participate and support in negotiations on humanitarian access with all the involved
stakeholders
– Lead the preparation for humanitarian access negotiations by Action Against Hunger in the
South West region
– Lead and support the HAS South West staff in reaching humanitarian access for AAH in
the South West region
– Establish a strong network with external stakeholders
– Regularly update Action Against Hunger’s humanitarian access strategy and make sure it
is in line with the program implementation strategy and security protocols;
– Capitalize all data in appropriate tools such as actor mapping, Action Against Hunger’s
Humanitarian Access Strategy tools, etc;
– Produce regular analysis notes on access specifying possible impacts on operations
– Plan, implement, supervise with the HAS staff and supported by the HAS HoD trainings on
access; Action Against Hunger’s security policies for national and international staff;
Humanitarian Principle, Action Against Hungers Charter/Values;
– Visit bases and operational sites to ensure a clear understanding of Action Against Hunger’s
risk profile in the field
– Support the Field Coordinator (FC) in access related issues
Mission 2: Define and implement AAH security management system
– Collect and analyze security and political context information and support FC & HAS HoD
for his/her context follow up and analysis; share analyzes with the FC & Coordination team
(CD & HAS HoD)

 

 

 

– Alert the FC and later on to the Coordination team (CD & HAS HoD) on changes to the
context and establish likely forthcoming scenarios
– Animate the writing process of the base security plan and design base contingency plans
– Ensure – in collaboration with the FC – that security plan documents are up to date and meet
the required AAH standard
– Ensure that the above security plans are effectively disseminated and put in place through
the HAS team in the South West

– Lead the South West HAS team in providing an effective risk analysis and support FC in
designing organization of his/her security management system (context analysis, security
plan writing, operational security management, internal communication )
– Advise the FC on movement validation to field, and prepare the mitigation measures for
those movements with the HAS team
– Monitor the implementation of security action plan, mitigation measures and procedures
– Ensure that deviations from the security plans are reported to the FC and later on to
Coordination team (HAS HoD & CD)
– Evaluate the operational management of security and provide appropriate support to
Logistics and FC
– Understand programs and contribute to their design to make sure safety and security is
included in them
– Lead plan guide and participate in assessments in potential new operation areas
– Support management of incidents and crises in collaboration with FC, HAS HoD and the
Country Director, as well as with any designated HQ Crisis Cell
– Supervise the incident reporting system of the base, make sure corrective measures are
implemented
– Lead on drafting of Weekly and Monthly HAS Reports from the base to Coordination
– Ensure sufficient funding; and budget management, for the correct staffing / equipping of
the security team through participation in budget building processes
– Ongoing liaison with various key internal & external stakeholders
– Participate in any Humanitarian Access & Security related internal & external
coordination forum
Mission 3: Train Action Against Hunger’s staff and raise awareness on the security environment,
procedures and rules
– Ensure briefing plans for every new Action Against Hunger’s employee as well as visitors
(security rules and procedures) within 24 hours of arrival in the base
– Ensure that regular awareness sessions for Action Against Hunger’s employees are
completed (situation updates, security rules and procedures)
– Organize / supervise specific simulation exercise / trainings for categories of employees as
needed, ensuring understanding awareness and compliance of staff with the necessary ways
of action in the specific environment
– Build professional development plans for AAH HAS staff in the South West with the
technical support of HAS HoD
– Lead real time review sessions of HAS tools being used in the South West region

DIPLOMAS/STUDIES/EXPERIENCE
– Candidate should hold a Masters degree in Social sciences or humanitarian related field.
-Atleast 2 years or more of professional experience in a similar position in an emergency
context.
– Experience with Action Against Hunger and in the same position would be an advantage.
REQUIRED SKILLS:

– Good analytical skills – sense of diplomacy
– Strong sense of confidentiality
– Good interpersonal skills
– Good expression skills (oral and written)

– Mastery of management and IT tools (Word, Excel, Powerpoint),
-Skills in logistics management and purchasing procedures is an asset.
