ORGANIZATIONAL CONTEXT
WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme’s mission in Cameroon to Saving Lives, Changing Lives.

JOB PURPOSE
Under the leadership of the HoFOs for NWSW and in close consultation with the WFP Security Unit, the selected candidate will be responsible for the implementation of the UN/WFP access strategy in support of WFP Operations in Cameroon.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Security Management, Access Negotiation, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least eight (8) year or more of postgraduate professional experience in a relevant field of work, preferably in Security Access Negotiation, with a background and interest in international humanitarian development.

Language: Fluency (level C) in English or French language (written and oral). Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.

KEY ACCOUNTABILITIES (not all-inclusive)
In consultation with the Security Unit, define alternative operational modalities (supervision, monitoring, etc.) due to access constraints, to be deployed by WFP and its partners to ensure timely and quality response to the affected population, leveraging on the experiences and good practices from other countries in the Region.
Support the country office, sub-office, and partners in operationalizing (including training as necessary) the alternative operational modalities and monitor the progress.
Strategic review of the Rapid Response Mechanism and make action plan for the Country Office and Food Security Cluster. Active participation in the RRM meetings.
Consolidate Access constraints from all sub-offices and units and propose Access alternatives in close consultation with the Country Office Security Unit.
Develop specific access analysis on the NWSW and FN access situation emphasizing on key constraints, trends and opportunities.
Develop a document on lessons learnt and best practices of how WFP navigated the complex operational environment in the NWSW and FN regions.
Provide inputs/updates to the existing WFP Access strategy that was developed by Security Unit tailored to local contexts and dynamics of the NWSW regions including community engagement components.
Contribute with inputs to the UN common access strategy in the NWSW regions developed by OCHA.
Provide regular training for WFP CP/Contractors staff on humanitarian principles, context analysis, and access negotiation related trainings.
Actively participate in the technical Access working group which reports to the HCT.
Contribute to the review of the food and nutrition security analysis in the country, as Programme support to the RAM Unit, and in close coordination with all units and stakeholders.
Perform other tasks as required.

 

 

 

DELIVERABLES AT THE END OF THE MISSION
Alternative operational modalities due to access constraints are elaborated and operationalized.
Strategic review of the Rapid Response Mechanism strategy of WFP and Food Security Cluster is completed with clear action plan.
Access monitoring and analytic system is developed and updated.
WFP Country Office developed by Security Unit is updated. CP/Contractors staff are trained minimum once a year on Humanitarian Access negotiation and Humanitarian Principles.
