BACKGROUND AND JOB PURPOSE
Protection from Sexual Exploitation and Abuse (PSEA) is a core commitment of the UN Secretary-General and the Inter-Agency Standing Committee (IASC). In 2016, the Cameroon PSEA Network was established under the auspices of the Resident Coordinator (RC) / Humanitarian Coordinator (HC).
The post of Inter-Agency PSEA Coordinator is based in Yaoundé, in the Resident Coordinator’s Office, and reports to the Resident Coordinator/Humanitarian Coordinator.
On behalf of the Humanitarian Country Team (HCT), United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), United Nations Children’s Fund (UNICEF) and the World Food Program (WFP) are the respective Lead and Co-leads of the Cameroon PSEA Network. WFP seeks to recruit an Inter-Agency PSEA Coordinator to support the Cameroon PSEA Network.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University Degree in one of the following disciplines: International Relations, International Law, Peace and Conflict Studies, Social Anthropology, or related fields.
Experience: Minimum 3 years of relevant professional experience in humanitarian response, in women and children’s rights, violence prevention and response, and/or gender-based violence/Victim assistance, Protection; – Human rights, – Child Protection.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
KEY ACCOUNTABILITIES (not all-inclusive)
Working closely with the PSEA Network co-chairs, the PSEA Coordinator will fulfill the following key responsibilities:
Support the PSEA in-country program (support the leadership and the network in developing PSEA strategy and action plan, network and risk assessment).
Coordinate the -PSEA Network in coordination with the Network co-chairs in the fulfillment of its responsibilities the PSEA Network TORs and Action Plan.
Represent the PSEA Network and update on PSEA activities as relevant.
Support the implementation across country of the approved SOP on reporting and addressing SEA complaints.
Engage stakeholders on Community engagement (support the network to learn about community perspectives, to raise collective awareness and develop collective communication messages).
Support the network to establish and maintain a Complaint and Feedback Mechanism, linking the Network members’ mechanisms through the development of agreed referral pathways, and capacity-building of all personnel involved in operationalizing and managing the complaint channels on the inter[1]agency protocols .
Work closely in Coordination with Humanitarian Clusters/Sectors to ensure PSEA mainstreaming.
Support the Monitoring and Evaluation processes.
Promote information-sharing through proactive outreach to external partners, Sharing updates and recommendations to Senior leadership and support bodies.
KEY DELIVERABLES AT THE END OF THE CONTRACT:
An updated PSEA Strategy and PSEA Action Plan.
Meetings of the Network held regularly, and reports shared.
An updated risk assessment database.
Roll out of the inter-agency Standard Operating Procedures (SOPs) on reporting and addressing SEA complaints.
Development and alignment of all needed referral pathways for efficient support to survivors.
Updating and monitoring the network training plan.
A collective communication strategy with tools to raise awareness on key PSEA messages and information to communities and affected populations.
