IT Manager CONTRACT PERIOD: 1 year, beginning from October 1st 2022 PLACE: YaoundeCONTRACT TYPE: CDDTRIAL PERIOD: 3 Months Renewable after evaluation. Work closely with Dimagi, a social enterprise that makes open source software to improve healthcare programs, and the CHILL technical team, to build the capacity of health care providers, program managers and outreach workers to implement CommCare a mobile and cloud-based platform designed to gather and distribute key program information.
Support modifications and ongoing maintenance of the CommCare platform.
Provide technical assistance to CBOs and facility-based user groups working with CHILL in relevant IT skills and software. Facilitate set-up and configuration of handheld devices. Install and upgrade tablet/computer software, including antivirus software, according to Dimagi specifications and recommendations.
Maintain CHILL program monitoring tablets and computers in excellent working condition, with routine updating, debugging, cleaning and virus management.
Work closely with the CHILL Quality Assurance and Improvement Specialist and Program
Manager to contribute to CHILL’s annual work planning process and reporting with special attention to mobile technology and the use of mobile data collection for decision making.
Prepare reports and presentations documenting CHILL’s experience with mobile technology, including lessons learned, in collaboration with the CHILL Communication Officer.
DESIRED MINIMUM QUALIFICATIONS
Education: Diploma in computer science, or an equivalent, in a Computer Science discipline (IT, IS) combined with equivalent field experience. (Bachelor’s degree is a plus)
Experience: At least two years’ experience in computer hardware, installation and maintenance. Proven capacity-building skills for groups with varying levels of IT knowledge and skills required. Previous experience working with NGOs has more.
Languages: Fluency in English and French required; Knowledge of at least two basic programming languages considered a plus.
Knowledge: Expert knowledge in IT domains. Expert knowledge of the MS Windows operating system. Expert knowledge in virus protection and remediation. Current knowledge of trends and development in computer/tablet and mobile health technology and the administration of operations and long-range user requirements.
Skills and abilities: Strong computer programming skills. Ability to work effectively as part of a team and relate to stakeholders across multiple levels. Ability to share technical advice and coach others on how to effectively use IT. DHIS2 knowledge

POSITION ELEMENTS
1. Supervision received: The IT MANAGER works under the general supervision of the SI Advisor. The latter and the incumbent will review roles and responsibilities together, set goals, objectives, expectations and results to be achieved. The incumbent will be expected to seek advice and assistance as required.
2. Exercise of judgment: good judgment is required to analyze, interpret, and adapt prior experience, particularly as guidelines are updated and new activities developed. Within a range determined by the incumbent and superiors, the incumbent exercises independent judgment in planning and follow-up of actions and assignments. The incumbent works with some level of independence.
3. Nature, level, and purpose of contact: The incumbent will be expected to dialogue with a wide variety of CBO IT and M&E.
