A-    BACKGROUND

Cameroon has among the highest burden of HIV in West and Central Africa (2.7%) among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic

 




 

The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

 

 

The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.

 

 

Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.

These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

In the context of this project, CHP is recruiting an IT Officer with the following criteria:

PROJECT PERIOD : 5 years

 

CONTRACT PERIOD :1 year, beginning from MAY 1 st 2023

LOCATION : Yaounde

CONTRACT TYPE : CDD

TRIAL PERIOD : 3 Months Renewable after evaluation.

  1. BASIC FUNCTIONS

  1. OBJECTIVE

II.1 General Objective

  1. The IT Officer works under the general supervision of the IT Manager . The latter and the incumbent will review roles and responsibilities together, set goals, objectives, expectations and results to be achieved. The incumbent will be expected to seek advice and assistance as required.

II.2 Specific Objective

The IT Officer oversees:

Operations: 30%

Install, upgrade, configure and maintain hardware components including servers (Windows 2012 Server, Linux Server), workstations, switches, routers, smartphones, tablets, network interface cards, printers, scanners and UPS. Configure and maintain server and workstation settings with the latest patches and software releases in accordance with the Care and Health Program security guidelines and policies. Perform software updates remotely. Create new user accounts, user groups and user profiles for new arrivals, and existing users to access LAN and/or INTERNET LAN and relevant applications. Adapt systems documentation, as necessary. Troubleshoot and restore outages within the network and complete network outage report.

Analysis, System Performance and helpdesk: 30%

Perform daily, weekly and monthly preventive system maintenance. Review logs report on a regular basis to check for system anomalies (Vulnerability and compliance check) and take the proper corrective action. Monitor the network availably, Monitor and Maintain Internet access.

Train staff on use of various technologies in use.

Be main point of contact for helpdesk calls. Diagnose problems and react accordingly.

Instruct users on appropriate action where possible or take notes and research resolution. Get back to users with resolution.

Programming and Applications: 30%

Design, test and deploy new tools or files to improve end-users/services work processes. Mobile application Development for Data collection (CommCare, ERP, SAGE, Excel, Kobo Toolbox, Sphinx…). Troubleshoot software issues and provide application support to users including the operating system and post-specific applications. Propose and schedule user training as needed.   Maintains inventory database of all unclassified hardware/software/drugs. Make hardware/software recommendation to management with accompanying cost/benefit analysis. Works with the budget office to update the workload count per site sheet on a regular basis.

Monitoring (10%)

Contributes to the capitalization of results and good practices of the project. Assists the M&E team in the monitoring of quality services by making sure all services are offered based on established Standard Operating Procedures and service delivery tools. Contributes to the regular reinforcement of CBO on Information Technologies and follow-up on the capacity development plans

With Site Coordinators’ support, provides coaching and support towards the improvement of services based on various quality assessment visits such as: QA/QI, SIMS, External Evaluators

  1. ELEMENTS POSITION

  1. Exercise of judgment :   Good judgment is required to analyze, interpret, and adapt prior experience, particularly as guidelines are updated and new activities developed. Within a range determined by the incumbent and superiors, the incumbent exercises independent judgment in planning and follow-up of actions and assignments. The incumbent works with some level of independence.

  1.  Nature, level, and purpose of contact:  The incumbent will be expected to dialogue with a wide variety of CBO partners.
