Mission and objectives
Established in 1944, the World Bank Group (WBG) is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Center for the Settlement of Investment Disputes (ICSID).

Context
Addressing issues related to Fragility, Conflict, and Violence (FCV) is critical for the World Bank Group (WGB) to achieve its twin goals of eliminating extreme poverty by 2030 and promoting shared prosperity in a sustainable manner. Recent developments have highlighted the complexity of the FCV agenda, its multifaceted nature, its relevance beyond the Low-Income Countries, and its regional dimensions.

The challenge for the WBG is to maximize the impact of its engagement on FCV issues, by: (i) mainstreaming and scaling up FCV programs across the five institutions of the WBG; (ii) ensuring quality and impact, including by developing new, evidenced-based business models where needed; and (iii) leveraging partnerships with donors, UN, and other stakeholders.

 

 

Cameroon, Central African Republic, Republic of Congo are facing a range of distinct FCV-related challenges and risks, including those arising from forced displacement, institutional fragility, or violence. These countries may be eligible for several new windows and allocations under the concessional financing cycle covering the period Fiscal Year 2023-2025 that the International Development Association provides (“IDA 20”). The challenge for the WBG is to ensure that such large volumes of assistance can be programmed and implemented effectively, which in turn requires strengthening the WBG’s ability: to analyze the evolving situation on a continued basis and to adjust the country programs accordingly; to build results-driven partnerships with other stakeholders, including political, security, and humanitarian actors; to tailor the design of activities to the specific challenges faced by these countries; and to resolve implementation challenges in a context of low capacity and (in some places) insecurity. There may also be a need to monitor elements of fragility in Equatorial Guinea and Gabon.

Task description

Under the direct supervision of the Senior Operations Officer, the Junior Analyst will undertake the following tasks:

• Assist in research focused on FCV aspects and linkages to the development agenda which may contribute to relevant analytical work and/or project documentation
• Assist in reviews of project documentation to ensure adequate consideration of FCV aspects and contribute additional elements in order to improve FCV focus of opera-tions in Cameroon, Central African Republic, Republic of Congo
• Support the monitoring of elements of fragility in Equatorial Guinea and Gabon through varying sources (press et al)
• Attend and prepare summary notes of meetings (with varying stakeholders, such as government officials, development partners, academia, and NGOs)
• Support the monitoring of specific indicators defined in the context of FCV financing envelopes in Cameroon and possibly Central African Republic

This assignment is funded by the Government of Switzerland and therefore specific criteria apply:

• Candidates must be Swiss nationals.
• Candidates must be between 18 and 29 years of age at the time of application.
• Only candidates who have been pre-selected by Switzerland (cinfo) are eligible to apply.

Required experience
0 years of experience in
(ideally one year) and/or demonstrated interest in conflict prevention, institutional building, peace and cohesion, etc.
• Previous experience as a volunteer and/or experience of another culture, (ie studies, volunteer work, internship) would be highly regarded especially in FCV settings
• Some analytical skills.
• Good interpersonal and team skills, and ability to work with a range of stakeholders.
• Good organizational skills; ability to prioritize, to deal with frequent and unexpected changes, and to work within tight timeframes.
• Good communications skills, both verbal and written, in English and French.
• Personal integrity, ability to handle confidential matters in a discreet and respectful manner.

Living conditions and remarks
Yaoundé is a reasonably safe, medium sized city although standard precautions such as not walking alone after dark, not displaying outward sign of wealth, etc. apply. There are a number of furnished accommodations appropriate for a one-year stay, and supermarkets and traditional markets. Transportation is limited to the use of taxis and private cars. The climate is pleasant year around, with two seasons: dry and rainy.
