JOB DESCRIPTION
Background/Context
Cameroon is compounded by three conflict-related humanitarian crises in addition to the secondary impacts of the COVID-19 pandemic and cholera outbreaks that have further exacerbated the needs in-country. Incursions by Armed Organized Groups in the Lack Chad Basin have resulted in 136,210 Nigerians seeking refuge in Cameroon, 385,372 Cameroonian IDPs, and 138,152 returnees in urgent need of humanitarian assistance. Cameroon’s Eastern region is still home to over 315,747 refugees from the Central African Republic and the North-West South-West region is witnessing the on-going violence that has led to the displacement of 714,159 Cameroonians.
NRC has been operational in Cameroon since April 2017, and currently has five field offices: Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West and Batouri in the East. To provide assistance to people affected by these 3 crises, NRC is implementing 14 projects and is looking for additional funding opportunities in future.
NRC implements programs in WASH, shelter, ICLA, LFS, and Education, and is aiming at developing the Protection from Violence (PfV) CC.
RESPONSIBILITIES
The L&D Coordinator work closely with NRC Cameroon Management to assess and propose required changes, work to have in place an effective collaboration with the Country HR team and the Area offices on delivering the global, regional and country Learning / Development activities.
The person will be leading and delivering the Learning and Development initiatives. The role may also be required to handle other HR functions.
What you will do:
Specific responsibilities
Implement the Country Learning and Development guidelines and initiatives
Responsible for the coordination and conducting NRC Ways induction courses according to set timelines for all staff in Cameroon in close coordination with NRC Way Trainers in the different field offices In close
coordination with the regional L&D Adviser, coordinate and encourage staff to take online training modules to have 100% compliance
Plan and coordinate new Learning and Development initiatives from Head Office and the Regional Office.
Promote Organizational learning across the country
Coordination of other staff development initiatives
Responsible for planning and implementing the NRC Annual Learning and Development Plan
Responsible for mapping Learning and Development financial forecast to feed into the annual budgets
Actively participate in the NRC Global Learning & Development network
Provide support to HR manager to put in place an effective NRC performance management system
Develop new Learning and Development resources / modules, convert face-face modules to online modules as required
Train the HR teams and line managers on all relevant HR L&D tools and procedures, including, but not limited to setting induction processes, people management, leadership etc. .
Take the lead to develop a staff learning and development system and action plan for the country program.
Develop relevant monitoring tools and come up with a report at the end of each quarter t
QUALIFICATIONS
What you will bring:
Generic professional competencies:
Minimum of a bachelor’s degree in Human Resources Management or any other relevant discipline related to Learning and Development
Minimum of 3 years of experience in delivering Training and Learning and Development programs and organizational learning and development
Capacity to systematically analyze trends in learning and development needs across the country
Ability to coordinate and work well with senior Managers
knowledge of online web-based learning and Development
Fluency in English and French, written and verbal.
