The RECAP+ needs to involve a Legal Consultant to provide services as per the tasks described below.
Please note that this is a short-term service agreement assignment of approximately 45 working days duration.
The consultant will be required to work from home with the ability to visit RECAP+ premises if necessary.
The consultant will be asked to join 2 days in person RECAP+ General assembly meeting planned in 2023.
Tasks
Under the supervision of the RECAP+ Leadership team represented by the Board Chairman and the Executive Director, the Consultant will perform the following tasks:
1. Review previous RECAP+ statutes and provide legal advice and recommend solutions in compliance with the Cameroon regulations.
2. Revise and update existing statutes to ensure key takeaways ‘s all 2022 and 2023 Board meetings are captured enabling effective and efficient operation in RECAP+
3. Review existing RECAP+ internal regulation and propose workable solutions which protect the organization for any legal issue. It includes but not limited to: tax related issues, vehicle registration, labor law, exit or staff termination and setting up contractual arrangements with private companies;
4. Prepare initial drafts of legal documents (French & English) for the RECAP+ 2023 General Assembly meetings, including project Memoranda of Understanding, Notes Verbale and correspondence on related matters/decision;
5. Prepare initial drafts of legal documents (French & English) requested by the Bank authorities in relation to RECAP+ project implementation including signature;

 

 

 

6. Review the changes in the national legislation which concern the NGO’s operation, including its RECAP+ projects.
7. Submit final RECAP+ statute and internal regulation documents (French & English) for leadership final input and written approval
8. Submit RECAP+ updated statute and internal regulation documents (French & English) to legal authorities for registration.

Job Requirements
• University degree in law, an advanced degree would be an asset;
• Minimum 3 years of relevant professional experience as a practicing lawyer in the private or public sector in Cameroon with national authorities;
• Established excellent analytical and legislative documents drafting skills;
• Experience in Community based organization law and status would be an asset;
• Excellent knowledge of English or French including excellent communication and drafting skills;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to work with people of different religions and cultural backgrounds, and diverse political views, while maintaining impartiality and objectivity;
• Computer literacy with practical experience using Microsoft applications.
Remuneration Package
Remuneration will be in accordance with RECAP+ internal standard operational procedure for established consultancy service agreement.
Anticipated Timeline: 45 days, % of payment maximum up to 3 payments
