A- BACKGROUND
Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic.
The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.
The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) is the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.
In the context of this project, CHP is recruiting a Local, sector response and partnerships manager with the following criteria:
CONTRACT PERIOD: 1 year, beginning from October 2nd 2023
PLACE: Yaounde- CHILL/CHP Head office in Yaounde
CONTRACT TYPE: FTC
TRIAL PERIOD: 3 Months renewable ounce.
B. JOB SUMMARY
DESCRIPTION OF DUTIES
The Local, sector response and partnerships manager will report to the Deputy Chief of Party in charge of Programs and will fulfill the following duties:
For local and sector response
• Will be responsible for the qualitative implementation of CHP activities in the community and sectoral components
• Analyze the consistency of the strategies adopted with reference to the NHP and the national guidelines in force;
• Provide guidance for harmonizing strategies where necessary and support implementation where validation is required;
• Identify bottlenecks in the implementation of planned interventions, propose a management plan and ensure implementation in case of validation;
• Provide technical expertise/advice in the development of normative frameworks (strategy papers, data collection and synthesis tools, communication tools, training modules, capacity-building plan with reference to country guidance);
• Develop, in collaboration with the CNLS and the technical directors of MINSANTE, the strategy for implementing the initiation of positive cases in the community and ensure its implementation;
• Support program planning, monitoring and evaluation related to donor and country contractual commitments (NHP HIV IST and Sector Plans);
• Contribute to the timely drafting of HPC technical reports;
• Supporting the CBOs in the development of sustainability plans.
As part of partnership
• Mediate between the CHP and related institutions (CNLS/MINSANTE, other related sectors including decentralized territorial authorities and CSOs) in the context of advocacy for the inclusion in normative documents of the strategies developed;
• Support the partnership between the CHP and the said institutions with a view to their appropriation of the interventions developed in the various projects;
• Identify the technical opportunities to be seized by the HPC in its programs;
• Represent the HPC as needed in interagency coordination/coordination fora and thematic meetings;
• Support technical efforts to mobilize additional resources, including the development of HPC proposals;
• Provide technical assistance to related ministries and CSOs to access response funding.
C. REQUIRED QUALIFICATIONS
Education
Master degree in Public Health, Law, Business Administration, or related field required;
Experience
• A minimum of three years experience preferred in the field;
Skills
• Knowledge and experience of HIV/AIDS response in other sectors involved in the fight against HIV/AIDS
• Broad knowledge and experience of HIV/AIDS response coordination mechanisms
• Excellent coordination and communication skills gained through experience in the supervision of field staff;
• Broad experience in the design and implementation of capacity building activities;
• Strong interpersonal skills, including the ability to work effectively as part of a team. S/he must have strong time-management skills in order to prioritize and manage numerous activities concurrently
• Excellent analytical skills combined with a proactive, energetic approach to problem solving;
• Experience working in gender, policy/advocacy, human rights, development, sexual health, or a related field;
• Comfortable working with a diverse team on projects related to human rights and key populations;
• Willingness and ability to work under tight deadlines;
• Proficiency in computer tools and software (Word, Excel, PowerPoint).
• Interest in HIV/AIDS prevention, treatment and care among key populations;
