A- BACKGROUND
Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic.
The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.
The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) is the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in seven focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.
In the context of this project, CHP is recruiting a M&E Coordinator for the CHILL project with the following criteria:
PROJECT PERIOD : 5 years
CONTRACT PERIOD: 1 year, beginning from October 2nd 2023
PLACE: Yaounde- CHILL/CHP Head office in Yaounde
CONTRACT TYPE: FTC
TRIAL PERIOD: 3 Months renewable ounce.
B. JOB SUMMARY
DESCRIPTION OF DUTIES
The M&E Coordinator will be supervised by the Senior Strategic Information Advisor.
Specific duties will include the following:
1. M&E System Design: (15%)
a. Support the Senior Strategic Information Advisor in developing the M&E System towards an effective Performance Management Monitoring and a sustainable Impact Evaluation
b. Elaborate, pilot and validate quantitative and qualitative monitoring tools as well as design the corresponding data collection procedures
c. Lead efforts in reviewing existing evaluation approach and to promote more rigorous and impact-oriented evaluation design
d. Support and engage in the design and management of constructive information feedback loops to inform program design
2. Monitoring Implementation (40%):
has. Supervise and coordinate application of monitoring tools to track program performance in line with the Theory of Change and the M&E Plan
b. Provide leadership and technical support to Educate field staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data
c. Work with the QA/QI Specialist to manage and conduct qualitative monitoring among program beneficiaries and other stakeholders, such as surveys, focus group discussions, interviews and case studies
d. Support the Knowledge and Visualization manager to Establish an inquisitive learning culture within Educate through leading the capacity building efforts in M&E
3. Data Management (25%)
has. Coordinate analysis of real-time program monitoring data collected through Applications on a weekly and termly basis
b. Lead and conduct analysis of quantitative data as well as qualitative data on all program inputs, outputs and outcomes
c. Compile and publish quantitative and qualitative monitoring results in visually-attractive Monitoring Reports for internal and external audiences
d. Support the Senior Strategic Information Advisor to respond to Senior Management or donor data queries in an – accurate and timely manner
4. Impact Evaluation (20%)
a. Lead the process of designing, piloting and validating quantitative and qualitative evaluation tools
b. Oversee and supervise the coordination of impact survey administration and implementation
vs. Design data analysis in line with CHP Theory of Change and conduct impact data analysis on CHP program outcomes
d. Elaborate and design Impact Reports based on impact evaluation results according to CHP’s Senior Management needs
REQUIRED QUALIFICATIONS
Education
• Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, Statistics, Informatics or Data analysis);
Experience
• At least 3 years of professional experience in the field of Monitoring and Evaluation;
Skills
• Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools;
• Extensive knowledge in (quasi-) experimental program evaluation designs
• Excellent coordination and communication skills gained through experience in the supervision of field staff;
• Broad experience in the design and implementation of capacity building activities in M&E;
• Good knowledge of the Commcare environment and data extraction via Commcare;
• knowledge of the DHIS2 environment would be an asset;
• High level of proficiency in Windows Excel and/ or Statistical Software (SPSS, R, STATA);
• Advanced skills in data analysis presentation and report writing;
• Excellent analytical skills combined with a proactive, energetic approach to problem solving;
• Experience working in gender, policy/advocacy, human rights, development, sexual health, or a related field;
• Comfortable working with a diverse team on projects related to human rights and key populations;
• Willingness and ability to work under tight deadlines;
• Interest in HIV/AIDS prevention, treatment and care among key populations;
• Certifications in monitoring and evaluation will be highly appreciated;
• Ability to lead processes with increasing responsibility;
