BACKGROUND AND JOB PURPOSE
The Supply Chain Officer will play a key role at the initial stage of Malaria bed net campaign implementation in Cameroon, funded by the Global Fund and implemented through the Principle Recipient – national Malaria programme (NMCP/MOH). WFP’s role will focus on scoping/ identifying storage locations/adequate warehouses (8 regional logistics hubs) and planning for in-country transport of approximately 13 million bed nets to 1,413 health centres/hospitals spread over in the eight (8) regions of Cameroon. In addition, the supply Chain Officer, in coordination with NMCP and MoH, will manage the launch and implementation of the concept of operations (CONOPS) and standard operating procedures (SOPs) for storage and transport for the mass mosquito net distribution campaign (CDM). The CONOPS and the SOPs will form a key project document providing a methodology for the achievement of project objectives.
KEY ACCOUNTABILITIES (not all-inclusive)
Reporting to the Head of Procurement, the Supply Chain Officer will lead coordinate the storage and transport operations implementation for the mass bed nets distribution with key project stakeholders including Global Fund, NMCP and the Ministry of Health, providing technical advice and guidance that results in an effective, efficient and coherent CONOPS and SOPs. Specifically.
Project implementation:
Oversee the scope of WFP’s role and expectations including responsibilities, outcomes, authority, key performance indicators, timeframes and reporting.
Design and recommend a feasible implementation strategy that takes into account various operational scenarios.
Conduct scoping of storage facilities and identify adequate warehousing options to support the operation as per agreed timelines with NMCP.
Undertake contracting with local service providers (Transporters, Car Rental Companies, Superintendents, etc.) that meet project needs.
Trained the staff recruited as part of the project.
Assessing resources:
In coordination with country office and LSA manager, propose an appropriate project plan / resources in line with the agreed budget and taking into account all activities identified in the CONOPs.
Review country office supply chain capacity to absorb project management and make recommendations for support.
Prepare TORs and initiate recruiting for the positions that require new hiring.
Contingency planning:
Undertake a risk analysis to identify project risks across all functional areas including staffing; schedule; budget; stakeholders etc
Design a risk mitigation strategy that maintains project continuity.
Evaluation plan:
In agreement with key project stakeholders and on project completion, establish indicators for an evaluation plan.
Training/Capacity building:
Train and build capacity of national logistics support staff;
Any other tasks as required in relation to the project.
FUNCTIONAL CAPABILITIES
Typically, five years or more of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian response.
Experience of managing teams of staff with related areas of expertise.
Operational experience in WFP service provision, especially health logistics;
Strong organisation, communication and coordination skills;
Experience in developing and administering operational budgets;
General understanding of logistics and supply chain processes in a humanitarian environment;
Effective interpersonal communication and negotiation skills; • Proven and demonstrable project management skills;
Ability to work to compressed timeframes;
Enough credibility to advise partners and staff on operational requirements and optimum courses of action;
Ability to solve or pre-empt problems;
Experience or familiarity with WFP bilateral logistics service provision is preferred;
Experience in implementation of bilateral logistics service operations in challenging environments (especially health NFIs) is an advantage;
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in a relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Experience: Minimum of 3-5 years of work experience in a relevant field of work, with a background and interest in international humanitarian development. Experience of managing small teams of staff with related areas of expertise.
