CBM- Cameroon country Office – Yaoundé

CBM (registered as CBM Christoffel-Blindenmission Christian Blind Mission eV) is a leading organization in disability inclusive development, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM Cameroon Country Office is now looking for a suitable candidate to fill the position of Program Officer.

Location: Yaoundé – Cameroon
Contract Duration: 02 years renewable
Contract Type: Fixed term
Contract Start: ASAP
Reporting Line: Country Program Manager (PM)
 




 

Main Objective of the role:
Acts in the Role of Program Officer in a Country Role: Implements Inclusive Eye Health programs or projects, including budget, program design, development, project monitoring and evaluation. Oversee support activities in project implementation including procurement, recruitment and operations logistics. Assess support requirements against project objectives and operating environment.
 



Main Responsibilities:

Partner / Project Management
– Transform the relationship between partners and CBM from ‘Donor recipient’ to ‘Partners in development’
– Ensure compliance to CBM accountability and program quality standards for good development practice
– Promote access to and inclusion of all people with disabilities to CBM-supported projects
– Ensure that partners comply with CBM regulations and guidelines for submission of reports and information
– Conduct periodic project reviews to monitor implementation against project plans and evaluate success (outcome, impact, cost-benefit, cost-effectiveness)
– Coordinate CBM project visits with partner organisations, prepare logistics/ necessary project documents and complete project visit reports
– Ensure good practice case studies/ lessons learned from projects are adequately documented and shared
– Work with partners and other stakeholders to ensure the promotion and long-term sustainability of CBM-supported projects
– Liaise with government officials, NGOs, and other stakeholders regarding project activities when required
– Liaise with consultants, CBM RO and Member Associations involved in specific projects when required  Identify needs and implement capacity development activities with CBM partners when required
 




Pre-requisites
• Relevant academic degree or further qualification
• At least five years professional experience in planning, managing and evaluating international development programs with government, NGOs, and other development organizations
• Demonstrated experience in strategic oversight, coaching and capacity building of program staff, and managing diverse teams
• Good knowledge and understanding of international development work and understanding of inclusive Project Cycle Management ( iPCM)
• Good understanding in financial management and manage budgets/costs accurately
• Experience and understanding of Community Based Inclusive Development approach, Inclusive Livelihoods, etc., • Good understanding of human rights-based approach
• Good understanding of all widely followed programming principles, priorities and comprehensive service delivery systems

• Good understanding of development organizations programming and budgeting system and procedures, Previous experience of working with people with disabilities is a significant advantage
• Willingness to travel and work long hours when necessary
• Commits to CBM’s Code of Conduct including organizational policies
• English and French: professional proficiency
• Demonstrated advanced competencies in MS Office package, particularly with.
• Knowledge in MS Share Point, power BI, PROMIS, or similar software is an advantage. • Knowledge in MS NAVISION or PROMIS, and MS SharePoint solutions: advantageous • Self-starting individual who is capable of working with minimal supervision. • Willingness to commit and adhere to CBM’s values ​​and Child Safeguarding Policies.
