A- BACKGROUND
The Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) project, funded by the US Agency for International Development (USAID) under a Cooperative Agreement which began on 09/01/2022 and ends on 08/31/2027. The program is implemented under Care and Health Program (CHP) in collaboration with local community-based organizations (CBOs).
It focuses on the HIV prevention, treatment, care, and support for key populations. CHILL builds on a community-based response to HIV prevention and support by providing services as close as possible to the communities being served. It uses the “handshake model,” whereby clients are accompanied by a case manager from a community-based organization to a health facility to access clinical services. Currently, CHILL operates through sub-grants to one lead agency, Care and Health Project (CHP), as well as fifteen (15) community-based organizations (CBO) in 7 cities/towns. The Senior program specialist Consultant , reporting directly to the CHILL Chief of Party and working closely with the DCOP-Program in Cameroon and SI Advisor, will provide technical assistance in various projects technical aspects if necessary, ensure the high technical quality of both design and implementation of CHILL project field activities, documentation, dissemination of the project’s results, lessons learned, contribution to the global health knowledge base related to prevention and control of HIV among key populations with a special focus on documentation of monitoring and evaluation activities.
In the context of this project, CHP is recruiting a Senior program specialist Consultant
with the following criteria:
CONTRACT PERIOD: 2 Months, beginning from August 01st 2023
PROJECT PERIOD: 5 years
PLACE: Yaoundé
CONTRACT TYPE: CDD
TRIAL PERIOD: 1 Months Renewable after assessment.
B BASIC FUNCTIONS
Under the supervision of the CHILL Chief of party, he/she will be in charge of the various responsibilities and tasks below:
Responsibilities and tasks
Program reporting: Works closely with the DCOP Program (DCOPP) and Senior SI Advisor to ensure the implementation of the various new strategies to boost the project targets achievements and develop/produce high quality technical reports in a timely manner.
Program coordination: Contributes to build capacity of the newly hired DCOPP in program coordination, facilitates the cross-fertilization of the team members and assists as technical backstopping of the CHILL project, works closely with the CHILL team to communicate the overall strategy of the CHILL project , identify and provide assistance in areas of further technical needs, and, ultimately, ensuring the implementation of high-quality project activities
Communication and Learning: Assists the Communication and Information Officer and the Knowledge, Information and Visualization Manager in creating and maintaining a series of fact sheets, slide presentations, program highlights, short videos, media outreach and success stories that showcase USAID/PEPFAR program accomplishments and best practices. Participates in the documentation and dissemination of the CHILL project successes stories, best practices, lessons-learned through articles publication and conference participation.
Research and review of project documents/tools: Provides support in the conduct of ongoing review of epidemiologic, basic research and programmatic developments related to HIV/AIDS statistics in Cameroon, regionally and globally; reviewing any newly developed tools and manuals, relevant academic journal articles; synthesizing, interpreting and disseminating that information to CHILL staff, relevant partners and stakeholders with support as needed from global HER team.
Development of project new/innovative strategies: Provides support to the CHILL team in collaboration with organizations and experts providing TA to the CHILL project to develop, monitor and assess implementation of new/innovative strategies to improve and boost project activities implementation.
Other responsibilities and tasks may be assigned by the project Chief of Party.
QUALIFICATIONS AND WORKING TIME REQUESTED
• Master’s degree in public health or related field or equivalent combination of education and work experience
• At least five years’ experience working in health domain, preferably with a focus on HIV and other infectious disease programming;
• USAID-funded program experience will be appreciated;
• At least five years’ experience with HIV/AIDS programming – program design, implementation, monitoring and evaluation
• Familiarity with project planning based on data to improve program quality
• Familiarity with monitoring and evaluation techniques and technical review of project materials
• Demonstrated understanding of qualitative and quantitative research methods
• Excellent English and French language skills in professional writing, oral presentation and simultaneous English and French spoken communication
• Ability to edit text into concise language appropriate for reports and presentations.
• Excellent organizational skills and ability to deliver reports according to requirements and strict deadlines.
• Strong skills in graphical presentation of data with specific knowledge of and experience with databases; computer skills (Word, Excel, Microsoft Publisher, PowerPoint, etc.).
• Production of papers and presentations for academic and professional audiences
The consultant will be requested to spent 03 full working days for the project.
