SUMMARY OF JOB DUTIES
Under the direct supervision of the Finance and Administration Manager of the Regional Office, and in close collaboration with the regional program teams as well as with the Head of Procurement and Contracts and the staff of the OPS Section at Headquarters, the incumbent must provide services and advice adapted, economical, effective, efficient, manage according to the risks incurred and of the best quality in terms of procurement and contracts for the UNESCO Regional and Field Office as well as for the programs in the region. The incumbent will ensure best value for money and fairness, integrity and transparency of processes in accordance with the Organization’s regulations, rules and procedures as well as international standards and best practices
1. Purchasing management
Work closely with regional and country program teams to develop procurement and contract (contract) award strategies that prioritize initiatives to improve operational capabilities, efficiency, compliance, monitoring and reporting.
Develop and manage procurement plans to support complex program procurement and contracting requirements at regional and national levels.
Advise requisitioners/purchasers and recipient entities on all procurement and contract matters, providing expert support and advice at all stages of the procurement cycle or process. Propose innovative solutions to resolve problems/conflicts related to complex procurement activities of purchasing and awarding contracts (markets).
Prepare/supervise the preparation and distribution of tenders and manage/conduct all aspects of the evaluation of tenders and proposals.
2. Contract management
Review contract documents, arrangements and submissions for approval by appropriate authority, including Legal Affairs and/or HQ Contracts Committee.
Evaluate and establish work program and schedule for ongoing and new contracts.
Analyze and evaluate vendor bids considering various factors affecting cost, technical specifications, implementation schedules, reliability and after-sales service/completion implications, ensuring optimization of resources and ensuring value for money.
Oversee compliance with contractual agreements, recommend contract modifications and extensions, manage price reviews and contract renegotiations, and advise parties involved on contractual rights and obligations as appropriate.
3. Supervision and capacity building
Manage the work of procurement and contracting (contracting) staff within the Office and in the region, as required, provide development, professional development and capacity building, organize and monitor the training of the staff in awarding contracts (contracts) online and at CIPS, and proactively promoting ethics and sustainable procurement.
Provide expertise, guidance and technical support to build capacity, expertise, integrity and compliance standards across the Office and at country level across the region.
Organize and provide internal training on contract management.
4. Representation, partnerships and networking
Represent the Office in the United Nations Management Team (OMT) Procurement Working Group set up by the United Nations Country Team (UNCT) to advise on procurement issues, contracts and the supply chain.
Act as UNESCO focal point for United Nations common procurement at country level.

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or related field.
A professional certification such as CIPS (Chartered Procurement and Supply Professional).
Professional experience
At least four (4) years of relevant professional experience in procurement, supply chain or supply chain management, including 2 years of experience acquired at the international level.
Professional experience in advising, presenting and explaining alternative solutions and approaches.
Skills and competences
Knowledge and understanding of UNESCO’s institutional mandates in the country and region.
Ability to coordinate and monitor own work plan and that of those under his/her supervision.
Ability to provide quality and timely support and services.
Ability to work in a multicultural environment and to establish good working relationships with external and internal partners.

SALARIES AND ALLOWANCES
UNESCO salaries consist of a basic salary and other benefits which may include, where applicable: 30 days of annual leave, family allowances, health insurance, pension scheme, etc. The annual starting salary for this post is approximately US$87,518.
