Organizational Setting and Work Relationships
A Resettlement Associate position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent’s primary role is to assist in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement countries, IOM and NGOs, a continuous support to resettlement operations by ensuring that resettlement polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies. The incumbent takes part in assessing cases for resettlement and conducting interviews as well as monitoring procedural compliance and quality of case submissions. The role of the Resettlement Associate may involve managerial responsibilities in supervising, coaching and training junior staff,

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values ​​of professionalism, integrity and respect for diversity.

Duties
– Interview, assess resettlement needs, and process persons identified for resettlement, following established procedures; undertake field missions as required.
– Where applicable, review and assess special resettlement cases and prepare individual submissions for presentation to resettlement countries; keep offices informed on the status of special resettlement cases; liaise with offices on case processing and provide advice as required.
– Comply with UNHCR¿s standard operating procedures on resettlement, ensuring timely action on cases.
– Follow up on status of cases from submission to departure; ensure effective in-country communication on the status and follow-up on persons of concern (PoC) being considered for resettlement; ensure that records on individual cases are kept up-to-date.
– Provide PoC and partners with up-to-date and accurate information on UNHCR¿s resettlement policies and procedures.
– Assist in monitoring the quality of submissions, providing the concerned staff with basic guidance and advice.
– Manage, maintain and update proGres or Consolidated Online Resettlement Tracking System (CORTS) database and provide technical support.
– Coordinate travel and departure arrangements for refugees accepted for resettlement.
– Organize logistical support for governments undertaking resettlement missions.
– Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
– Assist with preparing a strategy and budget for resettlement activities and monitoring expenditures.
– Provide administrative support for resettlement-related training activities.
– Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.

 




 

– Assist in mitigating resettlement fraud through oversight (including in-country travel), advice and guidance).
– Recommend cases that are eligible for resettlement consideration.
– Provide counseling to PoC.
– Perform other related duties as required.

Desired Candidate Profile

The refugee population in Cameroon is primarily located in rural areas, with a minority living around the urban centers of Yaounde and Douala. As of 31 August 2022, there were 477,228 refugees and asylum seekers in Cameroon. Most refugees originate from the Central African Republic (approximately 72%) and Nigeria (approximately 26%), with smaller numbers originating from other countries, including Chad, the DRC, Rwanda, Burundi and Sudan, among others.

Finding durable solutions for refugees is one of UNHCR Cameroon’s main priorities. Although voluntary repatriation is an option for some refugees, for the majority, it is not available, owing to the continued instability in the region.

It is the strategy of the Cameroon operation to prioritize the resettlement of refugees based in field locations, and especially those who are living outside of camps. While financial resources are being allocated to cover for caseworkers’ missions to the field, it is possible that a high number of remote interviews with refugees located in challenging locations will be necessary. This requires a high degree of flexibility on the part of the Resettlement staff, and the ability to conduct resettlement interviews quickly but thoroughly, reducing the need for complementary interviews.

The Resettlement Associate will be involved in conducting in-person resettlement interviews with urban refugees in Yaounde and remote resettlement interviews with urban and non-urban refugees residing in other locations across the country, in order to meet the resettlement quotas assigned to the operation for 2023 -2024.
In Yaounde, the Resettlement Associate will be able to conduct in-person interviews cases in a proper interview setting (ie, interview boxes with a glass partition as Covid-19 preventive measure). The quality of the logistics of the remote interviews varies greatly, based on the location of the refugee, the quality of the internet connection, etc. In the field offices in the East and North Regions such as Batouri, Maroua, Meiganga and Touboro cases are being identified and profiled by staff on the ground and by the Regional Bureau. Refugees are recognized on a prima facie basis and no physical files are available. Conducting remote interviews is easier in some locations than others. The Resettlement Associate may also be called upon to undertake profiling interviews or review of profiling task from other offices.
The Resettlement Associate will also be responsible for following up on resettlement country missions’ activities in the operation, coordinating on the pre-departure activities through closely liaising with the IOM.
In terms of reporting on resettlement activities, the Resettlement Associate takes the lead role in compiling the weekly and monthly unit reports, ensures the programmed resettlement departures are well updated in ProGres database and Biometric Identity Management System (BIMS verification) exercise are undertaken for refugees in the resettlement departure pipeline.
The Resettlement Associate takes the lead role to coordinate on resettlement activities with field colleagues as may be delegated by the supervisor and has the responsibility to ensure the continuity of the resettlement activities even during the absence of the supervisor.
As such the position requires an individual who is able to multi-task, prioritize tasks, work under pressure and still manage to deliver the expected results within the required timelines.

In order to successfully undertake this assignment, French is essential while excellent drafting and written skills in English is required. Furthermore, strong attention to detail and analytical skills are required for this position. The position equally requires and individual that can work with minimal supervision.
