It The department also emphasizes organizational capacity strengthening and support for local governance and regional and local authorities. Youth empowerment and engagement in civic responsibility while promoting positive masculinities and human rights monitoring
Wealth Creation: The Wealth Creation Department of Reach Out Cameroon has the main goal of improving household incomes of vulnerable women through the establishment of micro-projects, sustainable agriculture, and micro-credit operations so that beneficiaries are self-reliant in their communities. Generally, beneficiaries include school dropouts, single mothers, internally displaced women, persons living with HIV, and persons living with disabilities.

Job Purpose
Reach Out Cameroon is seeking a S enior Finance and Administration manager for an upcoming USAID-funded malaria project in Cameroon. This project will support the National Malaria Control Program (NMCP) and the Ministry of Health (MOH) in implementing activities to reduce malaria morbidity and maternal and child mortality. The project will operate over a 5-year period.
The Senior Administrative and Finance Manager will oversee the overall financial management, compliance, administration, human resources, and operations for the activity, ensuring Reach Out adheres to its and USAID’s policies, procedures, and regulations. They will be responsible for ensuring that USAID’s requirements for budget planning, monitoring, and reporting are fully met in a timely manner. The senior administrative and finance manager will be responsible for the establishment and management of financial, operational, and administrative systems that support the activity. They will also be in charge of financial and operational compliance with USAID requirements, as well as the efficient operation of activity operations. They will safeguard the activity’s and Reach Out’s resources by complying with contract terms and conditions, USAID, and all other applicable policies and regulations, mitigating the risks of fraud, waste, and abuse in all aspects of activity operations and administration. They will report directly to the Chief of Party (COP).
This position is contingent upon an award from USAID. Cameroonian nationals are strongly encouraged to apply.
Roles and Responsibilities
Your primary responsibilities will include but not be limited to:
– Oversee finance and administration, human resources, information technology,
procurement, and logistics, ensuring operational activities are effectively implemented in
support of technical efforts.
– Ensure the timely and quality reporting of all program operations and financial
deliverables in accordance with USAID guidelines. Work closely with the Monitoring,
Evaluation, and Learning team and the technical team to ensure that financial reporting
deliverables are of high quality and submitted to USAID on time.
– Coordinate and consolidate the projection of monthly, quarterly, and annual
expenditures and prepare pipeline estimates for the project.
– Ensure project implementation progress aligns with budget spending and general cost
justification; alert the management team to necessary contractual or management
actions based on that review.
– Track cost-sharing performance and lead initiatives in ensuring the achievement of cost-
sharing targets.
– Provide high-level oversight of grant management.
– Directly manage operational team members, ensuring appropriate performance and
addressing gaps as needed.
– Assist in the identification, recruitment, and management of consultants and
subcontractors; perform the actions necessary to initiate appropriate contractual
mechanisms.
– Perform internal audits and reviews, as required, to ensure compliance with company
standards, donor requirements, and internationally accepted accounting practices.
– Lead the implementation of strong internal controls and general risk management.
– Provide leadership and support during project start-up and close-out with regards to
setting up the project office, bank account, operations and logistics, staff administration,
etc.
Knowledge, Skills, and Abilities
– Demonstrated strong analytical, interpersonal, and multitasking skills.
– Strong verbal and written communication and presentation skills
– Ability to work under pressure in a complex environment with multiple tasks and short
deadlines.
– Excellent leadership skills and demonstrated ability to coach, mentor, and develop
capacity in staff and stakeholders, as well as manage and work effectively with teams.
Required experience and qualifications:
– Master’s degree or a bachelor’s degree with seven years of experience in business
administration, finance, accounting, or a relevant field, with at least five years working
for an international institution or a USAID-funded project and good knowledge of USAID
financial procedures.
– At least five years of experience in financial analysis, financial reporting, cash flow
analysis, budgeting, and forecasting, preferably on international health projects, are
required.
– Demonstrated experience in the administrative and financial management of
international programs valued at more than US$5 million per year
– progressive experience managing finance and operations, including areas such as
procurement, contracts, grant management, logistics, and/or human resources, on
projects of similar scope, size, and dollar value, with at least five years in a senior
management position.
– Expert knowledge (director) or skill (manager) in the use of financial software
applications, databases, spreadsheets, and/or word processing. Software packages
include Microsoft Outlook, Access, Excel, and Word.
– With at least five years of experience supervising a finance team, you must have
demonstrated your ability to build and effectively supervise a diverse team of employees.
– Experience managing and monitoring subcontracts with international and local partners,
including grants under contract
– Prior experience working with USAID and other international donors and knowledge of
USAID and US Government policies, regulations, and procedures
– Proven ability to prepare budgets, contracts, and donor financial reports
– Excellent computer skills, particularly in Microsoft Office applications and accounting
software.
– Strong oral and written communication skills in French and English, instilling trust and
confidence and demonstrating an ability to communicate with various audiences,
including stakeholders, partners, and donors
– Fluency in English and French (oral and written) is required
