Job Description

IRC is operating in Cameroon since 2016 in the Far North Region delivering lifesaving programming to increase access to water and improving hygiene practices, supporting people to meet their basic needs, and providing GBV response programming for affected communities. Based on the recent humanitarian crisis in the Southwest and Northwest regions of Cameroon IRC is expanding its intervention in this zone to provide humanitarian assistance to affected communities. With its Head/Coordination Office in Yaoundé, the regular sectors in IRC Cameroon are: Environmental Health (EH), Women Protection & Empowerment (WPE), Education and Child protection, Economic Recovery & Development (ERD) and Protection & Rule of Law ( PROL).

1. Purpose of the position
The Senior Supply Chain Officer will work under the line supervision of the Field Coordinator for Maroua, Kousseri, Buea and the Operations Coordinator. He/she should be a key member of the supply chain team to assist in the ongoing development of the team. He/she will ensure the integrity of the supply chain system. The Supply Chain must be able to respond quickly to program and operational needs, while ensuring best practice compliance with standards and procedures while producing quality documentation. 1- Responsibilities
Generality
Under the direct supervision of the Field Coordinator, the Supply Chain Manager will be responsible for:
Supervision, management, of the each base of Buea, Maroua and Kousseri supply chain team
Organize, structure and train staff under his/her responsibility as well as the continuous performance evaluation of each team member.
Ensure that the separation of duties recommended by IRC is respected.
Ensure the implementation of Standard Operating Procedures and enforce them.
Supply Chain Activities:
He/she will;
Be familiar with the IRC Supply Chain Standard Operating Procedures and comply with the rules and procedures outlined therein
Ensure that all supplies comply with IRC procedures and policies.
Ensure that the performance of the entire supply chain is satisfactory and contributes effectively to the overall program implementation with a focus on fairness, integrity, timeliness and quality.
Produce and submit various required reports on time with care and quality.
Purchase of goods and services:
Develop and make available a database of suppliers, indicative prices, catalogs, technical information; regularly updated to be used for budgeting and ordering purposes.
Ensure that procurement of goods and services is done in accordance with IRC procedures, ensuring quality and fair market price.
Implement master contracts in accordance with current IRC procedures.
In collaboration with the programs, implement comprehensive procurement plans for all active grants while ensuring their execution and regular monitoring.
Share with the program, on a weekly basis, the monitoring of purchases and draw attention to purchases that require special attention
Movements and transport:
Coordinate the movement and assignment of vehicles
Closely monitor fuel consumption, quality, reliability, and maintenance of vehicles.
Ensure that drivers and users of the vehicles respect the transportation and movement protocols recommended by IRC.
Optimize maintenance and repair costs for vehicles, motorcycles and generators
Management of stock, equipment and assets:
Ensure that storage and retrieval procedures and documentation are strictly adhered to.
Monitor equipment with a focus on compliance with procedures and documentation.
Implement a system for tracking and maintaining equipment and other IRC assets.
Share inventory report with program, drawing attention to expiration dates, overstocks and alerting programs to distribution needs.
2. Others
Promote a team spirit within the supply chain and contribute to an atmosphere of cooperation, complementarity, mutual support for all departments and sectors of IRC Cameroon.
Carry out all duties in a responsible manner and act in a professional manner at all times.
Represent IRC at various levels with partners. On supply chain issues
Commits to the IRC Way (IRC Ethics).
Is committed to ensuring the optimal implementation of these Policies in his/her work environment.
Is available to perform any other ad hoc tasks deemed useful by his/her direct supervisor or by the IRC.
Produce supply chain activity reports at the end of the month, ensuring quality of information and compliance with deadlines.
3. Other functions
Ensure that all activities are implemented in accordance with IRC operational policies.
Other additional duties as assigned by the supervisor
Qualifications
University degree, in logistics, management, social sciences or any other equivalent qualification or experience.
At least 3 years’ experience in a similar management or supervisory position
Strong management skills, including development, evaluation, planning, budget and asset tracking;
Computer literate and familiar with Word, Excel, PowerPoint, etc.;
Proven ability to manage, lead, motivate and train staff;
Excellent interpersonal skills, ability to work in an organized and independent manner;
Have a very high degree of integrity and probity;
Good organizational, communication and interpersonal skills;
Good disposition and report writing skills;
Good knowledge of the Far North Province and local languages.
Demonstrated ability to work and manage a multi-cultural team
Experience working with an international humanitarian NGO will be an advantage
