POSITION DESCRIPTION: SUBGRANTS OFFICER

CONTRACT PERIOD: 1 year, beginning from October 1st 2022

PLACE: Douala-Kribi

CONTRACT TYPE: CDD

TRIAL PERIOD: 3 Months Renewable after evaluation.

FUNCTIONS AND RESPONSIBILITIES:

• Monitor and control the various expenditure procedures, including cash inflows/outflows for operations related to the operation of the OBCs;
• Support OBCs for financial reporting on Sage 100 and ERPx3 software.
• Review, process and prepare documentation for CBO expenditure approval
• Ensure that all OBCs operating in their area comply with the requirements of the CHILL grants and contracts, including the Terms of Reference, standard procedures, budgets, etc.
• Review CBO contracts and work with programmatic teams on any revisions required to finalize these contracts;

• Maintain CBO tax records and manage correspondence and communications with CBO’s;
• Oversee the sub-grant process for all FIELD OBCs operating in their area;
• Process requests for cash replenishment and supporting documentation for activity reports and other matters related to sub-beneficiary management, follow up directly with CBOs as required.
• Establish and maintain positive working relationships with partners, donors and HPCs
• Organize the accounting of the OBCs, monitor the execution of the OBCs budgets;
• Manage the logistics of the project within the OBCs;
• Facilitate technical assistance missions and experts in OBCs;
• Centralize and oversee the financial reports produced by the BCO accountants;
• Prepare OBCs contracts;
• Contribute to the capacity building of OBCs managers on Donor procedures
• Responsible for archiving contractual and relevant partner documentation in both paper and digital format;
• Participation in periodic partner assessment and implementation and update of capacity development plan;



JOB PROFILE:

• Hold a Bachelor’s degree in Management/Accounting/Finance/Administration or equivalent;
• At least four years of professional experience in the administrative and financial management of projects financed by international donors;
• In-depth knowledge of Cameroonian regulations and international donors in public procurement;
• Excellent writing skills (activity report, financial report);
• Fluency in English and French;
• Knowledge of computer tools: MS-Word, Excel, Internet, …
• Mastery of Sage 100 Paie and SAGE ERPX3 Software
• Experience with financial management rules and procedures of a funder is an asset.

EXPERIENCE: 
In-depth knowledge of US government procurement procedures, regulations, policies (ie OMB CFR circulars, PEPFAR etc). Understanding of rules and regulations related to USAID project funding, subgrant and reporting requirements.




SKILLS AND ABILITIES:
Strong interpersonal and leadership skills, including the ability to work effectively in a team environment. The incumbent must be able to plan, implement, monitor and defend programs and recipients. Must have strong time management skills and be able to prioritize and execute multiple activities simultaneously.
