Mission and objectives
IOM Cameroon opened its office in Yaoundé in 2007 and supports the Government of Cameroon to effectively build community resilience, manage mobility and reinforce governance, as well as to address the mobility dimensions of crisis. Due to its extreme diversity in climate, culture and natural endowments, Cameroon has been known to be the ‘Africa in miniature’. It holds a strategic position with its neighboring countries for sustainable development, providing access to ports to landlocked Chad and CAR, being a destination for regional migration, as well as being a Lake Chad Basin country. With increasing levels of insecurity and conflict, Cameroon hosts a rising number of refugees and internally displaced persons (IDPs). Along with IOM’s main office in Yaoundé, it has 4 sub-offices in Buea, Douala, Maroua, and Bertoua.

IOM currently implements projects in various thematic areas in support of the government:
• Community Stabilization with Community Based Planning
• Peacebuilding with Conflict Management and Prevention
• Disengagement, Disassociation, Reintegration and Reconciliation
• Humanitarian Emergencies to crisis-affected populations, including displacement tracking, emergency shelter/NFI, MHPSS
• Migration Protection and Assistance, including Counter-Trafficking and Assisted Voluntary Return
• Legal Identity and Civil Registration Capacity Building
• Health Promotion and Assistance for Migrants, including Mental Health and Psycho-social support;

Background
Humanitarian needs in Cameroon remain high. According to the Humanitarian Response Plan (HRP) published in April 2022, approximately 3.9 million people (or one in six) are in need of emergency assistance as the country has three humanitarian fronts (Far North Region, North-West, South-West ( NWSW) Regions and East refugee crisis) to cope with, in addition to the socioeconomic fallout of a global health crisis, and the war in Ukraine which has impacted global food prices and pushed vulnerable communities into further poverty and hunger.

 




Since 2013, ongoing hostilities and violence in the Far North Region continue to trigger lower magnitude displacements and community shocks due to sporadic attacks by armed groups designated as terrorist organizations (AGDTO) such as Boko Haram and the Islamic State West Africa Province. Furthermore, intercommunity violence between different ethnic groups over lack of resources and periodically competing livelihoods is occurring more. At the same time in the North-WestSouth-West English speaking regions, a socio-political crisis that erupted in 2017 turned into an armed conflict between government defense forces and Non-State Armed Groups (NSAGs) triggering massive internal displacements.
In order to de-escalate conflicts with conditions conducive to social stability and peace, and support internally displaced populations (IDPs) with access to durable solutions, IOM leverages the humanitarian development peace nexus (HDPN) to support the government with developing models for legal identity solutions for IDPs, the development of processes and frameworks for the disarmament, demobilization and reintegration (DDR) for ex-associates of armed groups, and the development of general projects that support bottom up community engagement for transitioning to sustainable development in post-conflict settings .

Within this assignment, due to tasks mostly focused on project policy support for legal identity, DDR and project/programme development, tasks will be based within the Yaounde and around Center region. This will include a strong support for peacebuilding and stabilization activities that are currently funded by the Government of Japan.

Task description
Under the direct supervision of IOM Chief of Mission, the UN Volunteer will undertake the following tasks:
1. Contributing to the writing of project proposals and concept notes related to peace-building, community resilience and social cohesion and in coordination with program staff .
2. Support IOM activities in Center region relating to coordinating with the local com-munes a new model for the provision of legal identity and the strengthening of the civil registration system for IDPs for accessing durable solutions to their displacement.
3. Support IOM activities to support the government of Cameroon in developing their capabilities for procedures for DDR.
4. Contributing to and supporting the coordination and writing of project reports to donors in partnership with project management staff.
5. Helping in the general knowledge management efforts of the mission, including in the regular updating of information management systems, reporting schedules and general project information.
6. Any other such requests that may be required
