BASIC FUNCTION OF POSITION
This is a permanent position based in PC Cameroon office in Yaounde. Under the supervision of the Deputy Director of Management and Operations (DDMO), the Volunteer Support Liaison (VSL) has the responsibility to provide direct and indirect administrative and logistical support to Peace Corps Volunteers. The incumbent is a member of senior staff meeting.
Serves as a focal point to ensure timely and integrated staff support is provided to PCVs navigating prolonged challenging situations.
Under the supervision of the Deputy Director of Management and Operations (DDMO), and close coordination with Programming & Training, Health, and other Administration staff; the Volunteer Liaison is the primary point of contact for Peace Corps Trainees (PCTs) and Peace Corps Volunteers (PCVs) on administrative and financial matters. Due to the myriad of duties required, the VSL will need an in born sense of prioritization and organization and can reasonably expect to work some evening, holiday and weekend hours.
This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition, the candidate should be flexible, highly organized, creative, and able to multi-task and work independently.
Salary: Range 9,745,528 – 17,054,668 FCFA annual basic salary plus additional allowances.

DUTIES AND RESPONSIBILITIES
Volunteer Support
• Serves as the primary point of contact (POC) for PCV administrative support, including Post policies and procedures and follows up on individual concerns and requests for assistance;
• Maintains and distributes all necessary Volunteer and Trainee forms and provides instruction on the forms completion as needed;
• Coordinates and ensures submission of Settling in Allowance Surveys & Living Allowances Surveys;
• Updates the Volunteer Handbook in collaboration with the Director of Management and Operations (DMO) and other units;
• Responds to Volunteer queries through telephone, email, text or WhatsApp messages;
• Maintains Volunteer files and follows all record keeping rules and procedures;
• Liaise with bank and PCT/Vs for opening and closing bank accounts; serves as primary point of contact for all banking issues such as taxes, charges, bank cards, and theft; assists
Volunteers in preparing the required forms and documents;
• Inputs and updates administrative data changes relating to Volunteer information in the Volunteer Information Database Application (VIDA);
• Monitors accuracy of Volunteer contact information (telephone and Outlook contacts) in close collaboration with the IT team;
• Prepares loan deferment letters for Volunteers upon request;
• Coordinates the completion of close-out paperwork and procedures related to Volunteers who are departing Peace Corps for any reason (Early Termination, Emergency Leave, Medevac or Close of Service). Responsible for ensuring the checklist is completed and all procedures completed prior to the departure of the PCV;
• Coordinates the shipment of departed Volunteer personal belongings in collaboration with the General Services unit;
• Coordinates with COSing Volunteers during COS conference their travel options to either request Travel Stipend or airline ticket for returning to their home of record;
• Updates the Volunteer End of Service (VESI) system when a Volunteer ends service
Volunteer and Staff Travel Management
• Secure, obtain, and maintain PCV documents such as passports, work permits, visas, and ID cards;
• Preparation of travel authorizations and travel arrangements for official PCV travel;
• Preparation of travel authorization and travel arrangements for official staff travel;
• Coordinate travel and lodging accommodations for incoming Temporary Duty personnel (TDY);
• Coordinate hotel accommodations for volunteers and counterparts travel throughout
Cameroon for scheduled program activities, in conjunction with the Training Logistician;
• Advise staff and ensure compliance with Peace Corps travel policies and entitlements in various scenarios including but not limited to TDY travel, home leave, education travel, authorized travel routes, approved modes of travel.
VAC Meeting Coordination
• Coordinate all travel needs related to VAC meeting
• Primary point of contact to disseminate any follow up responses/information to VAC members after the meeting
• File all VAC meeting notes and decisions and follow up information
• Update VAC members contacts etc. in VIDA (review quarterly)
OTHER
• Ensures complete confidentiality regarding all information related to Peace Corps staff, volunteers, and Peace Corps/Cameroon Operations
• Performs other duties or assignments, when deemed necessary by the Country Director, DMO and/or DDMO, for the successful implementation of Peace Corps program (s) and/or operations in Cameroon
If there is a time at post, due to the COVID-19 pandemic or for any other reason, when there are limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps/[Country] , the PSC may be temporarily assigned during that period, as determined by the Peace Corps Country Director (CD), to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return or increase of Volunteers.
This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW). The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc. This temporary assignment also may require the PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/ or contractors.
Safety & Security
SSI 110 Standard Security Requirements: Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.
OCCASIONAL MONEY HOLDER
The Volunteer Support Liaison may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to training sites, or other locations as directed by the Contracting Officer. The Volunteer Support Liaison may also be required to courier cash to PC Trainees or Volunteers. The Volunteer Support Liaison will not be functioning as a procurement or disbursing official, only acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In dealing with vendors, the Volunteer Support Liaison will not exercise any procurement duties concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.
REQUIRED QUALIFICATIONS
Education: University degree in management, finance or related field;
Prior Work Experience:
• At least 3 years working experience in logistical coordination, travel and transportation and or administration.
• At least 3 years experience working with an international agency.
• Experience working and communicating with Cameroonian Ministries.
• Good working knowledge of Visa and passport requirements/processes.
Computer Skills: Mastery of Microsoft Office Suite (Excel, Word, PowerPoint, etc.)
Language Proficiency: Written and oral fluency in English and French.
Knowledge, Skills, and Attitudes:
• Organizational skills, attention to detail and presentation
• Skill and ability to multitask and prioritize tasks
• Demonstrated experience of cross cultural communication skills is highly desired. • Ability to work as a team and independently and proactively.
