RESPONSIBILITIES
General Responsibilities
Ensure adherence to the NRC Cameroon Safety Management Plan and SOPs.
Implement delegated HSS tasks as per action plan
Prepare and develop progress reports as required by management.
Ensure proper filing of documents
Provide HSS support to projects targeting the most needy beneficiaries, and explore and evaluate new and better ways to support program teams.
Promote and share technical improvement ideas
2. Specific responsibilities
NRC Security Standards and Procedures
Ensure minimum operating security standards and procedures are implemented in the field office and promptly report deficiencies to supervisor – up-to-date list of shelters etc.
Provide capacity building to NRC staff – program and support – on security related topics and ad hoc trainings.
Liaise with the logistics team to ensure that communications equipment, NRC premises security set up and emergency stocks are in place, operational and up to required standards.
Provide support to NRC staff who need to report incidents or critical situations.
Monitor all official NRC movements in Cameroon daily within and between field sites and Yaoundé and make all necessary records.

Conduct rapid SRA assessments and write reports in all NRC operational areas as a delegate
Ensure MOSS/MOISS compliance of all NRC operations and infrastructure in Cameroon
Maintain and regularly update a detailed external contact list
Maintain update the emergency communication tree by AO and CO
Monitor the context and the security situation in Cameroon and report any changes to the HSS manager
Write the various reports and submit them to the HSS manager
Prepare procurement documents for Asset Acquisitions (PR)
Under the direct supervision of the HSS Manager, initiate, plan and lead HEIST and FFA trainings for all staff in Cameroon (provided the job holder is a trainer certified by the NRC HO training unit). Otherwise, assist the certified trainer to conduct all the trainings mentioned above.
Prepare training reports and lessons learned
Prepare and conduct HSS briefings for newly recruited staff as well as refresher briefings on SRA and background
Supervision of Security Officers
Ensure NRC Custodians have the necessary training and understanding to carry out their duties in a professional manner.
Prepare the monthly guard schedule and ensure that the necessary guard force is present at all times on NRC premises.
Ensure guards effectively and professionally control all movement inside and outside the NRC compound.
Report any problem, unauthorized absence or disciplinary problem concerning the guards to his superiors without delay.
Undertake regular performance evaluation of guards in accordance with NRC procedures.
Safety and security planning
Provide technical support to the regional office on all policies, procedures, guidelines and planning for staff security, operational security and program continuity.
Provide support on Cameroon’s security management on an ongoing basis and provide security information and advice during assessments to consider new NRC programs in new geographical areas
Ensure compliance with the security management framework NRC security in the SMP and all annexes and work with the HSS Manager to develop, consolidate and implement operating procedures and contingency plans;
Provide input into the assessment and review of hibernation and evacuation plans in the NRC office and residences in Yaoundé and elsewhere as requested and ensure practical preparations are in place and known to all staff involved ;
Perform risk assessments of offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
Undertake continuous assessments of the equipment and the protocols under which this equipment is used to ensure that minimum safety conditions are met.
Build acceptance to empower and expand humanitarian programming by developing ongoing relationships with local authorities as needed and with other essential community actors/leaders.
Ensure that the NRC, its mission and its work in the region are known and accepted and work to encourage stakeholders to work with the NRC to ensure that staff and programs are safe and cleared to continue their activities humanitarians.
In coordination with the HSS Manager, liaise with relevant security actors, e.g., NGO Security Focal Point, other NGO Security Coordinators, UNDSS contacts in the region, community stakeholders local community, governors, etc.
QUALIFICATIONS
A minimum of 2 years of experience working in security management in NGOs within international humanitarian aid programs with demonstrated abilities in planning, organizing and executing security operations on the ground. ground.
Degree in Administration, Logistics, Security or related fields
Understand humanitarian principles, code of conduct and specific sub-sector work related to field contexts and NGO operations.
Advanced knowledge of communications technology, including satellite communications, cellular telephony, etc.
Professional experience as an officer in a security function in a humanitarian context.
Knowledge of mapping tools
Knowledge of geolocation and telecommunications technology
Proven results on the responsibilities of the position.
Good command of English and French, both spoken and written
