  1. Context

The West and Central Africa, North Africa and Latin America (WANALA) region has 73 bases spread around three main areas in 12 countries: 43 in West Africa (former WARO), 11 in North Africa (former NARO) and 19 in the Americas.

Under the leadership of the regional office in Dakar and closely linked to interventions in neighbouring Central African Republic (CAR), DRC began operations in Cameroon in 2018 by responding to the humanitarian needs of refugees from CAR and vulnerable Cameroonians in the Adamaoua region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic approach of graduation to improve both protection and economic recovery. Interventions include identifying key protection risks and inter-population conflicts to identify social cohesion and conflict resolution projects that will bring communities together. The Emergency Mobile Team (EMPACT) established DRC’s program presence in the Southwest region in late 2018 to address the needs of forcibly displaced people in the context of the Anglophone crisis, beginning humanitarian activities in January 2019. DRC operates in the Meme and Fako divisions, with an office in Buea. Programming focuses in rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFIs, while improving the protection environment and providing income generation opportunities..

 

 

 

2. General objective

Based in Buea, the Programme Assistant will provide administrative and technical support for DRC’s Economy Recovery programming. This includes the delivery of food assistance, Multi-Purpose Cash Assistance (MPCA), livelihoods (Income Generating Activities – IGA), and Non-Food Items (NFI) and Shelter in the Southwest and Northwest regions of Cameroon. The role involves assisting the sector team leader in ensuring the quality of planning, implementation, and follow-up of ECREC activities.

The sector responsibilities encompass food security, Income Generating Activities (IGA), Multi-Purpose Cash Assistance (MPCA), Non-Food Items, and shelter.

3. Tasks and responsibilities

Beneficiary Registration and Program Implementation:

  • Utilize surveys, interviews, and data-gathering techniques during need assessments.
  • Participate in the registration process for eligible individuals or households.
  • Implement a secure and organized system to record and store beneficiary information.

 

 

Distribution and Inventory Management:

  • Plan and execute efficient distribution strategies for assistance programs with the help of the Officers.
  • Monitor food inventory levels and coordinate with suppliers to meet demand.
  • Ensure compliance with established protocols and guidelines during the distribution process.
  • Maintain accurate records of IGA, NFI and shelter kits inventory and update for future planning.
  • Ensure that all project activities mainstream protection and follow up on the integrated programming.

Monitoring and Community Engagement:

  • Participate in monitoring MPCA activities and coaching of IGA beneficiaries through visits to selected beneficiaries, remote monitoring, and regular reporting.
  • Engage in community sensitization, mobilization, and active engagement.
  • Disseminate information about various projects, emphasizing their importance, benefits, and eligibility criteria.
  • Mobilize community members to actively participate in programs and encourage their involvement in decision-making processes.
  • Establish platforms for dialogue to address community concerns and gather feedback for program assessment.

Administrative Tasks:

  • Perform administrative tasks, managing records related to food assistance, MPCA disbursements, IGA, NFI distribution, and shelter provision.
  • Ensure ongoing collaboration across DRC departments to support sector integration with protection and child protection.
  • Contribute and complete daily distribution reports including lessons learnt.

Voucher Management and Adherence to Guidelines:

  • Prepare and distribute vouchers within project coverage communities for obtaining food assistance, IGA, NFI, and shelter.
  • Adhere to given work plans and guidelines to ensure effective and efficient program implementation.

General Duties:

Perform other ad hoc duties as delegated by the Manager/Supervisor.

4. Required Qualifications (include year of experience)

  • Minimum 1 year of practical humanitarian experience in sector area working for an international NGO, UN agency or
  • any relevant organization.
  • Minimum of 1 years of practical experience in food security or NFI & Shelter programming using vouchers as a modality
  • Minimum of 1 year of practical experience in MPCA and Livelihood programming
  • Proven report writing skills and data management.
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, PowerPoint and Power BI.
  • Full professional proficiency in English
  • Field experience in an emergency context.
  • Mastery of the Southwest / Northwest terrain

  • Bachelor’s degree in a related field including but not limited to political science, international development, international economic development, business, economics or equivalent professional qualification.

6. General Regulations

  • The employee must follow the DRC’s instructions for security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • The employee must not exercise any other remunerated activity during the term of his contract with the DRC without receiving prior authorization to do so
  • The employee must not engage in any activity that could interfere with the DRC or the implementation of any project during the term of the contract with the DRC.
  • Employee must not give media interviews or post photos or other material related to the project without prior permission.
  • The employee must return all equipment borrowed for the project to DRC after the end of the contract period or upon request.
