JOB VACANCY: Country Strategy Consultant/Consultant for the update and finalization of the IOM Country Strategy in Cameroon

Background
The International Organization for Migration (IOM) plays a key role in managing migration issues in Cameroon, a country facing multiple challenges related to internal displacement, spontaneous returns, irregular migration, conflicts in several regions, and the effects of climate change. IOM’s response is part of an integrated approach, combining humanitarian, development, and peace, while aligning its interventions with national priorities and international frameworks.
In this context, IOM Cameroon wishes to update its Country Strategy 2025–2028, taking into account developments in the national, regional, and global context, IOM’s global commitments, as well as lessons learned from the implementation of the previous strategy.
This strategy should position IOM as a strategic actor serving the Government, communities, and partners, strengthening the effectiveness of the integrated humanitarian–development–peace approach in an environment marked by complex transitions.
General objective
The main objective is to update and finalize the IOM Country Strategy in Cameroon for the period 2025–2028, based on evidence, the priorities of the Cameroonian Government, the needs of the populations and the strategic orientations of IOM, regional and global levels.
Specific objectives
Identify strategic priorities and high-impact areas of intervention, taking into account the national and regional context, Cameroon’s international commitments, and IOM’s comparative strengths.
Produce an updated and prospective contextual analysis (SWOT analysis and migration trends).
Define strategic objectives and expected results for the period 2025–2028.
Clarify key partnerships to be developed (Government, UN, private sector, CSOs, parliamentarians, researchers, donors).
Strengthen the integration of the nexus approach (humanitarian, development, peace), human rights, gender, environment, and regional dynamics.
Propose a system for strategic management, monitoring, and continuous updating of the strategy.
Support the promotion of the strategy through appropriate institutional communication aimed at partners.
The consultant will work under the supervision of the Head of Mission, in close collaboration with experts from the regional office, as well as operational and support units. Weekly monitoring meetings will be held, and a progress report will be presented at the end of each main deliverable. The consultant may be required to travel to Yaoundé and possibly to other regions of Cameroon, as needed.
Responsibilities
The work to be carried out includes:
Strategic and documentary analysis
Review of the previous Country Strategy (2021–2024): relevance, implementation, results, lessons learned.
Document analysis: national priorities (SND30, PND, sectoral policies), UN documents (UNSDCF, HNO, HRP), regional frameworks, IOM policies (global frameworks, MICIC, MGI, etc.).
Internal and external consultations
Interviews with IOM units (projects, finance, logistics, security, advocacy, etc.).
Meetings with partners: ministries, UN agencies, donors, technical partners, civil society, private sector, researchers, parliamentarians.
Synthesis of partners’ expectations and proposals.
Drafting the Country Strategy
Executive Summary
Context and strategic analysis (including SWOT)
Theory of change and logic diagram
Objectives, strategic results, success indicators
Implementation, monitoring and updating modalities
Annex: partners matrix, strategic project sheets, institutional communication plan
Strategic axes to be integrated
The following areas will guide the updating of the Country Strategy:
Stability and peace: strengthening social cohesion, violence prevention, DDR, post-crisis recovery, local governance.
Regular migration and mobility: safe migration channels, resettlement programs, circular migration, regional corridors, migrant protection.
Risk reduction and resilience: disaster management, climate change, education in emergencies, mental health.
Economic transition: decent jobs, entrepreneurship, vocational training, private sector partnerships.
Protection of human rights: fight against trafficking, assistance to vulnerable people, dignified return and reintegration, gender equality.
Urban mobility: inclusion of displaced persons and migrants in cities, inclusive urbanization, territorial management.
Technologies and data: digital migration, data governance, innovation, cybersecurity.
Political dialogue and migration diplomacy: support for migration governance, diplomacy, advocacy with embassies, AfCFTA.
Integrated and territorial approach: application of the HDP nexus, intervention by locality, inter-agency coordination.

Qualifications
Education
Master’s degree or equivalent in international relations, social sciences, migration, development, or a related field.
Experience
Proven experience in drafting strategic, political, or institutional documents.
In-depth knowledge of migration issues, the HDP nexus, and regional dynamics.
Good knowledge of the Cameroonian context or a similar context is an asset.
Skills
Excellent analytical, synthesis, strategic writing, and presentation skills.
Languages
Fluency in French and English.
IOM’s official languages are English, French, and Spanish.
Proficiency of the language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
The consultant may be required to travel to Yaoundé and possibly other regions of Cameroon, as needed.
Other modalities to consider
The mission is planned for a maximum duration of 8 weeks between June and July 2025, at a rate of approximately 43 working days.
