Job title COUNTRY SUPPLY CHAIN MANAGER Duty
station Yaoundé – Cameroon (travel to bases: 30% of the time minimum)
The Danish Refugee Council (DRC) has been operational in Cameroon since 2017 to support Central African refugees in the eastern part of the country (Adamawa) and in the North-West/South-West regions for internally displaced persons and victims of host communities of the Anglophone conflict. DRC Cameroon is currently implementing emergency protection, food security and livelihoods projects.
ABOUT THE POSITION
Based in Yaoundé and working under the direct supervision of the Head of Support Services (HoSS), the Country Supply Chain Manager (SCM) is responsible for the effective implementation of logistics/supply systems and functions at the country level, with specific emphasis on compliance with DRC procedures.
The SCM will support and train the logistics/supply teams of the coordination office in Yaoundé and the bases in Buea and Meiganga. It is expected that the SCM will spend at least 30% of his time in the field providing technical support to the logistics teams.
He/she will provide support and technical guidance to the operational teams while accompanying the implementation of DRC activities in Cameroon.
GEOGRAPHICAL REACH
The SCM guarantees compliance with DRC procedures and guidelines within the Cameroon mission. He/she contributes to the development of national strategies, which are translated into action plans and daily tasks.
MAIN RESPONSIBILITIES
Purchasing
• Participate in the development of project proposals within its scope of responsibility and in the definition of the resources necessary to ensure the feasibility of the projects;
• Ensure that a procurement plan is developed for ongoing projects and new projects and ensure that the procurement plan is regularly updated;

• Ensure the quality and compliance of documents related to a purchasing process (purchase request, request for quotation, request for proposal, call for tenders, etc.) before requesting validation from the regional office ( Dakar, Senegal);
• Support and train logistics teams (coordination office and bases) in purchasing management;
• Organize training (initial + refresher) on purchasing management for employees of the support services (excluding the logistics team) and for the operational teams;
• Ensure that the purchasing monitoring tools are updated and accurate (purchasing monitoring table, framework agreement monitoring table, list of suppliers, list of derogations, etc.);
• Ensure that the documentation and explanations requested by the auditors are provided within a reasonable time; ensure the implementation of recommendations made by internal and external auditors;
• Regularly visit each procurement office to assess compliance and implementation of the operations manual in all field offices.
Equipment management (IT, cars, etc.)
• Ensure that the equipment tracking table and the vehicle tracking table are accurate and regularly updated;
• Ensure that use of DRC vehicles is in accordance with DRC procedures;

• Supervise the year-end inventory and ensure compliance with DRC requirements (quality, time, reconciliation with accounting, etc.);
• Ensure that the removal of capitalized equipment is justified by the appropriate document: donation certificate, sales certificate, loss certificate, etc.) and that the latter is approved by the country director;
• Forecast investment needs for the following year (computer equipment, means of transport, renewal/maintenance of equipment and/or furniture, etc.).
Premises and Warehouse Management
• Ensure compliance and implementation of the DRC Operations Manual in all Field Offices;
• Supervise the upkeep and maintenance of the Yaoundé premises (office and guesthouse);
• Anticipate all the needs necessary for the proper functioning of the offices;
• Maintain and regularly update an annual budget detailing planned expenses for office operations;
• Oversee stock management and ensure storage areas are clean and tidy;
• Ensure that monthly and quarterly physical inventories are carried out;
• Provide advice on methods of disposal of unused or expired products, in accordance with DRC and donor regulations.
DRC Dynamics ERP System
• Supervise in collaboration with the HoSS the implementation of the “Supply” modules of the DRC ERP in the offices of Meiganga and Yaoundé;
• Ensure the correct application of ERP supply chain processes;
Staff management
• Recruit staff placed directly under his responsibility or under his technical supervision, and draft job descriptions;
• Ensure that employees of the Supply / Logistics department are aware of and comply with all policies and procedures of DRC in Cameroon;
• Ensure that the work within the Supply / Logistics team is planned and organized in such a way as to meet DRC’s needs in the most efficient way possible;
• Supervise and provide guidance (training and coaching) to members of the DRC Supply/Logistics team in Cameroon;
• Organize an annual meeting to review procedures, define the strategy of the supply / logistics department for the year (action plan and objectives of the department, training needs, etc.)
• Manage the follow-up of the employment contract of the members of the Supply/Logistics team (leave, Individual Action Plan, objectives, performance evaluation, etc.), if necessary, co-validate the disciplinary procedures with the HoSS and/or the Country Director.
Coordination
• Participate in quarterly meetings for planning and reviewing activities;
• Organize for each base a monthly meeting to identify supply needs for the project teams in the presence of the area manager, the project managers and the Supply Chain Team Leader (the minutes of this meeting will be shared with the HoSS and HoP);
• Organize a weekly meeting with the logistics team leaders of each base in order to monitor the progress of purchases and other logistical tasks. Share minutes with the HoSS and area manager;
• List the difficulties encountered in the field and propose solutions for their resolution;
• Be in contact with other departments (operations, finance, human resources, etc.) in the search for a better response and better use of available resources;
• Network with other NGOs on logistics-related topics and ensure proactive communication with all relevant stakeholders.
ABOUT RESEARCH PROFILE
EXPERIENCE AND SKILLS REQUIRED
• Experience as a Supply Chain Manager / Logistics Coordinator (at least 2 years);
• Experience in the management of humanitarian logistics in the field of supply chain management, fleet management, asset management and distribution support (at least 5 years);
• Pronounced taste for procurement;
• Strategic vision of the supply chain;
• Ability to organize the work of teams not under his direct supervision;
• Experience in Cash and Voucher Assistance (CVA);
• Excellent computer skills in MS Word and Excel, as well as experience working with an ERP system;
• Ability to assimilate two different information systems / processes;
• Experience in automotive mechanics or electrical installations;
• Excellent professional command of English and French.
TRAINING REQUIRED
• Certification in humanitarian logistics and supply chain;
• Master’s degree in logistics and/or supply chain management;
• Driver’s license.
