Job Description

Position: Law Enforcement Deputy Coordinator, North Cameroon, South Chad.
Reports to: Law Enforcement Coordinator North Cameroon, South Chad.
Positions Managed:Law Enforcement Coordinator Technical Assistant and Conservation Support Staff.
Location: Project areas in Northern Cameroon and neighboring Chad.

Coordinates with: Reporting to the WCS Law Enforcement Coordinator, and under the supervision of WCS Landscape Bouba Ndjidda – Bénoué / Sena Oura, director.




Job Purpose: 
The Law Enforcement Deputy Coordinator will oversee the Law Enforcement Coordinator’s Technical Assistant and the Conservation Support Staff while also contributing to the joint command of MINFOF (Eco-guards) and MINDEF (Military) agents in Cameroon, as well as MEPDD (Eco-guards) in Chad, in close collaboration with park authorities. The position will assist in implementing the Law Enforcement strategic action plans, working in collaboration with and supporting the WCS Law Enforcement Coordinator. It will also oversee planned activities within the framework of support provided to MINFOF, MEPDD, and private partners for the conservation of ecosystems in national parks, hunting zones (ZICs), and ecological corridors between Protected Areas (PA).
The successful candidate will be comfortable living and working in remote conservation areas. They will be able to operate in a challenging political and working environment.
Responsibilities:  
The LEDC will advise on all aspects related to improving law enforcement operations in the PA of Bénoué – Bouba Njidda and Sena Oura National Parcs, including preventing wildlife criminality within and surrounding the Parks (Hunting Zone – ZICs / Ecological corridors). The LEDC will support the WCS LE Coordinator on: 1) security and the establishment of standards on law enforcement, 2) the development of the capacity of law enforcement staff – including training and mentoring, 3) planning and operations, 4) support to the legal and judicial unit, 8) regular activity reporting.
Specifically, the LEDC will work closely with, and directly support, the Conservation Service, and WCS Law Enforcement Coordinator to:




  • Ensure and monitor the implementation of the Law Enforcement action plan (organization of patrols, operations room, administrative follow-up, training, reporting of field operations) for all projects of the WCS Landscape and training of WCS staff and anti-poaching partners (MINFOF/MEPDD) operating in the landscape’s area.
  • Strengthen, Centralize and Monitor the collection and processing of intelligence in the area.
  • Raise awareness and strengthen the judicial system through monitoring the enforcement of sentences.
  • Extend the Law Enforcement collaboration and coordination with the private partners (Hunting Zone – ZICs) peripheric to the National Parks of WCS landscape.
  • Raise awareness and collaborate with communities peripheric to the Parks, to promote the sustainability of protected areas and ecological interconnection.
  • Planning and coordination of conservation and protection of wildlife activities in the parks covered by the landscape.
  • Establish a relationship of collaboration and synergy with WCS partners in the implementation of projects and whose missions relate to environmental protection, food security, territorial governance, etc.
  • In the context of Law Enforcement activities and beyond, ensure strict enforcement and compliance with the laws in force in each relevant country, while also upholding international human rights standards and adhering to the WCS Code of Conduct.
  • Support the Law Enforcement service in the preparation of monthly, quarterly and annual technical reports according to the needs of donors and WCS procedures, and in general provide administrative and financial support for conservation and Law Enforcement.
  • Other requests to support the implementation and proper functioning of the landscape.

Qualification Requirements

    • A minimum of 3-5 years of experience in leading, managing, and/or advising on law enforcement operations, with a focus on information collection and analysis, preferably in Protected Areas.
    • Good understanding of intelligence-led law enforcement
    • An analytical mind that grasps complex political, legal, security and criminal issues affecting the landscape and Sudano Sahel region.
    • Strong leadership and team building and management experience, including ability to motivate, set objectives, and manage the performance of a multidisciplinary team.
    • Demonstrated experience in leading, training and mentoring staff – and, thereby, developing the skills and knowledge of individuals and teams.
    • The ability to communicate and explain complex processes and ideas effectively and efficiently.
    • Outstanding organizational and coordination skills.
    • A commitment to working collegially with all staff, and professionally and diplomatically with all partner organizations – government and non-government.
    • Demonstrated experience developing and maintaining partnerships and individual relationships in a complex political environment.
    • The willingness to gain an understanding of the institutional and legal framework of conservation as well as of relevant policy challenges.
    • Proven experience in remote areas, the ability and skills to make the most of any given situation.
    • Strong oral and written communication skills in French is required (English appreciated), including the ability to write accurate, analytical, and timely reports.
    • Previous experience within Africa, and ability to work with and sensitivity to a diverse group of people including those of different cultures, nationalities and backgrounds. Experience in Sahel Africa is an asset.
