Context
Association of general interest, Noé’s mission is to safeguard and restore biodiversity
in France and internationally, for the well-being of all living beings, and in particular, of
humanity. To this end, Noé implements programs for the conservation of
endangered species, the management of protected natural areas, and the restoration of ordinary biodiversity
and natural environments, reconnecting humans with nature and supporting
economic activities and civil society organizations that are favorable to biodiversity.
Internationally, Noé takes action in a “Landscape” approach in and around
protected areas, constituting a framework for action favorable to the protection and enhancement of the
biodiversity of these territories and to strengthening their resilience in the face of change.

landscapes and to develop biodiversity management and enhancement tools (sectors,
community governance, etc.).
Noé is currently present in 6 Sub-Saharan African countries, in
very different ecosystems (from dense humid forests to Sudanese savannahs, including
lagoon and marine ecosystems).
Noé has been working in Cameroon since 2012 and supports the development of sectors around
different protected areas, in partnership with Cameroonian NGOs. Noé intervenes
also within and on the periphery of protected areas under private management, in order to strengthen
ecological monitoring and surveillance systems, and to improve mechanisms for the redistribution
and enhancement of wildlife and natural resources in favor of biodiversity and
local communities.
Noé is responsible for implementing, with the partner Nature+, the project “NaturaSud-Est –
Conservation in Forest Management Units (UFA), hunting interest zones
(ZIC), and Community Management Cygenetic Interest Zones
(ZICGC) on the periphery of the Lobéké National Park”. This project, component 1 of the
“Natura Sud-Est Sustainable Territories” program funded by the European Union (EU), aims
to strengthen the inclusive conservation of landscape biodiversity by the agents
territorial. To achieve this objective, the project focuses its work on the
following three Specific Objectives (SOs): SO1: Improve the fight against poaching in the UFA/ZIC and ZICGC around the
Lobéké National Park (PNL) and strengthen the application of the law on
wildlife crime in the landscape;
SO2: Establish an ecological monitoring system on certain key species,
biological studies and a study on human/wildlife conflicts in
forest and hunting concessions on the periphery of the PNL to monitor the evolution
biodiversity and mitigate natural resource management conflicts;
SO3: Strengthen the natural resource management capacities of
conservation stakeholders with a view to equitably sharing the benefits from
wildlife and forest resource management, particularly benefiting women,
youth and indigenous peoples.
In this context, Noé is looking for a Lawyer who would be based at the operational base
in the Eastern region in Salapoumbé / Lokomo, and who would provide technical support
to the project concerning the aforementioned specific object 1.
Job description
Under the hierarchical responsibility of the Project Coordinator based at the operational base
and in close collaboration with representatives of the partner organization
Conservation Justice, the Lawyer will be responsible for ensuring the proper application of
the law in the implementation of project activities. The fields of application of his/her expertise
will be (1) Investigation Information search, (2) Operation, (3) Legal and (4) Communication
on cases and media coverage of cases.
The main missions of the Lawyer will be to:
Set up the operational framework
● Identify the key players needed to set up a
mixed Wildlife Crime Unit.
● Lead and coordinate a network of key players: magistrates, prosecutors,
prison directors, judicial police officers, etc.
Participate in investigations and information searches
● Support the head of investigations in the recruitment, monitoring and training of
investigators (investigation methods, equipment management, legal aspects).
● Actively participate in the training and monitoring of informants, investigators and
collectors.
● Supervise, with the head of investigations, the work of collectors and verify the reliability
of the information obtained.
● Ensure the confidentiality and security of investigators, informants and collectors.
Support operations
● Check the preparation of the necessary documents before arrests,
searches and searches.
● Ensure compliance with legal provisions during operations and advise the officers
involved. ● Support judicial police officers (JPOs) in writing and proofreading
reports.
● Inform those responsible (Curator, project coordinator,
MINFOF decentralized services, etc.) of the progress of operations.
● Maintain constant dialogue with the judicial authorities before, during and after
operations.
Provide legal support
● Ensure that JPOs have all the relevant information to draw up
solid reports.
● Supervise the quality of legal analyses carried out.
● Strengthen relations with judicial authorities (Public Prosecutor,
Court Presidents).
● Ensure monitoring of referral, incarceration and payment of fines and
damages related to wildlife crime cases.
● Organize regular prison visits and ensure follow-up during court hearings
.
● Manage the archiving and updating of the database on cases handled.
Support the Media Department
● Maintain permanent contact with journalists to ensure the dissemination of
relevant information.
● Document all arrests and convictions (reports, photos,
videos, etc.).
● Write and publish articles or media materials relating to legal
and judicial actions.
Management and reporting
● Verify expenses incurred within the framework of the project in collaboration with the
coordinator, ensuring rigorous traceability.
● Produce regular (monthly) reports for the project coordinator and
Conservation Justice contacts.
● Ensure monthly transfer of databases and information: to the
project coordinator and relevant stakeholders.
● Conduct awareness sessions, training and presentations to
administrative and judicial authorities and teams in the field.
Your main responsibilities will be as follows:
– The Lawyer will have to support the questioning (training, advice, human rights
in particular), arrests and ensure the coordination of actions related to the position with the
stakeholders of the project and the landscape, including Nature+, MINFOF and WWF, but
also local populations and authorities, private operators, etc.
– Respect for deadlines and legal procedures: Ensure that all
legal actions comply with Cameroonian laws in force.
– Effective communication: Maintain smooth collaboration with institutional partners
, in particular judicial and administrative authorities and teams in
the field.
– Confidentiality: Ensure discreet management of sensitive information and the actors
involved. – Monitoring of results: Guarantee traceability of cases handled (arrests, trials,
convictions) and the impacts of the project on the ground.
– Develop and monitor action plans according to project documents, diagnostics,
field observations, stakeholder consultation, scientific studies and
other productions.
– Coordinate, supervise and/or participate in the implementation of the actions identified and
validated.
– Contribute to the capitalization and communication actions on the project, as well as to the
representation of Noé in Cameroon.
Desired profile
Education
Law degree (minimum Bac+4), with a specialization ideally in criminal law, or
environmental law or criminology.
Professional experience
● Minimum of 4 years of experience in law, with significant experience in
criminal law.
● Experience in a law or bailiff’s firm is desirable and constitutes
a major asset for the application.
● Experience in the conservation, justice or
environmental crime sector will be valued.
● Proven experience in collaboration with judicial or
administrative institutions.
● Past experience within LAGA or FLAG will be highly
valued
Technical skills
Essential criminal law.
● Good knowledge of Cameroonian laws and procedures, particularly those
relating to wildlife, forestry and the environment.
● Proficiency in legal writing and analysis.
● Ability to deliver training and presentations to different audiences.
Personal qualities
● Integrity, honesty and a sense of justice.
● Ability to work under pressure and manage complex situations.
● Team spirit and ability to coordinate actions with diverse stakeholders.
What we offer
Contract: 24-month local law fixed-term contract, renewable
Expected start date: April 2025
Location: Operational base in the Eastern region (Salpoumbé/Lokomo), Cameroon,
with regular field missions within the Lobéké landscape (outskirts of
Lobéké NP), in Yokadouma and Bertoua for the monitoring of files and legal cases.
