Logistics Assistant in charge of purchasing – NRC, Norwegian Refugee Council, NGO, Kousseri

The Logistics Assistant in charge of purchasing is responsible for ensuring the daily implementation of specific responsibilities or tasks related to supply chain management within his base.




1- General responsibilities:

Ensure compliance with NRC policies, manuals, guidelines and standard operating procedures (SOPs) and donor requirements;
Execute delegated logistics functions in accordance with the action plan;

Write reports on the progress of the logistics activities for which he is responsible at the request of the supervisor;
Ensure the systematic archiving of all documents;
Encourage and be a force for proposals to promote the improvement of the logistics function;
Contribute and participate in the monitoring and execution of the purchasing plan for the national office;
Carry out any other tasks assigned by his supervisor.
2- Specific responsibilities:




Assist in the implementation of purchases within the zone;
Carry out purchases relating to the activities of the Supports and programs including emergencies in the field;

Update the purchasing and contract monitoring register;
Assist in the centralization of purchasing files;
Prepare purchasing reports for the office;
Maintain the monitoring of purchasing requests;
Share the purchasing table every Friday with program managers, Area Manager and log manager;
Archive purchasing documents;
Share the DA and BC with the storekeeper to prepare for delivery;
Participate in the market study and the establishment of a price catalog;
Be responsible for supply chain management: request and monitoring of purchases;
Receive goods and services, manage the price catalog and update/compile the list of suppliers.
Qualifications




1- Professional skills:

Have at least 3 years of experience in purchasing, transport, vehicle and warehouse management, in a humanitarian context or have proven professional skills in these areas;
Hold at least a Bac + 2/BTS in Logistics and Transport or equivalent in one of the related fields or a certification in one of the fields with relevance from the institution issuing this certificate;

Competence in the use of IT tools, Microsoft Office suite (especially Word, Excel, Outlook, PowerPoint, Teams, etc.); Competence in the use of an ERP system (UNIT 4) would be an asset;
Previous experience working in complex and volatile contexts;
Documented results related to the responsibilities of the position;
Good knowledge of French and English would be an asset.
2- Context-specific skills, knowledge and experience:

Willingness to travel to remote areas and field offices, and ability to work flexibly, including weekends;
Willingness to travel and work in rural areas and live in rudimentary conditions




3- Behavioural skills:

Team leader;
Responsive, flexible and able to adapt to change;
Manage resources and achieve results;
Collaborative, focused and with good communication skills;
Ability to perform other tasks.
We offer:

12-month employment contract renewable subject to availability of funds;
Work location: Kousseri with 30% travel to the field;
Salary/Benefits: Grade 4 step 1 of the NRC Cameroon salary scale;
Desired start date: December 2024.
