JOB PURPOSE

To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

ORGANIZATIONAL CONTEXT

WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme’s mission in Cameroon to Saving Lives, Changing Lives.

QUALIFICATIONS AND KEY REQUIREMENTS

Education: 

  • Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience:

  • At least six (6) years or more of professional experience in a relevant field of work, preferably in Logistics/Funds Management.

Language:

  • Fluency (level C) in English or French language (written and oral).
  • Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized support to logistics operations in the area of funds management to the effective delivery of food assistance to beneficiaries.
2. Ensure cost estimates are prepared, request funds to the beneficiary country and a related commitments are created in WFP corporate system before operation starts.
3. Manage logistics vendors’ and ensure their obligation are fulfilled and commitment closed no later than 3 months after creation.
4. Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.
5. Identify, resolve and/or provide recommendations on specialized queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
6. Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
7. Liaise with Finance and Invoicing units to track trends of vendors statement of account and proposed solution to the Logistics Officer Funds Management on any longstanding invoices.
8. Support oversight for commodity accounting data quality and integrity.
9. Analyse operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
10. Perform research, collect data and conduct analysis, produce reports and ensure information accuracy in corporate systems to enable informed decision-making.
11. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
12. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
13. Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

14. Prepare regular report in open items, unspent balances and propose recommanded approach in line with IPSAS principles.

15. Other as required.
