BACKGROUND
ALIMA programs IN CAMEROON
Cameroon is experiencing two major crises that tarnish the country’s security, namely that of the northern front and that of the western front respectively linked to Boko Haram in the Lake Chad Basin and the secessionists of the English-speaking areas.
After a lull between 2018 and 2019, the Far North region of Cameroon has experienced a deterioration in the security situation since the second half of 2019; marked by attacks from the Boko Haram group mainly in Logone & Chari, Mayo Sava and Mayo Tsanaga.
The crisis that had been brewing in the English-speaking area since at least the period of independence was to turn into a secessionist demand with the corollaries of insecurity, population displacements, reduced access to basic structures, including those of health. …
ALIMA has been carrying out humanitarian assistance activities since April 2016 in Cameroon. The organization first intervened in the health district of Mokolo in 2016, before extending its activities to the health district of Koza where ALIMA remained until April 2018.
Following an assessment made in December 2016 in the DS of Makary and Mada, ALIMA implemented a project at the beginning of 2017, thus starting with Makary before evolving towards an extension of activities in Mada.
More recently this year 2020, the Yaoundé coordination which ended.
ALIMA today continues its medico-nutritional activities for children under 5 in response to the humanitarian crisis prevailing in Cameroon in the Far North and North West regions, taking into account sexual health and reproduction in the departments of Mayo-Tsanaga, Logone and Chari and in the North West
ALIMA is developing nutrition care and child mortality and morbidity reduction activities in Bamenda and in the south-west in collaboration with its partner DEMTOU.

PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY
Level 3: As part of his or her duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. JOB TYPE
The role of the Logistics Coordinator is to guarantee the technical and logistical support of the missions, the relevance and consistency of the logistical programs as well as their adequacy with the means.

He/she collaborates with everyone (Project Managers, Human Resources and Finance Coordinator, the Medical Coordinator in particular and the other actors on the mission in general
PLACE OF MISSION: YAOUNDE, CAMEROON
MISSION AND MAIN ACTIVITIES
The role of the Logistics Coordinator is to guarantee the technical and logistical support of the missions, the relevance and the coherence of the programs in logistical terms. Although based in the capital, the Logistics Coordinator is above all a player in the field. Thus, he/she will spend at least 50% of his/her time there in order to actively participate in the opening and development of our programs, to train and supervise logisticians in the field, to ensure the application of policies as well as the use of the most appropriate techniques and equipment.
He/she must ensure that all program support logistics activities comply with the procedures detailed in the TVE (Expenditure Commitment Table). He/she ensures that the mission is part of the environmental approach within the framework of his/her attributions.
MAIN ACTIVITIES
Activity monitoring and goal setting
• Describes and analyzes its activity in its environment:
– Compile and analyze logistics data
– Contributes to the implementation of tools allowing the desk and the teams to participate in the monitoring of the mission and in decision-making (Sitreps, activity reports, visit reports, etc.)
• Participates in discussions on the conduct of the project and the definition of objectives:
Participates in detection (visits and research of information) and rapid response to emergencies
– Participate in the monitoring of project operations
– Travels to ensure the supervision and monitoring of logistics activities in the field
Program implementation
• Organizes and supervises the logistical functioning of the coordination base (capital): (Organization chart, Activity schedule, job profiles, supervision, training, control procedures,)
• Actively participate in the drafting of the country’s supply plan
• Plan international orders, follow-up and prepare reception arrangements
• Organizes and controls the supply of projects (international and local orders, storage, reception, delivery, transport, etc.)
• Plans and monitors project logistics programs, in line with medical needs (inventory, priorities, budget, technical choices, advanced project supervision,)
• Organizes and supervises the operation of mission logistics (briefing, visit, staff, technical support to the field log, etc.)
• Guarantees the adequacy of equipment, its maintenance and its renewal (equipment and needs, procedures, fleet management, anticipating, planning, renewing,)
• Supervises the application of hygiene measures in health structures with the Medical Coordinator (Water, hygiene, sanitation, vector control,)
• Supervises the application of preventive maintenance of biomed equipment, implementation of maintenance monitoring tools (as objectively verifiable indicators, then classification)
• Ensures the adequacy of the living conditions of the teams (Buildings, standard of comfort, recovery,)
Oversees security management in conjunction with the RP (risk analysis, movement monitoring, drafting of security guides,)
• Limits the risks taken by the teams, by ensuring the presence, reliability and proper use of the means and methods used for safety (information, equipment, briefing, training,)
• Serves as support for the management of the rolling stock, monitoring and analysis of consumption through ALIMA tools (State of equipment, Fuel consumption management, etc.)
• Support during evaluation missions (explo) in the context of an epidemic, displacement of populations, natural disaster or possibility of opening a new project throughout the national territory where one is affected
• Ensures the logistical financial management of the program:
– Develops the logistics budget in consultation with the logistics managers of the projects and ensures the revised budgets according to the work in progress and plans the activities to come
– Follows the expenses by analytical axes and analyzes them, in collaboration with the Financial Coordinator
Logistics human resource management
• Composition of the teams
Defines the necessary positions with regard to its activity and establishes the job profiles
Organizes the recruitment of staff for his department (with the support of the CoFin/HR)
Organizes with supervisors the replacement of absent staff
• Team management
Organizes and supervises the work of his team members,
Supervises and organizes regular team meetings;
Manages the flow of information within his team;
Identifies potential executives within the staff of his department.
• Individual assessments
Carry out the individual assessments of the activity managers for whom he is responsible and delegate the carrying out of the assessments of the other personnel.
• Continuous training
Define the training needs of his team in line with the objectives of the project;
Participates in the training of the members of his team by accompanying him in the work.
• Administrative framework
Respect the internal regulations in the organization of working time as well as possibly on other aspects.
Ensures the logistical financial management of the mission
• Ensures the implementation of logistical tools and procedures at the mission level
• Ensures the relevance and consistency of logistics activities as well as their adequacy with the means used.
Security Management
• Supports the CDM in the development and implementation and updating of reference documents
In terms of security (risk analysis, safety memos, evacuation and hibernation plan, kidnapping management guide);
• Participates in the collection and analysis of security-related information from various local, regional and international media sources;
• Creates, develops and maintains a network of contacts and lists of contacts at country and regional level;
• Ensures the implementation of measures to protect the premises (briefing of guards and management of the flow of people, key management, fire safety and staff training for the use of fire extinguishers, safety room and hibernation trunk);
• Ensures the implementation of security risk mitigation measures on the mission (projects and capital);
• Team briefing on standard security measures
• Build relationships and collect information from actors such as NGOs, INSO, OCHA, UNDSS, UN Agencies, Civil Society, Government, Armed Groups, Militias, population, etc.
• Ensures that all new staff or visitors are briefed on security within 24 hours of their arrival in the mission
Advise logistics on good practices and ensure the necessary information is transmitted so that the safety of movements on the ground
Implementation of preventive measures against abuse of power, gender-based and sexual violence:
● Participate in training and awareness sessions
● Applies standards relating to the prevention of abuse
● Ensures that the members of his team follow training and awareness sessions and apply the standards relating to the prevention of abuse
● Contributes to creating and maintaining a nurturing and protective environment.
Environmental responsibility within the logistics department and the mission
● Implements the relevant means
● Energy – motor oil – printer cartridges
SPECIFIC OBJECTIVES
Work on preparing quarterly logistics reports: document the inventory of the logistics families in application, analyze the data, etc.
Supervise the quality of use of the ALIMA log pack on the Chad mission: Collect the basic tools of the project log pack, logistics coordination, analyze them, provide feedback and then share the relevant issues with coordination and its referent at headquarters.
Follow with particular attention the procedures and files of importation into the country: Ensure with the support of the representation that the old customs disputes are closed, Rigorously follow the forwarding files (Contract, freight file, Order form, etc.)
REPORTING
• Transmit the analyzed logistics report to project and central coordination
• He writes a quarterly report on the inventory of logistics management.
• He organizes a clear filing and archiving of all documentation concerning logistics
EXPERIENCES AND SKILLS
REQUIRED PROFILE
● Higher education diploma (Master’s level or equivalent) related to the position
● At least 2 years of professional experience, relevant to the position, in a solidarity organization (NGO,
Association …) or UN Agency or Donors
EXPERIENCES
● Experience of at least 2 years on the same volume of activities
● Experience in an intervention context for the management of malnutrition appreciated
● Experience in a context of insecurity with terrorist threat
● Experience in terms of team management

TERMS
Duration and type of contract: 12-month fixed-term contract with possibility of renewal

Salary: According to ALIMA salary grid + experience + per diem.
