RECRUITMENT NOTICE

A- Context and rationale

Cameroon has one of the highest HIV burdens in West and Central Africa (2.7% among adults of reproductive age at average risk – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STIs). Stigma and discrimination have further marginalized key populations, limiting their access to life-saving services such as antiretroviral therapy (ART) and reducing the country’s capacity to control the HIV epidemic.




The national response is led by the National AIDS Control Committee (CNLS), which coordinates the implementation of the National Strategic Plan for the Fight against HIV/AIDS 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and mitigate its socio-economic impact on Cameroon’s development. Among the strategic approaches, the plan emphasizes improving access to prevention, care and treatment for key populations.
The USAID-funded Community Investments in HIV/AIDS for Longer, Healthier Lives (CHILL) have the following objectives: (1) HIV testing for key and priority populations (KP & PP); (2) ART uptake for KP and PP by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving treatment retention through improved linkages between facility-based and community-based services, and strengthened community support for client adherence and follow-up.

The Care and Health Program (CHP) will be the lead CHILL and will lead the program in partnership with nineteen local community-based organizations (CBOs). The consortium is collaborating with the Ministry of Public Health, the CNLS, and other stakeholders to strengthen the capacity of the national, regional, and community response.

These efforts will expand service coverage in five target regions and generate data for evidence-based programs through the implementation of evidence-based prevention, care and treatment services for key and priority populations in Cameroon.




As part of this project, CHP is recruiting a Logistics Manager with the following criteria:

PROJECT DURATION: 3 years
CONTRACT DURATION: 12 months, starting October 1, 2024
LOCATION: Yaoundé
CONTRACT TYPE: Fixed-term contract
TRIAL PERIOD: 3 months renewable after evaluation.

B. JOB SUMMARY
DESCRIPTION OF FUNCTIONS
Under the direct supervision of the Director of Finance and Operations, the Logistics Manager ensures the management of Pacte’s materials and assets. He mainly plays the role of planning, organizing, coordinating and evaluating logistics and supply aspects in close collaboration with other departments.
In this capacity, his tasks are divided into different distinct parts:  

1. On the logistical level

• Evaluate in collaboration with the Finance and Operations directors the logistics needs, and ensure the process of acquiring goods and services;
• Supervise in collaboration with the drivers the maintenance and repairs necessary for the proper functioning of the vehicles;

• Evaluate in collaboration with Finance and Operations the logistics needs, both at the central and regional levels and the Douala and Ngaoundéré bases, and initiate the process of acquiring goods and services;
• Ensure the harmonization and control of the use of materials and equipment within the project;
• Supervise the management of stocks of supplies, non-consumable items
(equipment and materials), as well as inventories;
Ensure the ongoing management and maintenance of office equipment;
Ensure the negotiation of terms and conditions for the establishment of service contracts, leases, maintenance.




2. In terms of fleet management

• Directly supervise the Drivers at both the central and regional levels and the Douala and Ngaoundéré bases;
• Coordinate the management of the organization’s fleet;

• Supervise in collaboration with the drivers the maintenance and repairs necessary for the proper functioning of the vehicles;
• Periodically check (weekly and monthly) the vehicle logs;
• Follow up the vehicle papers in collaboration with the Drivers;
• Ensure the sending and check the vehicle reports from the central and regional levels and the Douala and Ngaoundéré bases every month;
• Manage the fuel supply from the central and regional levels and the Douala and Ngaoundéré bases;
• Be the direct contact with third parties concerning the fleet: dealers, garages, fuel suppliers, USAID, etc.

3. In terms of office management

• Assess and ensure the availability and arrangement of spaces for the needs of the organization;
• Monitor maintenance, repairs of office equipment;
• Control and verify work, and approve the compliance of services with needs and purchase orders.

4. In terms of management of materials and equipment

• Ensure the harmonization and control of the use of materials and equipment within the project;
• Serve as a contact for suppliers and service providers.

5. On the administrative level

• Ensure relations and communications with/between third parties, lessors, suppliers and service providers;
• Negotiate and establish lease contracts in collaboration with the Administrative Manager;
• Monitor the Drivers’ log sheets and check their timesheets at the end of the month;
• Be the contact with Third Parties: Ministry of Finance, Lessors, concerning all logistical arrangements (taxes, reception, certificate of destination, customs, etc.)

Profile:  
• Master’s degree in Logistics and Transport or similar diploma;
• 3 years of experience in the field of logistics;
• Professional experience working in an international NGO;
• Mastery of IT tools and Excel, Powerpoint and Word software with a developed interest in working in electronic databases;
• Excellent oral and written communication skills in French;
• Fluency in English is an asset;
• Good adaptability, with strong organization and coordination skills;
• Ability to manage multiple deadlines and processes at once;
• Ability to manage stress and self-control;
• Ability to work in a team;
• Respect for hierarchy, good listening skills;
• Ability to work under pressure;
• Organizational skills.
