FHI 360 is currently recruiting for the position of Logistics/Procurement Safety &
Security Officer for the USAID-funded Community Resilience Support Program in
Cameroon (PARC-Cameroon). PARC-Cameroon supports the institutional capacity
strengthening of local civil society organizations in Cameroon to better represent
and serve their communities and help achieve their development goals.
JOB SUMMARY
The Logistics/Procurement Safety & Security Officer position will be based in
Yaoundé, Center region and will report to the Director of Administration and
Finance. S/he will be responsible for all activities related to the procurement of goods
and services, including vendor and consultant services for the office. Manages all
service and consultant contracts as well as any grants or subcontracts to ensure
terms and conditions are met and contracts are kept up to date. The Logistics and
Security Officer will perform all security and safety programs, plans and policies
relevant to the project including detailed security procedures that comply with FHI
360 security policies. This will include emergency response drills and communication
procedures for the project.
DUTIES AND RESPONSIBILITIES
• Provides security, safety and risk mitigation and ensures that project staff comply
with project security procedures;
• Monitors and analyzes the ongoing threat environment faced by the project and
briefs the leadership accordingly. Distributes threat warnings to all staff as
appropriate;
• Ensure that appropriate risk mitigation measures are taken by the project to
respond to the threats or changes in threats faced by the project. This is to include
physical protection measures, safe working routines, movement restrictions,
protection equipment and security staff provision, as required.
• Oversees movement control and coordination for the project, transportation and
staff whereabouts.
• Oversees any security provider contracted by the project to ensure contractual
compliance and performance of their duties, and act as the focal point of contact
with the security provider.
• Reports security incidents, violations and recommends corrective actions, as
appropriate, to the Chief of Party (COP), the appointing authority and the HQ
Security Department.
• Ensures all new employee/contractor personnel receive appropriate security
orientations and briefings.
• Ensures that all security devices such as locks, alarms, access systems and
physical force protection measures are operational or reported for repair.
• Ensures visitor access and vehicle control systems are effective and appropriate
for the threat of environment.
• Works with the HQ Security Manager to maintain the project’s Crisis Response
Plan in coordination with the COP and ensure that the contact information
contained therein is always up to date.
• Provides a weekly security report to project leadership and HQ Security
Department.
• Be able to assist with out-of-hours emergency response at the project, if needed.
• Serve as the liaison with the U.S. Embassy Regional Security Officer and/or
equivalent U.S. Government personnel for project security matters.
• Assist the project with business continuity planning, as required.
• Manages the process for all procurements, including bidding and selection
process.
• Oversees and maintains all service contracts, consultant agreements, and leases
for all Cameroon offices.
• Tracks all contracts, consultant agreements and other procurements, ensuring
closeout, renewals or rebids happen timely.
• Tracks and monitors deliverable deadlines and provides regular updates to
technical staff to ensure deadlines are met.
• Maintains all procurement files, including all necessary documentation, for goods
and services, consultants, grants and subcontracts and any other contract or
agreement.
• Checks goods/services received to ensure orders are filled correctly and goods
meet specifications.
• Works with Operations & Finance Officer on procurement process for all office
management needs.
• Assists with posting announcements for open positions to ensure they are
advertised in adherence to FHI 360 procurement policies and in the most effective
way possible.
• Negotiates price and terms and conditions for all contracts and consultant
agreements.
• Manages and annually reviews vendor performance for all project offices,
conducts appropriate documentation and new bidding process if required for
vendor nonperformance
• Maintains up-to-date knowledge of open, transparent procurement processes
and policies as well as local laws and best practices around procurement.
• Works with Operations team on asset tracker for all assets and ensures annual
inventory is complete.
• Trains staff in procurement procedures and policies and documentation
requirements.
• Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES, EXPERTISE AND COMPLEXITY
• Articulate, professional and able to communicate in a clear, positive manner
with clients.
• Comprehensive knowledge of procurement standards and practices.
• Working knowledge of company policies and procedures regarding
procurement, consultants, and contracts.
• Ability to work independently and manage processes and deadlines with
limited supervision.
• Excellent team spirit.
• Possess good planning, organizational, and interpersonal skills.
• Ability to analyze information and exercise judgement when making decisions
within the context of established policies and procedures.
• Proficiency in computer software applications e.g. MS-Word, MS-Excel, MS
Outlook and MS-PowerPoint.
• Must be a self-starter with attention to detail.
• Familiarity in working with international organizations and USAID regulations.
MINIMUM REQUIREMENT STANDARDS:
• Bachelor’s Degree or its International Equivalent in business administration
or related field.
• Minimum of 3-5 years of procurement experience.
• Must have prior work experience on USAID funded programs.
• Working knowledge of office software, including WORD, Excel, PowerPoint,
Outlook and Microsoft Teams.
• Must have excellent communication skills and good command in both written
and spoken English and French.
• Must have high integrity.
• Experience establishing strong working relationships with colleagues from
different organizations and cultures.
• Ability to meet deadlines with strong attention to consistency, detail, and
quality.
• Ability to travel within country if needed.
• Authorization to work in Cameroon.
