About Helen Keller Intl
In order to contribute to the reduction of infant and maternal morbidity and mortality, the
Government of Cameroon, in the document of National Strategies for Development (SND) as well as in the Sectoral Health Strategy , decided to implement an integrated package
of high-impact interventions on the health of mothers and children. Thus, in its permanent quest to
achieve the Sustainable Development Goals (SDGs), in particular No. 3, which is to enable everyone to live in good health and promote the well-being of all at all ages, Cameroon, in support with its
partners organizes during the year, Weeks of Actions of Health and Infant Nutrition and
Kindergarten (SASNIMs) with the intervention of deworming and vitamin A supplementation for children aged 6 to 59 months. It is with a view to ensuring meticulous monitoring of the quality of interventions with the collection of field monitoring and alert data from district and health area management teams that Helen Keller International partnership with the Ministry of Public Health deploy external and independent monitors and supervisors of vitamin A supplementation and deworming during the SASNIM of November/December 2022 in the regions of the West, Adamawa, Center, the Littoral, the South and the East (Cameroon).
In this perspective, Helen Keller International is recruiting one hundred and thirty-three (133) External Monitors for the monitoring of vitamin A supplementation and deworming during the SASNIM campaign in the health districts of the western regions, l ‘Adamaoua, the Centre, the Littoral, the South and the East for a period of up to seven (7) days depending on the investigator, the area covered and the service needs in November/December 2022.
Type of contract : Professional Service Contract
Duration : 7 days (i.e. 5 days of service and 02 days of travel)
I – Objectives
- Supervise the preparatory and implementation activities of the November/December 2022 SASNIM in the West, Adamaoua, Center, Littoral, South and East regions;
- Monitor during and after the campaign, vitamin A supplementation and deworming in localities in the West, Adamaoua, Center, Littoral, South and East regions.
II- Main responsibilities of the Monitor
Under the technical supervision of the VAS Associate, the external monitors ensure the supervision of the
preparatory activities of the campaign and the monitoring of vitamin A supplementation and
deworming in the localities to ensure that the objective of the campaign to supplement all of the target children (6 to 59 months) has been reached. This mission takes place in 3 phases:
- Before the campaign
- Participate in the briefing on the implementation of monitoring, on the tools and method of data collection;
- Work closely with the teams of the districts to which they are assigned in order to make the situation of the preparations;
- Support the training of distributors at the level of health areas;
- Ensure the availability of sufficient quantities of inputs at all levels;
- Have all monitoring data collection tools;
- Obtain from the districts and health areas the sketches of the health areas, the distances between the localities, the list of names and contacts of the vaccination teams and supervisors.
- Attend meetings before visits to data collection areas and with the supervision team;

2. During the campaign
- Respect the protocol of introduction in the districts according to the standards relating to household surveys to present themselves and inform the authorities and community leaders here: district services and health areas and traditional leaders of villages or neighborhoods of their presence, in specifying the purpose of their visit and presenting the administrative notes that accredit them.
- Supervise the implementation of the campaign from the 1st day in the areas of assignment according to the circuits defined by the supervisor and / or the district health service;
- Carry out descents in the selected areas according to the planning indicated;
- Carry out monitoring from the 2nd day of the campaign, in areas already covered by distributors/vaccinators;
- Conduct household interviews with strict respect for autonomy, informed consent and confidentiality relating to this type of survey;
- Conduct household interviews in strict compliance with the barrier measures enacted by the Cameroonian Government;
- Conduct interviews/interviews with heads of households, parents/guardians of target children aged 6 to 59 months in their area or district of deployment;
- Administer data collection tools to identified targets in accordance with indicated methods and techniques;
- Ensure that areas declared uncovered are revisited;
- Support all initiatives aimed at focusing efforts on hard-to-reach areas;
- Participate in district or area meetings each day and give them the monitoring report and recommendations for revisits;
- Follow up on revisit plans to ensure missed areas and missed children are covered;
- Transmit daily data to Helen Keller INTL supervisor;
- Supplement in catch-up the children missed by the distribution teams which preceded it according to the protocol and the dosages and under the supervision of the head of the health area who will have previously briefed them and provided them with a stock of Vitamin A of relief;
- Report immediately and daily to the teams of the health zones (distributors/vaccinators of vitamin A and deworming, heads of areas, district management teams and supervisors (local, district, regional or regional central), to the Supervisors and the VAS Associate of Helen Keller Intl) in order to take appropriate corrective measures in accordance with standards in the matter;
- Use work materials wisely and return them to the supervision team after the activity;
- Take photos of the exercise after obtaining the consent of the adult respondent;
- Perform any other task assigned by the supervision team;
- Do not cause harm to local populations and target households during their stay;
- Report any incident that may occur in his presence to his supervisor and the relevant VAS Associate.
3. After the campaign
- Identify insufficiently covered areas and ensure their revaccination
- Make a summary report of monitoring and corrective actions;
- Participate in the evaluation meeting at the different levels.
III- Diplomas/Level of study/Experience
- Have at least the Baccalaureate level + 2 in sociology, anthropology, health, nutrition, public health or other similar fields;
- Experience of at least 1 year in the implementation of community surveys and survey monitoring
- Have work experience in DRSPs/Districts/Health Areas;
- Have experience working with the ODK tool;
IV- Skills required:
- Be of good character;
- Good communication skills;
- Good adaptation capacity ;
- Sense of confidentiality;
- Ability to work under pressure;
- Interpersonal skills.
- Being bilingual is an asset
- Knowledge of the local language is an asset;
- Ability to manipulate android phones for data collection is an asset;
- Have a very good knowledge of the computer tool;
- Be fully available throughout the period covered by the mission,
- Knowledge of the environment and/or cultural context would be an asset;
