Program context:
International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through healthcare training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to regain their autonomy.
In recent years, Cameroon has been affected by crises in several neighboring countries, which have led to insecurity and left Cameroonian communities in a vulnerable state, particularly women and children living in border areas. IMC UK is one of the organizations working with WFP since July 2016 on nutritional assistance projects for refugees and host populations in Cameroon, more specifically in the North, East and Adamawa regions. Several hundred thousand refugees of various nationalities, but mainly Central Africans and Nigerians, have found refuge in Cameroon for several decades. UNHCR figures from the January 2024 fact sheet on Central African refugees in the East, Adamawa and North regions reveal that there are 330,869 Central African refugees, with children under 5 accounting for 11, 62%. Of these refugees residing in these three regions, 70,567 live in camps. The significant presence of refugees in these communities has worsened the situation of food insecurity prevailing in host communities where opportunities for income-generating activities, such as subsistence agriculture, livestock and small businesses, are limited. IMC, thanks to WFP funding, will develop a nutrition program and help communities vary the content of their meals.
Therefore, IMC wishes to recruit a MEAL Assistant who will be responsible for data management and supporting the quality of implementation of project activities. The MEAL assistant will be placed under the direct responsibility of the MEAL Manager and will also have to work closely with the program field team.
Job summary:
Under the supervision of the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager, the role of the Assistant is to support the Monitoring, Evaluation, Accountability and Learning Manager. learning in the implementation of the MEAL work plan and to contribute to the achievement and improvement of the quality of the program/project. The MEAL Assistant will support by collecting and managing data relating to program/project results, as well as knowledge and lessons learned. The assistant will support the program in the field by working closely with the field team to ensure the quality of the program/project. The post holder will also ensure that Community Level Feedback and Response Mechanisms (CBFRM) are in place.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Project design and planning
- Support the development of a results framework and logical framework, including indicators for single projects.
- Support the MEAL department in developing databases for all programs using available technologies.
- Apply the basic concepts and purpose of humanitarian assistance needs assessment, with emphasis on accountability to affected populations (AAP) within the project framework.
- Conduct community consultations and engage with communities to ensure accountability by applying different interview techniques.
- Promote internal learning by sharing timely information to and from the program.
2. MEL system
- Implement MEAL activities in the field in accordance with the MEAL work plan and support monitoring and evaluation activities, such as physical verification of assets, post-distribution monitoring, data quality audits, surveys /evaluations, etc.
- Organize and direct data collection activities following the data collection and reporting flow established for a project.
- Ensure that MEAL activities are participatory, including monitoring, evaluation and appraisal.
- Use tools to track project progress and bottlenecks and develop simple data collection tools based on monitoring indicators.
- Conduct regular field visits and periodic data analyzes and triangulate data from other MEAL exercises.
3. Data quality management and sampling
- Conduct routine data quality audits in the field following data quality audit guidelines.
- Mitigate data pitfalls and issues and ensure data and business quality strategies are in place.
- Report data quality issues to the Market Impact Assessment Manager and provide data quality oversight support in the field.
- Apply the concept of different sampling methods, develop a sampling frame and carry out sampling following the manager’s guidelines for population or beneficiary based surveys.
4. Presentation, learning and knowledge management
- Perform basic data visualization using tables and charts to represent data and information for presentation or other communication.
- Clearly communicate the results of monitoring activities and reviews against the objectives set by the project.
- Compile project level data and indicators for reporting in a clear and concise manner, providing all required information.
- Provide basic training to teams (data collection methods, use of M&E tools and concepts, CBFRM).
- Evaluate the evolution of knowledge of training participants
5. Community feedback and response mechanism
- Ensure that all data collected through the intermediary adheres to key concepts and commitments regarding the AAP, including CHS and donor requirements.
- Ensure that all data collected through the CBFRM has been communicated to the manager in a timely manner in accordance with standard operating procedures.
- Support the implementation and monitoring of CBFRM, accountability initiatives and practices in the area of supervision.
6. Perform other tasks as assigned.

In this role, the MEAL Assistant is expected to promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical’s compliance and ethics standards bodies and donors, and adhere to these standards.
Qualifications, Training, Experience and Skills
- Hold a bachelor’s degree in public health, statistics, social sciences or related fields.
- Have at least two years of practical experience within a humanitarian organization or working with refugees or displaced people in humanitarian contexts;
- Understand the key concepts and commitments regarding the AAP;
- Understand the fundamentals of evaluation and have experience with population-based surveys;
- Have analytical, conceptual and strategic thinking skills regarding protection, health and nutrition programs;
- Be able to carry out regular field visits;
- Proven ability to work with large amounts of data and convert it into understandable results;
- Proven ability to work cooperatively within a team;
- Proficiency in Microsoft Office applications and data processing and analysis software;
- Ability to communicate clearly with diverse audiences;
- Good understanding of the local context of the East, Adamawa and the North;
- Excellent interpersonal skills and ability to speak and write French and English.
