This position provides MEL (Monitoring, Evaluation, and Learning) technical support for NextGen portfolio in Cameroon. Please note that spoken and written English and French proficiency are required for this position, as well as pharmaceutical system strengthening and supply chain experience.
Overall Responsibilities:
- The Monitoring, Evaluation Learning (MEL) Advisor works under the direction and supervision of the MEL Director.
- Liaise with the Government of Cameroons regional-level M&E and management information staff on data collection and reporting around supply chain system-level indicators.
- Support the development and management of the project’s activity monitoring, evaluation, and learning plan (AMELP) as required by USAID
- Ensure reliable and quality reporting to Control Tower and other USAID reporting mechanisms g
- Support the management and the project team’s use of internal project management information systems that collate all project-level data for reporting and decision-making
- Ensure data quality assurance across all performance indicators utilizing RDQA best practices
- Work with the MEL Director to establish a CLA approach including a learning agenda that tracks key programmatic questions
- Support and develop operational and implementation research activities that support programmatic learning and larger evidence generation
MERL (Monitoring, Evaluation, Research, and Learning) Team Program Support
- Support MERL Director to anticipate, address, and, when needed, escalate project implementation and operations challenges related to MERL portfolio, which includes monitoring/evaluation, knowledge management, Learning Agenda, and Reporting
Monitoring & Evaluation Technical Support
- Manage and support high quality and timely implementation of monitoring & evaluation functions for the project, including guiding the high-quality implementation of the PMP, including data collection and prepare project performance and data reports routinely, quarterly and annual basis to project monitoring systems and other required systems/tools
- Collaborate closely with regional Next GEN ESCAPE Regional Coordinators to ensure follow-up reporting and implementation of MEL activities at regional level
- Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation
- Assist with programming charts and other data display/visualization products, and promoting easy access to these products, and actively mining the data for high quality custom analyses for program teams
- Provide internal review statistical analysis and conduct quantitative and qualitative data analysis, as requested
- Operationalize DQA strategy set for NextGen
- Oversee and manage project management information system and database Select indicators and set indicators targets for the country and portfolio programs annually
- Participate in program monitoring visits/forums with other program staff as necessary
- Ensure all relevant project staff are aware of and adhere to funder and government monitoring and evaluation guidelines and requirements
- Continuously review and analyze collected data and advise program management on needed program revisions
- Maintain Standard Operating Procedures on M&E for the project
- Contribute to drafts of Monitoring & Evaluation deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports; provides formatting and editing support for all M&E products
- Support MEL capacity building in country (local partners and government entities)
Learning Agenda Technical Support
- Support the country learning agenda and contribute to drafts of Country Learning Agenda deliverables and sections of deliverables including work plans, quarterly reports, annual reports, Success stories, slide decks, and other technical products/reports; provide formatting and editing support for all products
Reporting Technical Support
- Coordinate and contribute to drafts of reporting deliverables including quarterly reports, annual reports, slide decks; provides formatting and editing support for all reporting products
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
Required:
- Master’s Degree in public health or other related field (e.g., population health, epidemiology, biostatistics, demography)
REQUIRED MINIMUM EXPERIENCE
Required:
- Required:
- Approximately 5-9 years of experience in MEL or research for global health.
- With some supervision, provides MEL support to large, complex global health projects implemented in low and middle-income countries (LMIC) context, including reviewing or contributing to MEL plan development and supporting implementation of MEL plans; and reviewing or contributing to reports, research protocols, abstracts, publications, and/or documenting MEL processes.
- Experience in leading, co-leading, or contributing to the design and delivery of face-to-face and virtual workshops, including learning agendas, theories of change, protocol and instrument development, and approaches to enhance utilization of MEL findings.
- Experience leading on data management and analysis (quantitative and qualitative).
- Experience in designing MEL systems at the proposal development stage. This includes developing an overall project MEL approach that is responsive to the programmatic rationale as described in the solicitation; and developing MEL plans, performance indicators, and any other tools and/or approaches needed for developing a robust MEL function for new projects.
- Experience supporting health information system strengthening, especially related to pharmaceutical information systems.
- Written and spoken proficiency in English.
- Preferred:
- Experience developing or contributing to MEL guidance documents to guide MEL at the organizational level.
- Experience providing support to strengthen national LMIC health information systems.
- Experience providing MEL mentorship.
- Experience living and working in Cameroon.
- Written and spoken proficiency in English and French.
KNOWLEDGE AND SKILLS
Required
- Track record of experience in monitoring, evaluation, and research of international/global health projects implemented in low-resource settings.
- Skills in quantitative and qualitative data analysis for international/global health projects.
- Proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.).
- Experience with at least one statistical package software for qualitative data analysis (Nvivo, Atlas.ti, Dedoose, etc).
- Understanding of and experience using HMIS databases (especially eLMIS and DHIS2)
- Evaluation and study design skills.
- Experience writing and presenting research results.
- Familiarity with USAID indicators and metrics in pharmaceutical management and supply chain strengthening.
- Enjoys learning and teaching. A team player and a self-starter who can use her/his own initiative to identify useful work.
